HomeMy WebLinkAboutResolutions - 2005.09.22 - 28033MISCELLANEOUS RESOLUTION # 05202 BY: Bill Bullard, Jr., District #2 IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE TOWNSHIP OF SPRINGFIELD - FISCAL YEAR 2005 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners via Miscellaneous Resolution 405061 approved the extension of the West Nile Virus Fund for FY 2005; and WHEREAS the Oakland County Board of Commissioners established a West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution 403060 in an effort to assist cities, villages and townships (CVTs) with mosquito control measures to prevent the spread of West Nile Virus and to help protect the health, safety and welfare of the people of Oakland County; and WHEREAS pursuant to the Disbursement Policy, the Township of Springfield has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible mosquito control project; and WHEREAS the FY 2005 authorized amount of funding for the Township of Springfield is $9,238.32 from the West Nile Virus Fund as repayment to the Township of Springfield for expenses incurred in connection with mosquito control projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the project submitted by the Township of Springfield as eligible for reimbursement from the West Nile Virus Fund. BE IT FURTHER RESOLVED that the Board authorizes the FY 2005 appropriation in the amount of $9,238.32 from the West Nile Virus Fund (Account 490-210000-23030-9098) to repay the Township of Springfield for expenses incurred in connection with the mosquito control project, once proper invoices are presented. After having reviewed their documentation, I find them in partial compliance with Oakland County Board of Commissioners Miscellaneous Resolution 05061 (they are currently missing expense invoices) and in compliance with at least one of the four major categories for reimbursement. This letter will, therefore, certify that all expenses submitted for reimbursement are for qualifying mosquito control projects. Attached in support of this request are a Project Description and a certified copy of the Township Board's Resolution authorizing program participation and reimbursement requests. Invoices will be sent upon receipt and after work completion. The Township understands that the review and processing of reimbursement requests will be governed by the provisions of MR #05091 and certifies that all expenses submitted for reimbursement were or will be incurred in connection with a qualifying mosquito control project. CONTROL COMPONENT Springfield Township will initiate two applications of Vectolex (a larvacide) to catch basins and retention basins throughout the Township. Michigan 48350 Nancy Strole, Clerk Charter Township of Springfield Supervisor's Office (248) 846-6502 General Offices (248) 634-3111 Fax Number (248) 634-2316 RESOLUTION AUTHORIZING WEST NILE VIRUS FUND EXPENSE REIMBURSEMENT REQUEST WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland County Board of Commissioners has established a West Nile Virus Fund Program to assist Oakland County cities, villages and townships in addressing mosquito control activities; and WHEREAS, Oakland County's West Nile Virus Fund Program authorizes Oakland County cities, villages and township to apply for reimbursement of eligible expenses incurred in connection with personal mosquito protection measures/activity, mosquito habitat eradication, mosquito larviciding or focused adult mosquito insecticide spraying in designated community green areas; and WHEREAS, the Charter Township of Springfield, Oakland County, Michigan has and/or will incur expenses in connection with mosquito control activities believed to be eligible for reimbursement under Oakland County's West Nile Virus Fund Program. NOW, THEREFORE, BE IT RESOLVED: that this Township Board authorizes and directs its Supervisor, Wollin W. Walls, as agent for the Township of Springfield, in the manner and to the extent provided under Oakland County Board of Commissioners Miscellaneous Resolution #05091, to request reimbursement of eligible mosquito control activity under Oakland County's West Nile Virus Fund Program. Funding of $9,238.32 is available in the West Nile Virus Fund for FY 2005 to reimburse the Township of Springfield for this project; no additional appropriation is required. 2.
