IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE TOWNSHIP
OF HIGHLAND - FISCAL YEAR 2005 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners via
Miscellaneous Resolution #05061 approved the extension of the West Nile
Virus Fund for FY 2005; and
WHEREAS the Oakland County Board of Commissioners established a
West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution
#03060 in an effort to assist cities, villages and townships (CVTs)
with mosquito control measures to prevent the spread of West Nile Virus
and to help protect the health, safety and welfare of the people of
Oakland County; and
WHEREAS pursuant to the Disbursement Policy, the Township of
Highland has submitted a resolution of authorization to the County for
reimbursement of expenses incurred in connection with an eligible
mosquito control project; and
WHEREAS the FY 2005 authorized amount of funding for the Township
of Highland is $11,005.62 from the West Nile Virus Fund as repayment to
the Township of Highland for expenses incurred in connection with
mosquito control projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the project submitted by the Township of
Highland as eligible for reimbursement from the West Nile Virus Fund.
BE IT FURTHER RESOLVED that the Board authorizes the FY 2005
appropriation in the amount of $11,005.62 from the West Nile Virus Fund
(Account #90-210000-23030-9098) to repay the Township of Highland for
expenses incurred in connection with the mosquito control project, once
proper invoices are presented.

I am in receipt of a West Nile Virus fund reimbursement request from the
Township of Highland dated July 15, 2005. After having reviewed their
documentation, I find them in compliance with Oakland County Board of
Commissioners Miscellaneous Resolution 05061 and in compliance with at least
one of the four major categories for reimbursement. This letter will, therefore,
certify that all expenses submitted for reimbursement are for qualifying mosquito

Re: West Nile Virus Fund Reimbursement Request
Dear Mr. Miller,
Pursuant to Oakland County Board of Commissioners Miscellaneous Resolution #05091,
the Charter Township of Highland hereby requests reimbursement under the Oakland
County's West Nile Virus Fund Program for expenses incurred in connection with an
eligible mosquito control activity by the Charter Township of Highland.
Attached in support of the request are the following:

ATTACHMENT B: GOVERNING BODY RESOLUTION

The Charter Township of Highland understands that the review and processing of this
reimbursement request will be governed by the provisions of MR #05091, and certifies
that all expenses submitted for reimbursement were incurred in connection with a
qualifying mosquito control project.

PROJECT DESCRIPTION
This past month we mailed to all Township residents our Township update (attached)
with information on the West Nile Virus including the Oakland County Web Site,
www.co.oakland.tni.us then go to the Health Division's page for information. We also
have it on the Township's Home page web site www.highlandtwp.com .
To date we have incurred $2,940.27 for printing costs to our residents. MI receipts are
attached.
Highland Township Update
And You Thought You Were Old...
Highland Station House, located at 205 W. Livingston, will be 120 years old next
year. This historical structure was built for the Methodist Episcopal Church of
Highland Station (now the Highland United Methodist Church). The Highland
Township Public Library took up residence from 1982 until Spring of 2002. Today
the Highland Senior Citizen Center occupies the building and shares the facility with
the Huron Valley Council For The Arts, Highland Historical Society, Highland
Downtown Development Authority, Hi-White Baseball and Ride With Pride. Sev-
eral other local groups hold their meetings in the community room and everyone is
encouraged to visit ongoing art displays in the gallery area, hosted by the HVCA.
Senior Center activities at the site include cards, knitting, crocheting, quilting, art,
computer classes and cross-stitching classes. Program schedules are available at the
Highland Station House.
Senior Center Director Barb Rollin oversees the building and is proud to announce
that on July 30 2005, Rebuilding Together Of Oakland County (formally Christmas
in April) will perform a "face lift" on this historic building. A Home Depot grant
will pay to paint the exterior its original color. Now what we need are skilled adults,
with experience in carpentry and/or painting. Help make a difference by participat-
ing in this community event. We are also looking for individuals and groups who
would like to donate to our Adopt A Shutter Fund so we can restore all the shutters

are creating a safety hazard. During

RESOLUTION #05-11 AUTHORIZING WEST NILE VIRUS
FUND EXPENSE REIMBURSEMENT REQUEST
At a regular meeting of the Township Board (the "Board") of the Charter Township of Highland,
Oakland County, Michigan (the "Township"), held on the 22nd day of June, 2005:
Present: Patricia M. Pilchowski, Mary L. McDonell, Judith A. Kiley, Mary Pat Chynoweth, Judy
Dietrich, Lawrence Pepera, Russ Tierney
Absent: None
The following resolution was offered by Mrs. Chynoweth and supported by Mr. Tierney:
WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland County
Board of' Commissioners has established a West Nile Virus Fund Program to assist Oakland County
cities, villages and townships in addressing mosquito control activities; and
WHEREAS Oakland County's West Nile Virus Fund Program authorizes Oakland County cities,
villages and townships to apply for reimbursement of eligible expenses incurred in connection with
personal mosquito protection measures/activity, mosquito habitat eradication, mosquito larviciding or
focused adult mosquito insecticide spraying in designated community green areas; and
WHEREAS the Charter Township of Highland, Oakland County, Michigan has incurred expenses
in connection with mosquito control activities believed to be eligible for reimbursement under Oakland
County's West Nile Virus Fund Program.
NOW THEREFORE BE IT RESOLVED that this Board authorizes and directs its Supervisor,
Patricia M. Pilchowski, as agent for the Township in the manner and to the extent provided for under
Oakland County Board of Commissioner Miscellaneous Resolution 03060, to request reimbursement of
eligible mosquito control activity under Oakland County's West Nile Virus Fund Program.
This resolution passed this 22nd day of June, 2005 at a regular meeting of the Charter Township
of Highland Board. A roll call vote was taken on the foregoing resolution and was as follows:
