IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE CITY OF
BERKLEY - FISCAL YEAR 2005 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners via
Miscellaneous Resolution #05061 approved the extension of the West Nile
Virus Fund for FY 2005; and
WHEREAS the Oakland County Board of Commissioners established a
West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution
#03060 in an effort to assist cities, villages and townships (CVTs)
with mosquito control measures to prevent the spread of West Nile Virus
and to help protect the health, safety and welfare of the people of
Oakland County; and
WHEREAS pursuant to the Disbursement Policy, the City of Berkley
has submitted a resolution of authorization to the County for
reimbursement of expenses incurred in connection with an eligible
mosquito control project; and
WHEREAS the FY 2005 authorized amount of funding for the City of
Berkley is $5,234.20 from the West Nile Virus Fund as repayment to the
City of Berkley for expenses incurred in connection with mosquito
control projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the project submitted by the City of Berkley as
eligible for reimbursement from the West Nile Virus Fund.
BE IT FURTHER RESOLVED that the Board authorizes the FY 2005
appropriation in the amount of $5,234.20 from the West Nile Virus Fund
(Account #90-210000-23030-9098) to repay the City of Berkley for
expenses incurred in connection with the mosquito control project, once
proper invoices are presented.

I am in receipt of a West Nile Virus fund reimbursement request from the City of
Berkley dated August 1, 2005. After having reviewed their documentation, I find
them in compliance with Oakland County Board of Commissioners
Miscellaneous Resolution 05061 and in compliance with at least one of the four
major categories for reimbursement. This letter will, therefore, certify that all
expenses submitted for reimbursement are for qualifying mosquito control

ATTACHMENT A: Project Description
The City of Berkley has established a Mosquito Control Program. The goal of the program is to
reduce the overall mosquito population within the city by enlisting the assistance of our citizens
through our Public Awareness efforts.
The City of Berkley Mosquito Control Program is posted on the city web site at:
http://www.berkleymich.org . Click on Departments, then click on Public Works, then scroll
down to West Nile Virus.
In addition to the city program links are available to The Oakland County and Michigan
Department of Agriculture programs.
The City of Berkley Larval Mosquito Control Program focuses on the reduction of mosquito
breeding sites through cleaning and the application of larvacide to the 1,424 catch basins on
the City of Berkley system. The program consists of three phases:
Phase One: Cleaning of the catch basins and removal of the standing water from the /
sumps. This work was performed between March 21, 2005 and May 3, 2005.
Phase Two: Initial larvicide application. Altosid XR Extended Residual Briquettes t../
were installed between May 3 and May 12, 2005.
Phase Three: Follow up larvicide application will be performed in mid August, if ../
mosquito hatch conditions persist.

The City of Berkley recognizes the need to help prevent the presence of mosquitoes, which
spread the West Nile Virus. We are working closely with Oakland County to reduce the
mosquito population. The success of this effort will hinge on the involvement of our residents
and businesses. Please read this information and follow our suggestions to aid in the
elimination of this pest so we can all enjoy the out-of-doors in Berkley without the fear of West
Nile. Remember: 'West Nile Virus is cause for concern, lot

Mosquito Life Cycle
Virtually any natural or man-made collection of standing water left untreated can support
mosquito development.
Mosquitoes undergo four stages of development: egg, larva. pupa. and adult Ecgs are laid
where standing water accumulates. Only the female masc,,ulto ::es sne neeas
to produce eggs. Mosquitoes bite a variety of hosts — biros. cogs. ncrses. cartle. anc people.
Disease Concerns
At the Department of Public Works (DPW), the staff is working hard to get rid of mosquitoes that
spread the West Nile Virus.
The following serious mosquito borne diseases may be transmitted to humans by mosquitoes .
• West Nile Virus
• St. Louis Encephalitis
• Eastern Equine Encephalitis
• LaCrosse Encephalitis
While mosquitoes can never be completely eliminated, the DPW strives to effectively control
them by reducing population levels to more tolerable levels
This spring the DPW will be cleaning catch basins and then placing larvicide briquettes into
them.
There are no plans at this time for spraying unless the virus comes to an epidemic level
Home Control: What you can do to prevent breeding mosquitoes:
• Old tires, cans, pails, and other water holding containers are ideal breeding sites. Store
them upside down or get rid of them.
• Fill in or drain low spots in your yard.
• Keep eave troughs clean of leaves and debris.
• Empty plastic wading pools at least once a week and store them inside when not in use.
Unused backyard swimming pools may also create Dreecn?,proOiems Keep
boats/canoes covered or upside down. Drain water from tarps or sneeting which
cover woodpiles, boats, ponds, and pools, etc.
• Change bird bath water weekly. Empty pet bowls and flowerpots frequently.
• Keep grass cut short and shrubbery well-trimmed so adult mosquitoes will not hide there
in the daytime.
• Make sure that doors and windows have tight fitting screens. Repair or replace screens
that have tears or holes in them.
• Repair leaky outdoor faucets.
Larvicidirkg
Larviciding is the method used to kill mosquitoes while they are still in the aquatic stage (larvae
and pupae).
Each catch basin in the City of Berkley will receive a treatment of water borne insecticide
beginning in April and again in August.
Adulticiding
Adulticiding is the method used to kill adult mosquitoes. Truck-mounted spray units are sent to
designated areas where there is evidence of high mosquito populations Spraying is conducted
during the evening and is stopped during periods of heavy winds, precipitation. or cooler
temperatures. Focus spraying of certain local parks will be done if necessary.
How to Prevent Infection
Wear long-sleeved shirts and long pants whenever you are outdoors. Apply insect repellent to
exposed skin. An effective repellent will contain the active Inc,7recent DEE-7 N.t\,,-diethyl-m-
tolumide). Follow the manufacturer's directions for use on the la:De:. A.:cid areas that are
known mosquito habitats during early morning and evening hours
• REDUCE areas where mosquitoes breed.
• REPEL to protect yourself against mosquitoes.
• REPORT potential mosquito breeding sites.

WHEREAS, Upon the recommendation of the Oakland County Executive, the
Oakland County Board of Commissioners nas es:aoiisneo a West Nile
Virus Fund Program to assist Oakland County cities, villages and
townships in addressing mosquito control activities: and
WHEREAS, " Oakland County's West Nile Virus Fund Program authorizes Oakland
county cities, villages and townships to apply for reimbursement of
eligible expenses incurred in connection with personal mosquito _ protection measures/activity, mosquito habitat eradication, mosquito
larviciding or focused adult mosquito insecticide sbraying in designated
community green areas; and
WHEREAS, the City of Berkley, Oakland County, Michigan has incurred expenses in
connection with mosquito control activities Pelievea to be eligible for
reimbursement under Oakland County's West Nile Virus Fund Program.
NOW, THEREFORE, THE CITY OF BERKLEY RESOLVES .
Section 1: That the Mayor and City Council authorizes and directs its Public Works
Director as agent for the City of Berkley, in tne manner anc to me extent
provided under Oakland County Board of Commissioner Miscelianeous
Resolution 03070 to request reimbursement of eligible mosquito control
activity under Oakland county's West Nile Virus Fund Program.
