HomeMy WebLinkAboutResolutions - 2005.09.22 - 28019MISCELLANEOUS RESOLUTION #105188 BY: Chuck Moss, District #20 IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE CITY OF BIRMINGHAM - FISCAL YEAR 2005 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners via Miscellaneous Resolution #05061 approved the extension of the West Nile Virus Fund for FY 2005; and WHEREAS the Oakland County Board of Commissioners established a West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution #03060 in an effort to assist cities, villages and townships (CVTs) with mosquito control measures to prevent the spread of West Nile Virus and to help protect the health, safety and welfare of the people of Oakland County; and WHEREAS pursuant to the Disbursement Policy, the City of Birmingham has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible mosquito control project; and WHEREAS the FY 2005 authorized amount of funding for the City of Birmingham is $6,720.39 from the West Nile Virus Fund as repayment to the City of Birmingham for expenses incurred in connection with mosquito control projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the project submitted by the City of Birmingham as eligible for reimbursement from the West Nile Virus Fund. BE IT FURTHER RESOLVED that the Board authorizes the FY 2005 appropriation in the amount of $6,720.39 from the West Nile Virus Fund (Account #90-210000-23030-9098) to repay the City of Birmingham for expenses incurred in connection with the mosquito control project, once proper invoices are presented. After having reviewed their documentation, I find them in partial compliance with Oakland County Board of Commissioners Miscellaneous Resolution 05061 (they are currently missing expense invoices) and in compliance with at least one of the the four major categories for reimbursement. This letter will, therefore, certify that all expenses submitted for reimbursement are for qualifying mosquito control projects. Box 3001: • Birmingham, MI 48012-3001 (248) 644-1800 • Fax (248) 640.04 . http://ci.birmingham.mi.us CITY OF BIRMINGHAM RESOLUTION AUTHORIZING WEST NILE VIRUS FUND EXPENSE REIMBURSEMENT REQUEST WHEREAS, upon recommendation of the Oakland County Executive, the Oakland County Board of Commissioners has established a West Nile Virus Fund Program to assist Oakland County cities, villages and townships in addressing mosquito control activities; and WHEREAS, Oakland County's West Nile Virus Fund Program authorizes Oakland County cities, villages and townships to apply for reimbursement of eligible expenses incurred in connection with personal mosquito protection measures/activity, mosquito habitat eradication, mosquito larviciding or focused adult mosquito insecticide spraying in designated community green areas; and WHEREAS, the City of Birmingham, Oakland County, Michigan has incurred expenses in connection with mosquito control activities believed to be eligible for reimbursement under Oakland County's West Nile Virus Fund Program. NOW THEREFORE BE IT RESOLVED that the Birmingham City Commission authorizes and directs its Staff & Services Manager of Public Services, as agent for the City of Birmingham, in the manner and to the extent provided under Oakland County Board of Commissioner Miscellaneous Resolution #05091, to request reimbursement of eligible mosquito control activity under Oakland County's West Nile Virus Fund Program. W City Clerk CC: Chuck Moss, County Commissioner, District 20 PROJECT DESCRIPTION Over the past several months, the City of Birmingham has been focusing its prevention efforts on identifying mosquito breeding sites and standing water locations. The city is initiating a catch basin cleaning program. Cleaning citywide catch basins is the one step to reduce the larva population. City staff from the Department of Public Services (DPS) will administer a slow-release larvicide application to public catch basins. The city will use a water soluble pouch and briquets in the catch basins. This application will destroy the mosquito larva and prevent adult mosquito emergence. To date, we have incurred $8,493.36 for a Larvae Collection Kit, 12 cases of Altosid Briquets, 3 cases of Vectolex pouches to be used for the larvicide applications to public catch basins. Funding of $6,720.39 is available in the West Nile Virus Fund for FY 2005 to reimburse the City of Birmingham for this project; no additional appropriation is required. 2. The Committee recommends adoption of this resolution. FINANCE COMMITTEE FINANCE COMMITTEE Motion carried unanimously on a roll call vote with Crawford absent.
