Chairperson, Ladies and Gentlemen:
WHEREAS, the Oakland County Parks and Recreation Commission has been
notified that applications for the LAND AND WATER CONSERVATION FUND may be
submitted for 2006 funding; and
WHEREAS, the Oakland County Parks and Recreation Commission has
resolved on JUNE 7, 2006 to submit an application for the following grant: LYON OAKS
BRIDGE AND BOARDWALK TRAIL CONNECTOR; and
WHEREAS, the Oakland County Parks and Recreation Commission has the
required grant match funds available to expand the development of park facilities; and
WHEREAS, the purpose of said grant is to provide access to open space,
facilities and recreational opportunities for all residents of Oakland County; and
WHEREAS, the grant meets the goals and objectives of the Oakland County
Recreational Master Plan — February 6, 2002.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners authorizes the Parks and Recreation Commission to submit said grant
application as stated above, with said monies for this project to come from Parks and
Recreation funds and funds awarded as a result of this grant application.
Chairperson, on behalf of the General Government Committee, I move the
adoption of the foregoing resolution.

Land and Water Conservation Fund — Application Review
Lyon Oaks Bridge and Boardwalk Trail Connector
Development Project Description
Oakland County Parks and Recreation (OCPR) is seeking financial assistance from the
Land and Water Conservation Fund (LWCF) for the construction of a boardwalk and
bridge trail connector at Lyon Oaks County Park.
The 370' boardwalk and 60' bridge would connect the existing gravel trails through a
large wetlands complex to create a four mile looped trail system in the 469.7-acre Lyon
Oaks Nature Preserve.
The proposed boardwalk will be constructed using helical piers in order to minimize the
negative impacts on the wetlands over which it will be built. This method has been
successfully used at Independence Oaks on an educational boardwalk and is currently
being utilized to construct a looped trail system through the Clinton River Headwaters.
Project Benefits
The proposed boardwalk and bridge will facilitate passive recreation and environmental
education by providing access to a large wetland complex and lowland maple-beech
forest that is unique within the park system.
Recreational Opportunities
OCPR sponsored surveys indicate that the public places a high value on opportunities
to recreate on looped trail systems. The boardwalk and bridge will create such
opportunities by linking existing trails within the Lyon Oaks Nature Preserve. As Lyon
Oaks is bordered by a safety path along Pontiac Trail, the four mile trail network will tie
into the countywide trail system Oak Routes and will be available to the local community
during daylight hours.

Resource Protection
The Lyon Oaks Nature Preserve is limited to passive recreational activities including
hiking, photography, wildlife viewing and seasonal archery hunting (an integral part of
wildlife management and parkland stewardship). OCPR contends that offering
recreational experiences within ecologically rich landscapes is an integral part of public
land stewardship within Oakland County,
The access created by the proposed bridge and boardwalk is one of best ways to build
public support for ongoing habitat management efforts.
The universal access created by this project will also support the educational outreach
programs offered by the Lyon Oaks Nature Center. In 2005, the nature center staff
conducted more than 500 education programs that reached nearly 4,000 residents and
guests.

PART I: GENERAL INFORMATION
#3: Brief Description of Proposal
Lyon Oaks Boardwalk and Bridge Trail Connector
Oakland County Parks and Recreation (OCPR) is requesting financial assistance
from the Land and Water Conservation Fund (LWCF) for the purpose of
constructing of a boardwalk and bridge trail connector at Lyon Oaks County Park.
As proposed, the 370' Boardwalk and 60' Bridge would provide users with
access across a large wetland complex including the Norton Drain. This
connection will complete a trail loop that will provide universal access to four
miles of trails within the Lyon Oaks Nature Preserve.
#9: Recreation Programs Budget:
OCPR has a 2006 Operating Budget of $21,862,863. Of this amount,
$4,310,943 is the Operating Budget for Recreational Programs and Facilities
(excluding golf course and park operations). OCPR also expends $597,467 of its
total budget operating two Nature Centers and the Educational Outreach
Programs conducted by the staff of each.
OCPR has an additional $23,920,734 for current and future Capital Outlay.
#18c-d: Oakland County Park Access — Entrance Fee/Public Access
Lyon Oaks does require a vehicular entry permit; however, there is open access
• to the park trails and day-use recreational facilities via a paved safety path along
Pontiac Trail.
Similar to the national and state park systems, OCPR operates a vehicle permit
program to offset the cost of maintaining a high quality parks system for Oakland
County residents and visitors. Of the 11 county parks, six require permits for
vehicular access. The remaining five parks do not require vehicle permits
because of the presence of additional on-site recreation facilities (such as golf
courses and waterparks) that subsidize their operation.
OCPR offers discounted rates to Oakland County residents in appreciation of the
continued support of parks through the 1/4 mil levy. Senior rates apply for those
62 or older on weekday entrance and senior rates are also extended to those
with permanent mental or physical disabilities.

The Oakland County Parks and Recreation Commission considers economic
factors in the establishment of park fees.
The Commission continues to authorize an annual expenditure of $30,000 to
subsidize waterpark group trips, nature center visits and Mobile Recreation Units
rentals by organizations and communities experiencing economic hardship. The
Commission also provides scholarships for youth participating in Oakland County
Summer Day Camps through a cooperative program with Oakland County Youth
Assistance.

PART III: SECTION A — DEVELOPMENT PROJECTS
#3: Permit Issues
This project will result in no loss of wetlands although the proposed boardwalks
will be elevated above approximately 370' of wetlands and 60' of the Norton
Drain. The wetlands that will be crossed are subject to state and federal
protection as they are greater than five acres in size and are continuous with a
county drain. OCPR will seek appropriate wetlands permits from the Michigan
Department of Environmental Quality (MDEQ), Lyon Township and the Office of
the Oakland County Drain Commissioner (OCDC) similar to the permits that were
secured for the construction of a boardwalk and bridge at Independence Oaks.
OCPR will also seek the permission of the Michigan Department of Natural
Resources (MDNR) that holds a conservation easement on 469.7-acres of the
Lyon Oaks Nature Preserve. The conservation easement allows for the
construction of interpretive trails, boardwalks and bridges as well as activities
necessary for appropriate maintenance of those facilities.
OCPR will begin the permit application process upon notification by the
Department of Natural Resources Grant Management staff of the 2006 Trust
Fund recommendations.

At 1041-acres, Lyon Oaks is the third largest park of the eleven Oakland County
Parks. The park features a day-use park with large recreational fields, a dog park,
a fully staffed nature center and 469.7-acre Nature Preserve that is held under
conservation easement. Lyon Oaks also offers an 18-hole golf course, driving
range and banquet center.

C) Barrier-Free Compliance
OCPR will design and construct the bridge and boardwalk according to
standards set forth in the Americans with Disabilities Act — ADA.
2) Need for the Project
OCPR strives to be a steward of more than 6,000 acres of public land. Providing
access to that land, particularly its natural areas, is of utmost importance for the
preservation of the quality of life that has defined Oakland County. The
construction of the proposed boardwalk and bridge will provide significant access
to recreational and ecological resources as previously described.
3) Past Grant Performance
Over the years, OCPR has benefited from many MNRTF and LWCF grants from
the MDNR. Grants have been accepted in good faith, and every effort has been
made to comply with all MDNR stipulations. OCPR is confident that future grant
agreements will continue to be carried out in this spirit.

the staking of the proposed Bridge and Boardwalk Trail
Connector as part of the third phase of trail
development at Lyon Oaks County Park
The proposed Bridge and Boardwalk will connect a
large potion of the existing trail system across the
Norton Drain and through a large wetland complex. - -
The proposed project will provide universal access to a
looped trail system within a 469-acre Nature Preserve.
The proposed project is consistent with the
Conservation Easement that is in force over this portion
of Lyon Oaks. Several permits associated with
construction in wetlands will be required. Park staff with
be working with state and local agencies to secure the
necessary permits upon confirmation of funding status.

IN RE: PARKS AND RECREATION - SUPPORT FOR SUBMISSION OF GRANT APPLICATION TO
THE MICHIGAN DEPARTMENT OF NATURAL RESOURCES LAND AND WATER CONSERVATION FUND
TO PROVIDE MATCHING FUNDS FOR THE DEVELOPMENT OF THE LYON OAKS BRIDGE AND
BOARDWALK TRAIL CONNECTOR
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has
reviewed the above referenced resolution and finds:
1) The due date for the application is July 1, 2006.
2) This is the first year of the award with the Michigan Department
of Natural Resources.
3) The grant period is from acceptance through July 1, 2007.
4) The application requests funding in the amount of $107,000 with
$53,500 (50%) State Funds and $53,500 (50%) local match coming
from IA mil Parks Fund revenues.
5) Application and acceptance of this grant does not obligate the
county to any future commitment and continuation of the grant is
contingent upon continued future levels of grant funding.
