ACCEPTANCE
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the U.S. Department of Justice - Office of Justice
Programs awarded Oakland County, along with the City of Pontiac, grant
funding in the amount of $114,411; and
WHEREAS Oakland County's share of this award is $38,031 and
requires no local matching funds; and
WHEREAS under an Intergovernmental Agreement with the City of
Pontiac authorized by MR4C6036, Oakland County will act as the
fiduciary and lead agency for the entire award; and
WHEREAS Oakland County's projects under this award include the
purchase of capital equipment for the Sheriff's Office, Prosecutor's
Office, Circuit Court and Community Corrections; and
WHEREAS the acceptance of this grant does not obligate the County
to any future commitment; and
WHEREAS the continuation of the program is contingent upon future
levels of grant program funding.
NOW THEREFORE BE IT RESOLVED that the Board of Commissioners
approves the U.S. Department of Justice Grant Acceptance Agreement in
the amount of $114,411, and that the Board Chairperson, on behalf of
the County of Oakland, is authorized to execute said agreement as
attached.

the adoption of the foregoing resolution.

Program Narrative — Attachment 1
Project: City of Pontiac — Patrol Vehicles
Currently the Pontiac Polief has four 1996 Pontiac Caprice vehicles that OLT: patrol

a substantial drain en 01:: f2.2 1 an Irziatzaance costs_ Purchasing two new vehicles will
greatly minimize the maintenrice and fuei costs S hile providing safer and more reliable
vehicles. (In 2005 we requested and were mined permission to purchase vehicles under
the JAG grant. Under the sorne. zri:eria. we e---:vct to be =te-..-lper-sion also in 2006)
The Pontiac Police is currently facing a severe financial deficit of approximately
S50,000_000. All capital spending for ficral year 2006 has been eliminated from our
budget We Will not be allowed to purchase any patrol vehicles during this fiscal year
and most lady this restriction will remain during the next fiscal year. This will places a
significant strain on our exiqinS. fleet We are requesting permission to spend S68,000 of
the 2006 JAG grant to purchase patrol vehicles. These vehicles will be outfitted as full-
marked police vehirles and will be used only for patrol purposes. This will enable us to
purchase two vehicles in addition to the five vehicles purchased with the assistance of the
2005 JAG grant finds, this would be a great help in maintainin a stronger fleet of
vehicles.
Project City of Pontiac — Detective Bureau Digital Video Recorders Acquisition
Equipment for this project will replace the present equipment in the Investigational
Service interview room. This equipment is needed to assist Detectives and Narcotics
Enforcement officers in the collection and documentation of evidence that will be
presented to the prosecutor's office, and possibly presented to judges and or juries. This
equipment is also needed to enhance Training for new detectives in proper interview /
interrogation procedures.
Project County of Oakland — Prosecutor's Office Equipment Acquisition
Capital equipment for this project is to replace and add to present equipment for Assistant
Prosecutors. The new equipment is needed for detailed courtroom presentations to juries.
Project: Countv of Oakland — Circuit Court Equipment Acquisition
Capital equipment for this project is to create a courtroom environment to allow users to
improve the manner in which they can play back court testimony and present evidence.
Project: County of Oakland — Community Corrections Badge ID System
Capital Equipment for this project is to purchase a new badge ID system for the
RESULTS Drug and Alcohol testing program.
Project: County of Oakland — Sheriffs Office Equipment Acquisition
Capital equipment for this pre.:t is to be used in the Training and Media rooms at the
Sheriffs Office. The mew is needed z 711Lince training of law enforczmont
officers.

TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has
reviewed the above referenced resolution and finds:
1. The United States Department of Justice has awarded Oakland
County and the City of Pontiac grant funding in the amount of
$114,411.
2. Oakland County's share of the award is $38,031. The Sheriff's
Office will receive $16,791, Prosecutor's Office 89,100, Circuit
Court $9,140 and Community Corrections $3,000 for the purchase of
capital equipment.
3. Oakland County will purchase and transfer ownership of the
capital equipment estimated at $76,380 for the City of Pontiac
pursuant the Interlocal Agreement approved by MR406036.
4. The grant funding period is June 1, 2006 through May 31, 2007.
5. No County match or positions are required.
