IN RE: SHERIFF'S OFFICE - USE OF FORFEITED FUNDS FOR EQUIPMENT
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS Section 333.7524 of Public Act 368 of 1978 authorizes
courts to distribute property and funds forfeited through narcotic
seizures to participating agencies to be utilized toward the
enhancement of law enforcement efforts related to the Controlled
Substances Act; and
WHEREAS the courts have distributed $903,125.30(balance as of
1/30/06) as a result of Sheriff's Office forfeiture efforts; and
WHEREAS the Sheriff is requesting that a portion of these funds
be used to pay for equipment; and
WHEREAS this equipment will be used by the Sheriff's Office to
enhance law enforcement efforts in compliance with state law; and
WHEREAS the estimated expenses are $581,950.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners authorizes the use of $581,950 from the Sheriff
Department Law Enforcement Enhancement Account (410100-4030101-222430)
to purchase the attached equipment.

The product consists of
a discrete system of bands that are put on the subject. The
bands deliver an incapacitating electric shock if the subject
attempts to flee or attack. The shock can be set to go off
automatically on movement (Bandit) or can be delivered by an
operator up to 150 feet away through a wireless remote
(REACT). Originally introduced in 1993, the product was
adopted by the U.S. Dept of Justice, US Marshals Service,
Federal Bureau of Prisons and many county and state
agencies.

I would like to request the purchase of the following equipment for the Special
Response Team.
M-16 Colt Commandos
I would like to equip each member of the SRT team with an M-16 Colt Commando.
We currently have six Colt AR-15 Tactical Carbines assigned to the Sniper team.

Colt M4 Commando is the most compact of the Colt 5.56mm Family of Weapons featuring a 4-position
sliding buttstock and an 11.5" (29.2 cm) long barrel. The M4 Commando is famous for its lightweight,
ease of handling, accuracy and reliability, qualities that make it a valid choice for a wide variety of law
enforcement applications. In fact, the Colt M4 Commando is often chosen over smaller, less powerful
sub-machine guns, allowing for full 556nnm power and accuracy, in a sub-machine gun size weapon.
FEATURES
- Unique direct gas operating system eliminates the conventional
operating rod and results in fewer arid lighter components
- Accommodates the full range of 5.56mm ammunition, including the
NATO M855/SS109 and U.S. M193, utilizing a rifling twist of 1 turn in

Surveillance Van
The proposed modifications to the Surveillance Van include upgrading
all electronics to computer based, digital, state of the art equipment.
All monitoring will be done on flat screen, color monitors. All
recording (still, video and audio) will be done to a digital video
recorder, which can then be downloaded to a DVD or thumb drive allowing
for rapid distribution/reproduction. It's entirely feasible that
images from an active surveillance could be transmitted on a real-time
basis through the use of a properly configured laptop via WI-Fl. Van
will also have an onboard color printer allowing for reproductions up
to letter size. With the addition of an onboard charging system and
isolator it will be possible to recharge the batteries whenever the
van's engine is running. As a direct result of the modifications the
surveillance van will produce a significantly better product and be
more user oriented which will result in much greater utilization.
Command Vehicle
The 39' vehicle was purchased in 2000 and was equipped, at that time,
with" state of the art" electronics. Almost six years later, the
equipment needs to be up dated. The renovation needs include replacing
the on board radio system (9 radios), replacing the on board cell phone
system, revamping the dispatch area, revamping the command areas,
upgrading the video equipment and enhancing the mounting systems for
both the generator and the antenna mast. The work is expected to be
done by the original manufacture, LDV, in Wisconsin.
