IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN COMMERCE
TOWNSHIP AND VILLAGE OF WOLVERINE LAKE - FISCAL YEAR 2005 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners via
Miscellaneous Resolution #05061 approved the extension of the West Nile
Virus Fund for FY 2005; and
WHEREAS the Oakland County Board of Commissioners established a
West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution
#03060 in an effort to assist cities, villages and townships (CVTs)
with mosquito control measures to prevent the spread of West Nile Virus
and to help protect the health, safety and welfare of the people of
Oakland County; and
WHEREAS pursuant to the Disbursement Policy, Commerce Township
and Village of Wolverine Lake have submitted a resolution of
authorization to the County for reimbursement of expenses incurred in
connection with an eligible mosquito control project; and
WHEREAS the FY 2005 authorized amount of funding for Commerce
Township and Village of Wolverine Lake is $15,039.56 (Commerce Township
$13,420.99, Village of Wolverine Lake $1,618.57) from the West Nile
Virus Fund as repayment to Commerce Township and Village of Wolverine
Lake for expenses incurred in connection with mosquito control
projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the project submitted by Commerce Township and
Village of Wolverine Lake as eligible for reimbursement from the West
Nile Virus Fund.
BE IT FURTHER RESOLVED that the Board authorizes the FY 2005
appropriation in the amount of $15,039.56 (Commerce Township
$13,420.99, Village of Wolverine Lake $1,618.57) from the West Nile
Virus Fund (Account #90-210000-23030-9098) to repay Commerce Township
and Village of Wolverine Lake for expenses incurred in connection with
the mosquito control project, once proper invoices are presented.

I am in receipt of a West Nile Virus fund reimbursement requests from
Commerce Township, Milford Township and Wolverine Lake, dated June 6,
2005. The three areas are working as partners for Fiscal Year 2005 to combat
West Nile Virus. After having reviewed their documentation, I find them in
partial compliance with Oakland County Board of Commissioners Miscellaneous
Resolution 05061 (they are currently missing expense invoices) and in
compliance with at least one of the four major categories for reimbursement. This
letter will, therefore, certify that all expenses submitted for reimbursement are for
qualifying mosquito control projects. Should you have any questions, please

At a regular meeting of the Township Board of The Charter Township of Commerce,

WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland
County Board of Commissioners has established a West Nile Virus Fund Program to
assist Oakland County cities, villages and townships in addressing mosquito control
activities; and
WHEREAS, Oakland County's West Nile Virus Fund Program authorizes Oakland
County cities, villages and townships to apply for reimbursement of eligible expenses
incurred in connection with personal mosquito protection measures/activity, mosquito
habitat eradication, mosquito larviciding or focused adult mosquito insecticide spraying
in designated community green areas; and
WHEREAS, the Township of Commerce, Oakland County, Michigan has incurred
expenses in connection with mosquito control activities believed to be eligible for
reimbursement under Oakland County's West Nile Virus Fund Program.
NOW THEREFORE BE IT RESOLVED, that this board authorizes and directs its
Supervisor as agent for the Township of Commerce, in the manner and to the extent
provided under Oakland County Board of Commissioner Miscellaneous Resolution
03060, to request reimbursement of eligible mosquito control activity under Oakland
County's West Nile Virus Fund Program.

MOTION by Gualdoni, seconded by Coxeter to approve the following West Nile
Virus Expense Reimbursement Resolution and authorize the Clerk to sign on behalf
of the Village.

ATTACHMENT A
MOSQUITO SMARTS PROJECT DESCRIPTION
The Charter Township of Commerce, in conjunction with the Charter Township of
Milford and the Village of Wolverine Lake, will strive to educate and inform our
communities regarding West Nile Virus and other mosquito borne diseases through
various forms of public education activities.
Partnerships have been formed with Ferris State University and will allow The Charter
Township of Commerce to collaborate research and design efforts in the creation of the
Mosquito Smarts Newsletter with University Interns. Newsletters will be distributed to
each household in Commerce Township, Milford Township and the Village of Wolverine
Lake. Students will also assist in the design and creation of posters for marketing the
public service message to our community. These informational posters will be
distributed to municipal buildings and other community service focal points.
Other partnerships include volunteers that will provide screen repair services to our older
adult population free of charge on specified dates as well as donated screen repair kits,
mosquito repellant, citronella candles and other products made available to deter
mosquito's for the community.
Community Service messages will be provided in our local newspapers, cable, township
newsletter and on signage throughout the community.
Other educational opportunities shall include an informational activity based coloring
book to be distributed to community libraries, children's summer camps, WalMart of
Commerce Township (WalMart awarded Commerce Township a Community
Involvement Program Grant) as well as community center areas.
To insure additional protection ultimately resulting in source reduction, we will provide
approximately 3400 six ounce, Vectolex Granular Pouches ( Bacillus sphaericus) to
promote mosquito larvaciding. The granular pouches will be applied to catch basins
throughout the community in mid June and mid August.

reviewed the above referenced resolution and finds:

West Nile Virus Fund for FY 2005 to reimburse Commerce
Township and Village of Wolverine Lake for this project; no
additional appropriation is required.
2. The Committee recommends adoption of this resolution.
