TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Salary Administration Flan approved by the Board of
Commissioners for Salary Grades 1 - 21 provides a process for departments and
employees to request a review of the salary grade placement of classifications;
and
WHEREAS the 2nd Quarterly Report for FY 2006 identifies the job studies
conducted and the salary grade changes recommended by the Human Resources
Department after completion of this review process; and
WHEREAS funds have been established in the Classification and Rate Change
fund to implement salary grade changes resulting from Salary Administration
Quarterly Report recommendations.
NOW THEREFORE BE IT RESOLVED that the Oakland Board of Commissioners
authorizes implementation of one Salary Administration Plan 2nd Quarterly Report
for FY 2006, which includes the following classification changes:

PART 11 - BACKGROUND
BACKGROUND
Per Merit Rule 2, the Salary Administration Plan provides for a review and appeal process. It requires presentation of a quarterly report
to the Personnel Committee of reviews conducted during the quarter by the Human Resources Department and of appeals heard by the Job
Evaluation Review Panel if applicable. The Personnel and Finance Committees and the Board of Commissioners must approve any
recommended changes in grade level prior to becoming effective. Funds are contained in the FY06 Budget specifically for Classification
and Rate Changes resulting from these reviews.
In cases where the Human Resources Department is not recommending a change in salary grade, an additional appeal step has been
provided. Departments wishing to appeal one of their requests may appeal directly to the Job Evaluation Review Panel. Employees
wishing to appeal their re-evaluations must submit a request in writing to the Personnel Committee. The Personnel Committee may deny
the request or advance the request to the Job Evaluation Review Panel.

A. DESCRIPTION
GENERAL SUMMARY
Under general supervision, monitors and maintains storage of vaccines used in Health Division general clinics,
as well as by private providers. Closely monitors vaccine stock and orders new stock as needed to meet vaccine
needs. Monitors refrigeration units to ensure proper storage temperature and maintains daily temperature logs
as required by the Michigan Department of Community Health. Monitors providers in the Vaccines for
Children Program.
SUPERVISION EXERCISED

TYPICAL DUTIES AND RESPONSTRIUTTR
Closely monitors refrigerated units used for storing vaccines. Tracks temperature fluctuations and documents
readings on official logs. Adjusts stock as needed to maintain consistent temperatures.
Monitors vaccine stock, rotating and organizing by expiration date to ensure proper usage and avoiding
unnecessary cost to Oakland County.
Orders shipments of vaccines directly from manufacturers to meet the needs of the Health Division clinics and
private physicians enrolled in the Vaccines for Children program, the annual flu clinic and citizens requiring
rabies, RIG and IG vaccines.
Distributes vaccine stock as needed to all offices of the Health Division, providers and representatives from
external agencies.
Logs pertinent information from vaccine stock into the Michigan Childhood Immunization Registry (MICR)
as required by the Michigan Depai tuient of Community Health.
Provides instruction to staff and external individuals in the proper storage and transportation of vaccines.
Ensures that persons are properly equipped for such activities. May provide necessary tools.
Processes registrations by private physicians to verify eligibility for the Vaccines for Children program.
Monitors provider activities to ensure compliance with the program.
Reviews storage temperature logs and vaccine waste reports from private providers in the Vaccines for
Children program.

A. DESCRIPTION
GENERAL SUMMARY
Under general supervision, performs maintenance and configuration on the Telestaff automated staffing
system. Inputs all employee, position and shift information into system. Assigns rules and parameters for
system functioning based on the particular vacancy need and State staffing requirements. Creates program lists
detailing which employees the system should call and which order. Troubleshoots errors encountered in
system functioning, determines and performs necessary corrections. Fields calls from Children's Village staff
experiencing difficulties with the Telestaff system and provides assistance in accessing the system. Functions
as a member of an ad-hoc committee created to recommend administrative changes to the Telestaff system and
performs adjustments as approved by the Manager — Children's Village. Assigns user authority on the system
and instructs all staff in the use of the Telestaff system. Maintains 24 hour staff scheduling and coordinates
shift bids as required by union agreement. Maintains staff training schedules to ensure that all staff receives
required training to maintain licensing requirements. Functions as the confidential secretary to the Manager
— Children's Village.

TYPICAL DUTIES AND RESPONSIBILITIES
Functions as part of an ad-hoc committee organized to make determinations on rules within, and changes to
configurations in the Telestaff system necessary for proper and/or enhanced business function. Forwards
recommendations to the Manager — Children's Village for final approval.
Performs approved reconfigurations. Assigns programming rules and parameters based on position-specific
staffing requirements. Creates lists used by the system to begin sending out telephone calls.
Researches errors that occur within the Telestaff system and determines measures necessary for proper
functioning. Maintains contact with the vendor to resolve more complex problems. Assists staff in resolving
problems encountered while accessing the system.
Inputs into Telestaff specific information on Children's Village positions to ensure proper staff levels.
Using guidelines set by Division administration assigns user authority on the Telestaff system.
Performs adjustments of the Telestaff system to coordinate with pre-approved staff absences, ensuring proper
staffmg levels.
Trains division staff in the use of the Telestaff system. Prepares necessary training materials.

GENERAL SUMMARY
Under direction, plans, schedules and coordinates architectural restoration and interior renovation projects
of County owned buildings and facilities. Conducts on-site investigations of the condition of various
structures, or department/divisions in need of complete remodeling and/or relocation. Researches available
products, materials and systems best suited for a project or situation. Estimates total cost of projects using
current labor and materials rates. Uses computer software programs to prepare project drawings and
specifications. Evaluates bids received, and makes recommendations on award of contracts. Assigns proper
cost accounting numerals and orders the necessary materials and equipment. Performs on-site inspections
of projects and analyzes and monitors adherence to project budget. Verifies invoices for payment approval.
Prepares various project records and reports. Job requires exposure to rough field conditions and job site
hazards.
SUPERVISION EXERCISED
On a project basis, may lead county and/or contracted workers. Assigns, checks work, trains, assists and
instructs employees.
TYPICAL DUTIES AND RESPONSIBILITIES
When Assigned to Facilities Restoration Projects:
Plans, schedules and coordinates various facilities restoration projects involving inspecting the site needing
renovations, and determining the need for repairs and/or replacement.
Researches available products, materials, assemblies and systems currently on the market to determine best
available products for project or situation.
Designs projects using architectural/construction drafting software to show the different phases of project
from beginning to end. Meets with departments as well as maintenance staff to clarify project design and
specifications. Ensures project designs comply with federal, state and local building codes and regulations.
Estimates the total cost of jobs using current labor and materials rates, and performs necessary departmental
contact to provide department with sufficient information to determine the priority of the project. If necessary
originates the appropriate forms to obtain funds to perform the work.
Prepares specifications and work drawings and/or bid documents of proposed work orders and projects and
submits to Purchasing to send out for bids from different contractors. Reviews contractor proposals to assist
Purchasing with determining the best contractor for the project.

Facilities Planner
Assigns proper cost accounting numerals and orders the necessary materials and equipment. Records charge
numbers on work orders and job tickets if work is to be done by County maintenance staff.
Schedules and monitors projects with contracted workers or maintenance supervisors to ensure that work is
completed according to project specifications.
Requisitions materials needed to complete jobs following supervisory authorization. Monitors delivery to
ensure proper type and amount. Performs complex problem solving and refers significant related concerns
to supervisor.
Prepares various records and reports including work schedule status reports, project work order schedules,
maintenance time keeping, weekly maintenance labor hours reports, active job order files, maintenance
history files, and job order backlog hours.
Maintains files and catalogs of materials and equipment and assists supervisors and County maintenance
employees in determining specifications for certain applications and in locating sources or alternatives for
parts and materials.
Recommends emergency repair priorities and advises supervisor of emergency repair situations as they occur,
according to procedure.
When Assigned to Interior Renovation Projects1
Confers with department management to determine space and size requirements, and provides information
regarding cost, design, materials, equipment, and estimated building time.
Writes specifications and develops construction drawings using AutoCAD in order to obtain quotes for
major projects and related purchases, and for jobs requiring outside contractors.
Works with department, project engineer, job site superintendent and furniture vendors, to develop
furniture layouts and work out installation details, such as location of existing components, electrical,
voice and data, etc.
Collects, prepares, and may present project proposals, progress reports, cost estimates, bids, and analyses,
and associated project statistics and evaluations.
Schedules multiple delivery and installation dates for furniture and equipment in conjunction with other
aspects of the project.
Oversees moving of both new and existing equipment and furniture involving ensuring that area is adequate
for new or moved equipment and furniture and that maintenance operations have been completed such as
electrical and telephone outlets, carpeting installation and custodial clean-up.
Prepares monthly payment estimates as a recommendation for payment to contractors by reviewing the
amount of work completed, and recommends to superiors change orders when unanticipated factors
necessitate a deviation from original drawings and specifications.
Coordinates punch list process with depaitinent, project engineer, furniture vendor and furniture
installation company.
Coordinates the refurbishing of existing furniture, and relocation of existing furniture to various County
department/buildings.
Coordinates interior signage throughout building.

notice of this Job Evaluation Review Panel meeting was posted by the Human Resources Department at
the Board of Commissioner's bulletin board and at the Oakland County Clerk's office. Chairperson
Oeffner then opened the floor for presentations. Oral presentations were given by both presenters for
factor's 1, 3, 5, 9 & 10.

Appellant's request that the factor remain at 6/80. Motion approved unanimously by roll call vote.

FOR FY 2006
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed the
above referenced resolution and finds:
1) The Human Resources Department, with approval from the Board of
Commissioners, provides a process for departments and employees requesting a
review of the salary grade placement classifications for Grades 1 - 12.
2) One (1) General Purpose Fund Secretary in the Children's Village Division
will be upgraded from a grade 8 to a grade 9 and retitled to Teiestaff System
Coordinator, which totals an annual cost of $2,887 and $555 for the remainder
of FY 2006 in salaries and fringe benefits.
3) The General Fund Community Corrections - Manager will be upgraded from a
grade 20 to a grade 21, which totals an annual cost of $9,059 and $1,742 for
the remainder of FY 2006 in salaries and fringe benefits.
4) The total impact on General Fund / General Purpose is an annual cost of
$11,946 (salaries $8,862; Fringe Benefits $3,084) and $2,297 for the
remainder of FY 2036 (Salaries $1,704; Fringe Benefits $593).
5) One (1) Proprietary Fund Maintenance Planner II position in Facilities
Maintenance and Operations will be reclassified as a Facilities Planner and
upgraded from a grade 11 to a grade 12, at a total annual cost of $4,396 and
$845 for the remainder of FY 2006. Cost for this position change will be
funded by in the Facilities Maintenance and Operations Fund.
6) Two (2) Special Revenue Office Assistant II positions in the Health Division
will be reclassified as Vaccine Supply Clerks and upgraded from a grade 5 to
a grade 6, at total annual cost of $5,429 and $1,044 for the remainder of FY
2006. Cost for the upgrade will be funded by the Health Division's CPBC
Grant Funds.
7) The FY 2007 and FY 2008 Executive Recommended Budget will be adjusted during
the budget process to reflect the position changes.
8) A budget amendment for FY 2006 is recommended as follows:
