IN RE: DEPARTMENT OF INFORMATION TECHNOLOGY — REQUEST FOR APPROVAL OF PATCH
AGREEMENT WITH THE STATE OF MICHIGAN, BY THE MICHIGAN DEPARTMENT OF
INFORMATION TECHNOLOGY, MICHIGAN PUBLIC SAFETY COMMUNICATIONS SYSTEM (MPSCS)
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners, pursuant to Miscellaneous Resolution #98308,
recognized that the County's current 800MHz radio system needed to be upgraded and expanded to
encompass all public safety agencies and to create interoperatibility between public safety agencies; and
WHEREAS the Oakland County Board of Commissioners, pursuant to MCL 484.1401 and Miscellaneous
Resolution #99279, authorized the levy of a four (4%) percent emergency telephone operational charge
to pay for a new County-wide radio system that will have the ability to encompass all public safety
agencies in Oakland County and create interoperability between public safety agencies; and
WHEREAS the United States Department of Homeland Security has determined that interoperability
among public safety radio systems is imperative for the protection of citizens and property; and
WHEREAS Oakland County had previously obtained funds from a Federal grant through the City of
Warren for an interoperability solution to allow public safety users on disparate systems to communicate
seamlessly; and
WHEREAS the Michigan Public Safety Communications System (MPSCS), a disparate radio system
utilized by the Michigan State Police and many surrounding counties and cities with whom interoperability
is critical, cannot otherwise communicate with Oakland County's radio system, and
WHEREAS the State of Michigan requires a Patch Agreement of all local governments desiring to create
interoperability between a local radio system and the MPSCS; and
WHEREAS it is the recommendation of the Department of Information Technology that the Oakland
County Board of Commissioners accepts and approves the terms and conditions of the attached Patch
Agreement; and
WHEREAS the Departments of Information Technology and Corporation Counsel have reviewed and/or
prepared all necessary documents related to the attached Patch Agreement.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby approves
and authorizes the attached Patch Agreement between the County of Oakland and the State of Michigan,
by the Michigan Department of Information Technology, Michigan Public Safety Communications System.
BE IT FURTHER RESOLVED that the County of Oakland Board of Commissioners hereby directs its
Chairperson or his designee to execute the attached Patch Agreement and all other related documents
between the County of Oakland and the State of Michigan, which may be required.

MICHIGAN PUBLIC SAFETY COMMUNICATIONS SYSTEM (MPSCS)
PATCH AGREEMENT
This Agreement is entered into as of this day of , 200_, by and between Oakland County, and the State of
Michigan, by the Michigan Department of Information Technology ("MDIr), Michigan Public Safety Communications System
(MPSCS).
The purpose of this Patch Agreement is to create interoperability between MPSCS and Oakland County's system for the purpose of
interoperability between members of both systems.
This Agreement shall serve as mutual written concurrence to the connection of Michigan Public Safety Communications System
(MPSCS) talkgroups; 63P911, 630AKH, 63F911, 63MPSC I, 63MPSC2, 63MPSC3, 631v1PSC4, 63MPSC5 to live links connecting
dispatch talkgroups utilized on the Oakland County System. It is agreed that these interfaces may be utilized to enhance
interoperability between the two systems. Reference Attachment A for description of use.
It is the understanding of Oakland County that the hardware to establish this interoperabffity will be installed by Oakland County's
radio service provider at Oakland County's expense.
I. MPSCS Responsibilities
1. Configuration - The Talkgroups, 63P911, 630AKH, 63F911, will be active at MPSCS sites as necessary - to assure interoperable
communications within the boundaries of Oakland County.
2. Grade of Service (GOS) — MPSCS may disable the 63P911, 630AKH, 63F911, 63MPSC1, 63MPSC2, 63MPSC3, 63MPSC4,
63MPSC5 talkgroups if there is a negative impact on the MPSCS Grade of Service due to the County's traffic. MPSCS may
remotely disable the Oakland County Interoperability talkgroups only after attempting to rectify the traffic problem and then only
upon 30 days advance written notice to the County. However, in the event of an emergency, as determined by the MPSCS
Network Communications Center (NCC), based on the MPSCS escalation process, the offending radio/s may be immediately
disabled. The NCC will make a good faith effort to verbally advise the County in the event of an emergency that necessitates
disabling a radio.
3. MPSCS Member Radio Programming- MPSCS is responsible for necessary MPSCS subscriber radio programming, as
provided in the MPSCS Subscriber Agreement, to facilitate this interoperability solution,
4. MPSCS Backbone — MPSCS will provide Microwave, DSO connectivity between Bridgeport and Northville tower locations
necessary to maintain interoperable communications between Oakland County and MPSCS.
IL Joint Responsibilities
1. Testing and Acceptance - Jointly implement the interoperability solution ONLY after IvIPSCS and Oakland County have
thoroughly tested performance of the interoperability solution including, but not limited to, the functionality of Emergency Alert
and conununications delays. Both parties shall receive written results of these tests.
Ill. Oakland County Responsibilities
I. Radio/Patch Equipment - Purchase and provide all necessary interoperability equipment. Coordinate programming necessary to
patch the 911Dispatch Center equipment to the MPSCS system.
2. Establish the protocol for the County's cross connection to MPSCS talkgroups. This protocol will include operational
responsibilities between Oakland County and MPSCS members.
3. Control Line and Ti between MPSCS System and dispatch switch equipment. - Provide and connect all links from Oakland
County to the MPSCS System.
4. Maintenance — Oakland County is solely responsible for maintenance and repair work associated with Oakland's equipment.
Emergency service will be provided on a 24x7 basis through the Oakland County radio maintenance contractor.
5, Operations - Agree to operate patch talk channel(s) 24x7 by monitoring and responding.

V. TERMINATION
Either party may terminate this Agreement by giving thirty- (30) day's advance written notice to the other party.
