Request for Funding for Additional Data Needs to Mitigate the Use of the Oakland County
Jail and Related Process Improvements

Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County jail continues to experience significant overcrowding of
offenders over the past several years; and
WHEREAS the Sheriff recently declared a jail overcrowding state of emergency
ultimately resulting shortly thereafter in the early release of inmates; and
WHEREAS the Oakland County Board of Commissioners has established a Criminal
Justice Coordinating Council (CJCC) to explore the use of the County's jail and alternative
programs, process improvement, and data requirements for stakeholders who impact the jail's
use, among other responsibilities; and
WHEREAS a Jail Alternatives Subcommittee and associated study group of the CJCC
was established comprised of members from the Sheriffs Office, Circuit Court, Community
Corrections, Probation Department and other County Executive personnel (collectively
referenced as 'stakeholders' herein) and has met to discuss and address additional data needs for
their daily decisions involving the jail's use; and
WHEREAS the stakeholders have developed a listing of data needs and process
improvements that would serve to mitigate the jail's use; and
WHEREAS on February 22, 2006, the Jail Alternative Subcommittee presented its
recommendations for data improvements to the CJCC; and
WHEREAS the new jail management system (IMACS) will have to be modified for an
unfunded State mandate involving a crime victims' rights module; and
WHEREAS the IMACS will require additional funding to complete as the projections of
several years ago have proven to be short of the actual amounts now necessary to complete the
project; and
WHEREAS the principal projects identified by the stakeholders are summarized below:
• Felony Plea Bind-Over Project. To improve efficiency of the felony plea program for
the ten District Courts, the Prosecutor's Office, Circuit Court Case Management and
Administrator's Office, and the Community Corrections Division by eliminating manual
processes and redundant data entry across entities involved so that District Courts will
receive real-time information.
• Real-Time Judgment of Sentence Project. To improve efficiency for all criminal
justice stakeholders in Oakland County by eliminating delayed mainframe or manual
processes currently in place for the preparation of Circuit Court judgments of sentence or
other Court orders so that the release or transfer of incarcerated offenders, when
appropriate, will be expedited. and the cost associated with preparing and mailing orders
and other documents will be eliminated.

• GICC Business Intelligence Projects. A series of projects of a smaller dollar amount
that involve: enabling the recently adopted Circuit Court letter of agreement involving
accelerated release of inmates in an overcrowding situation; extraction of data from the
State system for District Courts (largely for non-52"d District Courts' benefits) and other
reporting needs.
• IMACS Data Warehouse Project. The development of extraction of data programs and
related efforts involving the new jail management system (IMACS) into the existing data
warehouse application for use by the stakeholders.
• Unfunded State Mandate. The State has recently passed legislation requiring specific
requirements that will now have to be addressed by the IMACS vendor.
• IMACS Short-fall. The County secured funding for this project several years ago. The
original estimates were less than the present costs to complete the jail system. The jail
system is a critical component of the collection of data necessary for informed business
decisions by stakeholders concerning its use.
WHEREAS a Designated Fund Balance of $1,500.000 has been created for the Jail
Alternative Program Startup.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners supports the projects cited above and appropriates funding in support of the
above projects.

Project Goal
To improve efficiency of the felony plea program for the ten District Courts, the Prosecutors
Office, Case Management, Administrators Office, and Community Corrections by eliminating
manual processes and redundant data entry across entities involved so that District Courts will
receive the information in real time by October 2006.
Business Obiective
• To have in place an improved process that would allow the district and circuit court
staff to coordinate the felony plea process in less time, with more immediate information
and fewer errors. The improvements are anticipated to save approximately 20 jail days
off case processing time for incarcerated defendants.
• To allow for the electronic transmission of the names of the assigned circuit court
judge and court appointed attorney and update the District Court Register of Actions
prior to the bindover taking place.
• To have in place an improved technology that provides an automated way for circuit
court to generate a next scheduled event (arraignment, pretrial, sentencing) with date
and time, and immediately transmit that information back as an update to the district
court register of actions.

taking of the plea at district court
Major Deliverables
• Determine business changes for the District Courts, Prosecutors, the Circuit Court

Improve efficiency for all criminal justice stakeholders in Oakland County by eliminating delayed
mainframe or manual processes currently in place for the preparation of Circuit Court judgments
of sentence or other orders of the Court so that the release or transfer of incarcerated inmates,
when appropriate (MDOC, time served, etc.), will be expedited and costs associated with
preparing and mailing orders and other documents will be eliminated by July 2006.
Business Objective
The current judgment of sentence process involves the judicial clerk making
handwritten notes as the judge sentences a defendant. The court services officer,
probation liaison, prosecutor's paralegal and the defense attorney are concurrently
recording the same information. The clerk's handwritten notes are then used by the
judicial secretary who enters the data in the mainframe application (JCCD), which
updates the docket and Law Enforcement Information Network (LEIN) interface. The
secretary then prints a copy for the Judge to sign and sends the judgment to the
Clerks Office for entry. The secretary may also mail copies to the defense attorney
and/or defendant. The information contained within the judgment is required by
multiple County departments (Fiscal Services, Sheriffs Office, Reimbursement
Division, Circuit Court Probation and others).
The Michigan Department of Corrections provides the sentencing judge with a Pre-
sentence Investigation (PSI) report, within 48 hours of the sentence date, per statute,
however delays do occur, which often result in the adjournment of cases to a future
date. The MDOC prepares PSI reports for the circuit judges by entering data in the
State's OMNI computer system. Hard copies of the PSI are delivered to the judges
chambers for the assigned judge, defense attorney and prosecutor.
The preferred solution would be to import the OMNi data entered by probation
officers in the OMNI system through an electronic interface, which could be used to

populate form fields in a draft judgment of sentence, thus saving time for all involved
through the reduction in redundant data entry. The process could also include the
electronic transfer of PSI reports, which could be accessed and printed by the judge,
defense attorney and/or assistant prosecutor. With respect to the judgments of
sentence, original PSI data will need to be stored electronically for reference in case
of amended sentence.
As an alternative, if it is not immediately. possible to retrieve data from OMNI, judicial
staff could enter the data manually, prior to sentencing, (rather than after the
sentencing) if given ability to do so. This functionality must allow for the creation of a
confidential draft copy of the JOS that can be reviewed and amended electronically,
prior to sentencing. In addition, during the actual sentencing process the judge, clerk
or other court staff could make necessary changes to the document while the
sentence is being pronounced. This form should use predefined validation rules to
assist in reduction of data entry errors and as a result reduce the number of
amended sentences. On approval it should allow for the judgment to be
electronically signed, printed, and distributed to the appropriate parties immediately
following the sentencing. This process would eliminate the many handwritten, often
differing notes currently being taken.
Once the data is entered it should update the Mainframe docket and the LEIN
system as is the current practice. LEIN updates will need to comply with the protocol
required by LEIN. It should also write the JOS to a PDF for entry into the imaging
system and route through workflow to appropriate staff for additional processing.
Currently the data is stored and can be repopulated for use in amended sentences.
A similar process will need to be in place for amended sentences.
An existing application was written by IT to create order templates that allow judges
and/or court staff to prepare orders in the courtroom. This application is similar to
what would be needed for the JOS user interface.
Major Deliverables
1) Development of a user friendly JOS screen with validation rules that is pre
populated with mainframe case information and allows judicial staff to enter
sentence information from MDOC's PSI report prior to sentencing.
2) Continue automatic real-time docket entries and LEIN updates based on the
final JOS data.
3) Ability of Judge to electronically sign document and print.
4) PDF version of JOS that is electronically transferred to Clerks Office imaging
system.

To implement changes to the existing Criminal Justice Data Warehouse (CJDW) so that the
existing mainframe jail files can be removed as a source system of information and the new
Inmate Management and Cost Recovery System (IMACS) jail operational system will become
the source for the jail portion of the CJDW. These changes will enable the CJDW to continue to
be available for decision support and for support of the Criminal Justice Coordinating Council
(CJCC) by March, 2007.

Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has
reviewed the above referenced resolution and finds:
1. The Criminal Justice Coordinating Council (CJCC) developed a list
of data needs and process improvements that would serve to
mitigate the jail's use.
2. Several projects, including the modification of the Jail
Management System (IMACS), are identified as needing to be
implemented.
3. The Department of Information Technology prepared a Project Scope
and Approach for the requested projects. The total cost of the
projects is $759,000.
4. The resolution provides funding for the projects from Designated
Fund Balance allocated for Jail Alternative Program Startup
(Acct. #371461).
5. A budget amendment to the FY 2006 budget is recommended as
