IN RE: PROSECUTING ATTORNEY - FY 2007 CRIME VICTIM RIGHTS GRANT ACCEPTANCE
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the State of Michigan, Department of Community Health has
awarded the Oakland County Office of the Prosecuting Attorney Victims Rights
grant funding in the amount of $188,900 for the period of October 1, 2006
through September 30, 2007; and
WHEREAS this is the fifteenth (15th) year of grant acceptance for this
program; and
WHEREAS the FY 2007 award is an increase of $1,800 over the FY 2006
award amount. There is no grant match required; and
WHEREAS the purpose of this grant is to expand and enhance local
services available to crime victims regarding their safety, rights, dignity,
and healthy recovery; and
WHEREAS this grant includes continued funding of salaries, supplies and
materials for three (3) Victim Advocate positions and one (1) Victim Rights
Leader position; and
WHEREAS the grant award has been processed through the County Executive
Contract Review Process and the Board of Commissioners' Grant Application
Procedures.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners accepts grant funding from the State of Michigan, Department of
Community Health in the amount of $188,900 for the period of October 1, 2006
through September 30, 2007.
BE IT FURTHER RESOLVED that the Chairperson of the Board of
Commissioners is authorized to execute the grant award and to approve any
grant extensions or changes, within fifteen percent (15%) of the original
award, which are consistent with the original application as approved.
BE IT FURTHER RESOLVED that continuation of this program, including the
positions, is contingent upon continued grant funding.
Chairperson, on behalf of the Public Services Committee, I move the
adoption of the foregoing resolution.

Mission Statement
It is the policy of the Oakland County Prosecutors office to provide all crime victims
their rights as descibed in the Crime Victims Rights Act in a professional and
compassionate manner.
Project Resources
General description of staff needed to Implement Victims Rights
Our county currently has 4 full time advocates, 3. supervisor and 2 support staff per our
victim rights contract. The full time advocates are responsible for providing notification
to crime victims as described in the Crime Victims Rights Act. In addition, they also
assist with compensation claims, crisis intervention, general information as well as
community referrals. Additionally, all advocates and the supervisor maintain an active
caseload of assigned cases to provide personal advocacy from arraignment through
sentencing. Support staff are responsible for the preparation of letters, brochures and
answer general information questions. The supervisor maintains a caseload of active
felony cases in which personal advocacy is provided. This supervisor is also responsible
for case assignments, general supervision of all Victim Services staff, grant writing,
grant reporting,speaking engagements,and other projects as assigned.

Community Coordination
Activity
Our office participates with the Prosecuting Attorneys Assoc. of Michigan. Our office is
an active member of PAAM and utilizes their trainings to serve crime victims.
Activity
We are an active partner with the Oakland County Coordinating Council on Domestic
Violence. Our office chairs a number of committees on the council to provide services to
victims of domestic violence.
Activity
Our office also works closely with the Child Abuse and Neglect Council of Oakland
County. Our office holds board positions on this council to provide services to victims of
child abuse.
Abstract
Overview
Prior to Prosecutor David Gorcyca being elected in 1996, the Victim Rights staff
consisted of 3 advocates and 1 support staff for a county of over 1 million. Since his
election, we now employ 4 advocates and 1 supervisor who provide personal advocacy
to crime victims. With the addition of an additional support staff, our office is capable of
providing quality services to a wide variety of crime victims and their families.
Prosecutor Gorcyca has also utilized outside resources for 2 additional advocates for a
VOCA funded District Court Advocacy Program which also utilizes 5 interns per year.
These programs clearly show the committment of the Prosecutors Office to provide
quality services to victims of crime in Oakland County.

TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has
reviewed the above referenced resolution and finds:
1. The Prosecuting Attorney is requesting the acceptance of
the FY 2007 Crime Victim Rights Grant.
2. The grant award of $188,900 for the period of October 1,
2006 through September 30, 2007 is $1,800 higher than
the FY 2006 award. There is no County match required.
3. The grant includes continued funding of salaries,
supplies and materials for three (3) Victim Advocate
positions and one (1) Victim Rights Leader position,
which are included in the FY 2007/FY 2008 County
Executive Recommended Budget. No budget amendment is
required.
