NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes the Parks and Recreation Commission to submit said grant application as stated above, with said monies for this project to come from Parks and Recreation funds and funds awarded as a result of this grant application. As proposed, a portion of the 1.7 mile trail would be constructed outside the boundary fence providing access to the Addison Oaks park entry drive and the proposed parking area on the newly acquired Sullivan property. The remainder of this trail would be constructed within the Addison Oaks park boundary providing access to Bald Mountain Recreational Area along the original Old Romeo Road. This trail would provide park guests with access to the 8 miles of marked trails at the North Unit of Bald Mountain as well as the proposed trail corridor that will extend over 5 miles from Oakland Township's Cranberry Lake Preserve to the Stony Creek Metro Park. Staff suggests that this project will garner wide support from the recreational community and will rank highly in the IVDNRTF Grant Review Process as it would connect with an existing state trail system and would maximize value of the recent commitment by the Trust Fund board to provide 2 million dollars for Oakland Township and the Oakland Land Conservancy to create a trail corridor between Cranberry Lake and Stony Creek Metropark. Pathway Construction Staff proposes the placement of the pathway outside the boundary fencing along Romeo. The trail would be constructed on Oakland County property within the 60 foot easement off Romeo Road. (The Road Commission for Oakland County (RCOC) has been contacted regarding the placement of the path within the easement and has responded with a list of standards including an 8' wide surface and signage to prevent vehicular access.) The proposed trail would be approximately 1.7 miles long with an 8' wide gravel surface and 3-4' mowed shoulders to accommodate equestrian riders. The Trail would also contain approximately 1400' of boardwalks that cross various wetlands along the route. The layout of the trail will take users into and though a portion of Addison Oaks along the border between Addison and Oaldand Township in a manner that is could be accommodated within the Page 2 of 4 recreational options described in the current Addison Oaks Master Plan. Access would be permitted during daylight hours through vehicular access barriers on Kline and Lake George Roads. Staff proposes the construction of gravel paths and wooden boardwalks consistent with current park standards. Staff estimates a project cost of $450,000 including engineering costs, site preparation and the installation of gravel path ($20/linear ft) and boardwalk ($200/linear ft). Proposal for MNRTF Grant Application OCPR staff is seeking Commission approval to submit an application for financial assistance from the 2006 Michigan Natural Resources Trust Fund (MNRTF) for the construction of a Safety Path/Connector Trail at Addison Oaks. As proposed, the 1.7 mile trail would provide users with access to the Eit miles of marked trails at Addison Oaks, the recently acquired 350-acre Addison Oaks Natural Area and the 8 miles of marked trails at the north unit of Bald Mountain (via Lake George Road). The gravel path and boardwalk will also provide trail users with access to Oakland Township's Cranberry Lake Preserve and, in turn, the Stony Creek Trail Corridor that was recently recommended for funding by the Trust Fund Board. #9: Recreation Programs Budget: OCPR has a 2006 Operating Budget of $21,862,863. Of this amount, $4,310,943 is the Operating Budget for Recreational Programs and Facilities (excluding golf course and park operations). OCPR also expends $597,467 of its total budget operating the two Nature Centers and the Educational Outreach Programs conducted by the staff of each. OCPR has an additional $23,920,734 for current and future Capital Outlay. #18c: Oakland County Park Access — Entrance Fee Program Addison Oaks does require a vehicular entry permit; however, open access to the proposed trail will be maintained via local roadways and pedestrian crossings. Similar to the national and state park systems, OCPR operates a vehicle permit program to offset the cost of maintaining a high quality parks system for Oakland County residents and visitors. Of the 11 county parks, six require permits for vehicular access. The remaining five parks do not require vehicle permits because of the presence of additional on-site recreation facilities (such as golf courses and waterparks) that subsidize their operation. All 11 county parks do not require permits for pedestrian and bike access. OCPR offers discounted rates to Oakland County residents in appreciation of the continued support of parks through the 1/4 mil levy. The trails at Addison Oaks and the Cranberry Lake Preserve, for example, have been noted by both use groups as being insufficient to justify the travel expense. (This is particularly true for equestrians who trailer their horses to the sites.) Providing shared access through a connector trail increases the recreational opportunities of Addison Oaks, Bald Mountain and the Cranberry Lake Preserve and the attractiveness of each as an eco-destination. This is particularly important for drawing visitors from more distant parts of Oakland County and the surrounding region. PART II: SITE ENVIRONMENTAL CONDITIONS Parcel History and Site Control Oakland County is the owner of both parcels on which the proposed trail will be constructed. Construction along Romeo Road would occur within the 60' easement/road setback. The Road Commission for Oakland County (RCOC) has been notified of this proposal and has provided a list of requirements including signage to preclude vehicular traffic. PART III: SECTION A — DEVELOPMENT PROJECTS #2: Project Cost Estimate Staff proposes the construction of gravel paths and wooden boardwalks consistent with current park standards. Staff estimates a project cost of $450,000 including engineering costs, site preparation and the installation of gravel path ($20/linear ft) and boardwalk ($200/linear ft). 2006 IVINRTF GRANT APPLICATION - Addison Oaks Safety Path/Trail Connector SUPPLEMENTAL INFORMATION — FORM PR 5750 #3: Permit Issues This project will result in no loss of wetlands although the proposed boardwalks will be elevated above approximately 1400' of wetlands along Romeo Road. These wetlands should not be subject to state and federal protection as they are less than five acres in size and non-continuous with lakes, rivers or streams. OCPR will, however, submit a copy of this application (including project location maps) to representatives of the Michigan Department of Environmental Quality in order to receive verification of this status or necessary permit requirements prior to the September 1 st deadline for supplemental grant information. Addison Township will require a permit to build within 25' of a wetland along with a standard building permit for the construction of the boardwalks. The Oakland County Drain Commissioner's (OCDC) office will also require a soil erosion permit for the boardwalk construction and any grading that occurs adjacent to wetlands. Shared access could expand the opportunities for current users, market park amenities to new users and draw visitors from remote areas by clustering recreational activities. Expanded Opportunities Convenient access between these parklands would, for example, allow mountain bikers to almost double the length of their treks while vary the riding experience from easy multi-use trails to challenging one-way race course loops. -Trail Users at Independence Oaks Expanded access is extremely important to equestrians because of the cost of trailering horses to recreational areas. Even though horses are not allowed into Bald Mountain, the connector trail would add 1.7 miles of equine friendly trails to the five miles of trails at Addison Oaks that are already open to horses. Interviews with OCPR staff at Addison Oaks has provided anecdotal evidence that even long time park campers are unaware of the some of Bald Mountain's facilities (including the archery/shooting range and rustic cabins) or the existence of Cranberry Lake Preserve. Clustering Recreational Activities -Cranberry Lake Preserve Perk Sign, Romeo Road The connector trail, and the shared access to resources that it provides, also allows for the clustering of activities in park marketing efforts and recreational plans of visitors. This effort utilizes information on priority natural areas, provided by MNFI, and the detailed knowledge of local representatives to create maps designating "hubs" of critical habitat and "green corridors" that could help insure the long-term viability of resident wildlife populations. The natural areas adjacent to the proposed connector trail have been identified as major hubs within northeast Oakland County. The single largest issue predicted is the continuing development of the County (p.49). We are experiencing growth rates that exceed that of the rest of the State. This has resulted in open land disappearing even as the growing population increases demand for recreation. OCPR puts the highest priority on acquiring parkland for the future, with the goal of "increas[ing] by 2,400 acres over 1997 levels the park land acres owned by 2007" (p.77). Applicant's Existing System OCPR manages more than 6,000 acres of parkland in 11 parks distributed throughout the county. Five parks are larger and more natural, including Rose, Independence and Orion Oaks. Others are more focused on active recreation, like Waterford and Red Oaks. Springfield Oaks features the Oakland County Fairgrounds. Groveland Oaks has a variety of recreational offerings including RV camping, swimming and minigolf. Need for the Project in Relationship to Existing Facilities OCPR is seeking to develop a safety path/trail connector at Addison Oaks to provide safe access from the western portion of the park to the recently-acquired 350 acres of natural areas east of Walter Road. The proposed connector will also provide access to Bald Mountain State Recreation Area, Oakland Township's Cranberry Lake Preserve and the future Stony Creek Trail Corridor. This connection will provide visitors at each of these areas greater access to public resources expanding the length, variety and richness of recreational experiences. A public hearing is also a requirement of the DNR to qualify for funds. Notice of the hearing was advertised in area newspapers. The projects staff selected are as follows: Addison Oaks Safety Path Development Springfield Township Property Acquisition Addison Oaks Safety Path Development: This proposed safety path will link Oakland Township's Cranberry Lake Preserve on the east with Bald Mountain state park on the west, making this link an important tie into that trailway corridor. The preliminary project total is $450,000, with a 60140 grant match in the amount of $270,000 from the MNRTF and $180,000 from Oakland County Parks and Recreation. Springfield Township Property Acquisition: 4a - 1 J. David VanderVeen Karen Kohn CPS/CAP (Public Hearing, February 1, 2006) This acquisition consists of the 57-acre Samuels Farm adjacent to the western boundary of Springfield Oaks. The parcel consists of open farmland, with some wetlands, one wooded section, and some buildings. Plans for use of the land would include parking, a demonstration farm in conjunction with the Ellis barn, plus possibly a trail system. The preliminary project total for this acquisition is $900,000, with a 40/60 grant match in the amount of $360,000 from the MNRTF and $540,000 from Oakland County Parks and Recreation. Grant funding through the Land and Water Conservation Fund for these projects would be a 50/50 match, those funds will be available for applications later this year. These grant projects are consistent with the goals adopted in the 2002-2006 Recreation Master Plan. L.C. Scramlin, General Manager of the Springfield Oaks Activity Center, remarked that the proposed acquisition of the 57-acre farm in Springfield Township is one of the most important things that could happen to the park. This acreage is the only clear space that could be acquired for it; it is a key thing to help that park keep growing. He also noted the community would love to see this property stay as open space, and the Parks Commission can expect to receive tremendous support from the community.
