IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE CHARTER
TOWNSHIP OF OXFORD - FISCAL YEAR 2005 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners via
Miscellaneous Resolution #05061 approved the extension of the West Nile
Virus Fund for FY 2005; and
WHEREAS the Oakland County Board of Commissioners established a
West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution
#03060 in an effort to assist cities, villages and townships (CVTs)
with mosquito control measures to prevent the spread of West Nile Virus
and to help protect the health, safety and welfare of the people of
Oakland County; and
WHEREAS pursuant to the Disbursement Policy, the Charter Township
of Oxford has submitted a resolution of authorization to the County for
reimbursement of expenses incurred in connection with an eligible
mosquito control project; and
WHEREAS the FY 2005 authorized amount of funding for the Charter
Township of Oxford is $8,591.71 from the West Nile Virus Fund as
repayment to the Charter Township of Oxford for expenses incurred in
connection with mosquito control projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the project submitted by the Charter Township of
Oxford as eligible for reimbursement from the West Nile Virus Fund.
BE IT FURTHER RESOLVED that the Board authorizes the FY 2005
appropriation in the amount of $8,591.71 from the West Nile Virus Fund
(Account #90-210000-23030-9098) to repay the Charter Township of Oxford
for expenses incurred in connection with the mosquito control project,
once proper invoices are presented.

I am in receipt of a West Nile Virus fund reimbursement request from the Charter
Township of Oxford dated July 21, 2005. After having reviewed their
documentation, I find them in compliance with Oakland County Board of
Commissioners Miscellaneous Resolution 05061 and in compliance with at least
one of the four major categories for reimbursement. This letter will, therefore,
certify that all expenses submitted for reimbursement are for qualifying mosquito

On behalf of the Charter Township of Oxford, we are requesting reimbursement
from the Oakland County West Nile Virus Fund for spraying Oxford Township Parks and
placing briquettes in township drainage ditches, catch basins, low areas and stagnant
waters.
The total contract for these services is $21,265.00, which is attached for your
review. We are requesting the full available amount of $8,591.71 through Oakland
County to financially assist the Charter Township of Oxford in this community-
protection endeavor as outlined in our attached Reimbursement Request Resolution.

RESOLUTION AUTHORIZING
WEST NILE VIRUS FUND EXPENSE
REIMBURSEMENT REQUEST
WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland
County Board of Commissioners has established a West Nile Virus Fund Program to
assist Oakland County cities, villages and townships in addressing mosquito control
activities; and
WHEREAS Oakland County's West Nile Virus Fund Program authorizes Oakland
County cities, villages and townships to apply for reimbursement of eligible expenses
incurred in connection with personal mosquito protection measures/activity, mosquito
habitat eradication, mosquito larviciding or focused adult mosquito insecticide spraying
in designated community green areas; and
WHEREAS the Township of Oxford, Oakland County, Michigan has incurred expenses
in connection with mosquito control activities believed to be eligible for reimbursement
under Oakland County's 2004 West Nile Virus Fund Program.
NOW THEREFORE BE IT RESOLVED that this board authorizes and directs its
Treasurer, as agent for the Township of Oxford, in the manner and to the extent provided
under Oakland County Board of Commissioner Miscellaneous Resolution 03060, to
request reimbursement of eligible mosquito control activity under Oakland County's
West Nile Virus Fund Program

approve the attached contract with HAVEN for 2005 CDBG funds in an amount of $4,000.00
and authorize Community Development Block Grant Fund Coordinator Joseph G. Ferrari to sign
the necessary documents on behalf of Oxford Township.

Mosquito Control Bids for Oxford Township
The Charter Township of Oxford would like to invite you to bid on the
following services.
LAI Spraying of three (3) Oxford Township Parks on a weekly basis in the
evening or early morning after the parks have closed. This must be done
using suitable thermal fogging equipment as spraying and backpacks for
these parks will only be allowed in areas unreachable by fogging. The
spray that must be used is Anvil 2x2 U.L.V. fog or comparable product
that is friendly to the environment, including our residents and our
waterways.
The parks to be sprayed are:
1) Powell Lake Township Park at 530 Pontiac Street, adjacent to the Oxford
Public Library. This 56-acre park features a passive recreation activity,
including a 1-mile ADA approved asphalt nature trail, fishing on Powell Lake,
boardwalks and access to the Polly Aim Trail. Because of the amount of users,
it is imperative that this park gets sprayed thoroughly.
2) Seymour Lake Township Park on Seymour Lake Road (west of M -24).
This 111-acre park has four lighted tennis courts, four softball fields (two
lighted), four baseball fields, eight premier soccer fields, playgrounds, picnic
areas, Smith Silo pavilion, fitness trail, the "Red Flyer Run" sledding hill, 18-
hole Disc Golf Course, 2 sand volleyball courts and the Kids Kingdom
playground.
3) Stony Lake Township Park on M-24, just north of Ray Road. This 13-acre
park has a beach, three picnic pavilions (Albertson, Brabb and Martin), a
gazebo, restrooms, boat launch, playground and picnic areas with tables.
Documentation on what the parks are being sprayed with and when it occurred
must be provided. In addition, if any of the parks were not sprayed to our
satisfaction during any particular week, it must be sprayed again at no charge.
This clause will be used sparingly and only when it is evident that the mosquito
population during that time period has not been controlled. There must also be at
least two (2) monitoring/trap sites set up within the township to test mosquitoes
for any diseases, including, but not limited to, the West Nile Virus. The successful
bidder must work with the township on an effective public relations campaign to
help address these issues.

03.1 The placing of mosquito control briquettes in the Charter Township of
Oxford (excluding the Village of Oxford). There are roughly 2,000 storm
sewer and/or catch basins within the entire 36 square miles of the
township (excluding the Village). There must be at least one (1) placement
of a briquette in each storm sewer and/or catch basin within the township
(excluding the Village). A second placement may be needed, depending
upon the weather and the potential for an increased mosquito population.
The second placement must be approved by the township treasurer before
proceeding. The products that must be used are Altosid 150-day
briquettes.
Documentation must be provided on when and where these briquettes were placed
in the township. The successful bidder must work with the township on an
effective public relations campaign to help address these issues.
