HomeMy WebLinkAboutResolutions - 2006.07.20 - 28170MISCELLANEOUS RESOLUTION 406147 July 20, 2006 BY: Public Services Committee, Jeff Potter, Chairperson IN RE: SHERIFF'S OFFICE — CY 2006 MARINE SAFETY PROGRAM GRANT ACCEPTANCE To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the Sheriff's Office applied to the Michigan Department of Natural Resources for $9C2,878 in grant funding from Public Act 451 to conduct Marine Safety activities for the period January 1, 2006 through December 31, 2006; and WHEREAS the Michigan Department of Natural Resources awarded Oakland County with a grant in the amount of $260,100 ($230,000 in state funds and 30,100 in federal funds), which is a $25,100 increase compared to the CY 2005 award; and WHEREAS a 25 percent (25( county match is required from funds available within the Sheriff's Department budget; and WHEREAS no additional positions are requested; and WHEREAS the acceptance of this grant does not obligate the County to any future commitment; and WHEREAS the continuation of the program is contingent upon future levels of reimbursement program funding. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the CY 2006 Marine Safety Grant award from the Michigan Department of Natural Resources in the al-Aount of $260,100 and that the Board Chairperson, on behalf of the County of Oakland, is authorized to execute said agreement as attached. In the first paragraph of the Agreement, it states that the Agreement is between the Michigan Department of Natural Resources and the Oakland County Sheriff Department. It should just state Oakland County. I suggest accomplishing this by just crossing out or drawing a line through the words "Sheriff Department" and have Chairperson Bullard initial the cross out. Please let me know if you have any questions. - Jody Hall (6/16/2006) 1 State of Michigan Department of Natural' Resources, Grants Management 13,41 CFDA 97.012 BOATING SAFETY FINANCIAL ASSISTANCE ' 2006 MARINE SAFETY PROGRAIVI (FEDERAL AND STATE FUNDING) GRANT AGREEMENT Required by 1994 PA 451„ as amended, and 1972 PA 227, This Agreement is between the Michigan Department of Natural Resources for and on behalf of the State of Michigan ("DEPARTMENT") and the OAKLAND COUNTY CIERIFF-IDC-PART.ME-14 ("GRANTEE"). 1. The GRANTEE has been approved by the DEPARTMENT to receive Marine Safety program funding for the following scope of work. Salaries, Wages and Benefits for: 4:- Marine Safety Law Enforcement and Related Activities; + instruction of Boating Safety Courses; • Attendance at Authorized Marine Safety Training (attendance at the Department's Annual Administrators' Workshop and the Michigan Sheriffs' Association's New Marine Officers Training are pre-authorized). Operating Expenses for the Scope Items Listed Above, including: + Purchase of fuel, oil, and parts for patrol vehicles, watercraft, and trailers; • Travel expenses; • Uniforms, personal flotation devices, boat shoes, etc.; •4 Leasing of vehicles, dockage, storage, eligible office space; + Contractual Services, Supplies and Materials (CSS&M) • Non-equipment items necessary for operation of the county marine safety program. 4- Specific items approved for reimbursement include: . Props, prop shafts, sirens and strobe lights Federal funding is provided to state agencies under the authority of 46 U.S.C. 13103(a)(2) and (3). The State of Michigan has received a federal funding apportionment for fiscal year 2006 through the United States Coast Guard, Department of Homeland Security. From this federal funding the amount shown below is provided to the GRANTEE by the DEPARTMENT for the purpose of supporting the GRANTEE'S Marine Safety program. Single audit reports are to be provided to the Office of internal Audit, Michigan Department of Natural Resources, P.O. Box 30028, Lansing, Michigan 48909. The DEPARTMENT agrees to reimburse the GRANTEE a sum of money equal to 100% of the total eli-=ilole costs toward completing the scope of work listed above, but not to exceed Fourteen Thousand Three Hundred (S14.300.00) dollars. Resolution #01320, please be advised I have reviewed the above captioned materials. The amendment contract increases the federal portion of the original grant contract. The additional funding requires no additional local match. The amendment has no programmatic nor personnel impacts on Oakland County's program and constitutes a less than 15% variance from the original agreement. As such, I have determined the amendment does not need to go through the Executive contract review process. I would note, however, that the comments made by Corporation Counsel on June 16, 2006 for the original contract stating, "In the first paragraph of the Agreement, it states that the Agreement is between the Michigan Department of Natural Resources and the Oakland County Sheriff Department. It should just state Oakland County. I suggest accomplishing this by just crossing out or drawing a line through the words [Sheriff Department] and have Chairperson Bullard initial the cross out" also apply to this amendment contract, and must incorporated into the amendment contract. The amendment may be submitted at the same time as the original contract for signature by the Board Chair.
