HomeMy WebLinkAboutResolutions - 2006.11.30 - 28282MISCELLANEOUS RESOLUTION #06224 November 30, 2006 BY: Public Services Committee, Jeff Potter, Chairperson IN RE: SHERIFF'S OFFICE - GY 2006 BJA CONGRESSIONALLY MANDATED AWARDS - REGIMENTED INMATE DISCIPLINE PROGRAM (RIDP) - BOOT CAMP US DEPARTMENT OF JUSTICE - OFFICE OF JUSTICE PROGRAMS GRANT AMENDMENT AND INCREASE IN FLEET COUNT To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS Miscellaneous Resolution 406146 was approved on July 20, 2006 accepting a grant from the US Department of Justice, Office of Justice Programs in the amount of $493,614 to create an aftercare component to the existLnq Sheriff's Regimented Inmate Discipline Program (RIDP)- Boot Camp for the period June 1, 2006 through May 31, 2008; and WHEREAS the resolution authorized the purchase of one (1) 28/30 passenger school bus to transport the participants; and WHEREAS the Sheriff's Office has determined that the purchase of two (2) 15 passenger transport vans wouci better allow for the effective transportation of all participants without the need for additional manpower; and WHEREAS the amendment does not require any additional funds, only a reallocation of line items within the grant; and WHEREAS the grant amenament has been reviewed and approved through the County Executive Contract Review Process. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners accepts the di 2306 BJA Congressionally Mandated Awards - Regimented Inmate Discipline Program (RIDP) - Boot Camp US Department of Justice - Office of J'.:,stice Programs grant amendment. BE IT FURTHER RESOLVED that two (2) 15 passenger transport vans are added to the county fleet and one (1) 29/30 passenger school bus be removed from the county fleet. PERSONNEL Under direction, the Inmate Caseworker conducts evaluation interviews with inmates to assess their needs and problems. Provides mental health services which may include crisis intervention, suicide prevention, substance abuse counseling, group and individual counseling and pre and post release referrals to human service agencies. Conducts intake interviews to assess inmates' current employability skill levels and evaluates need for job training and/or placements. May be assigned an afternoon or evening shift. 1. EQUIPMENT To purchase two 2007 GMC 15-Passenger Transport vans, With purchase of the vehicles, Oakland County will provide In-Kind costs such as fuel, maintenance and insurance. Purchasing the vehicles will allow us to utilize them beyond the two years of initial funding and will prove to be more cost effective than leasing as we will be seeking and exploring additional funding sources to continue this initiative beyond the initial two years. The vans will be used to transport program participants to and from the JobLink Career Center and various places of employment and school. This type of vehicle will allow us to effectively transport all participants without the need for additional manpower. Estimated delivery date on the vans is December 1, 2006. D. Greg Givens, Supervisor Grants Administration Unit Fiscal Services Division 10/9/2006 MEMORANDUM OF UNDERSTANDING BETWEEN THE OAKLAND INTERMEDIATE SCHOOL DISTRICT AND THE OAKLAND COUNTY SHERIFF FOR THE PROVISION OF SUPPLEMENTAL EDUCATIONAL TRAINING AND JOB SEARCH ASSISTANCE TO THE BOOT CAMP (RIDP) TRAINEES A. PURPOSE The purpose of this agreement is to identify the separate and mutual responsibilities of the Oakland Intermediate School District and the Office of Oakland County Sheriff in regard to the provision of On-the- Job Training, Supplemental Educational Training, Job Skills Enhancement, and Job Search Assistance, B. RESPONSIBILITIES — OAKLAND INTERMEDIATE SCHOOL DISTRICT Under the terms of this agreement, in return for the payment of the fees described herein, the Oakland Intermediate School District will provide, on behalf of the Office of Oakland County Sheriff, under the direction of authorized Sheriff's Office staff, the following services to eligible participants in the Boot Camp Regimented Inmate Discipline Program (RIDP): 1. Enhancement of employability skills through educational, training, and job skills support for a period of at least one year following graduation of the RIDP. 2. Staff training and consultation support. 3. Purchase of the following equipment to be reimbursed at the rates outlined in Attachment A: 200 portfolios with logo, one Smarffloard, one InkJet Printer, one laptop storage cart, 20 Laptop computers, Software including, but not limited to, WinWay, Office Professional, and Anti Virus. 4. Support staff for the Education & Training component. 5. Professional consulting services to ensure goals and objectives of the project are achieved. 6. Monthly Reports to Oakland County Sheriff's Office staff on the status of participants enrolled in the JobLinks Career Center program as to their enrollment and progress in various education, training and employability skills activities. 7. Follow-up of the employment and job retention of these participants. Reporting of follow-up to Oakland County Sheriff's Office staff such as job placement, wage at placement, job retention, career advancement and wage gain based on pre-wage upon entry of the RIDP as well as wage status for up to three quarters after graduation. 8. The Workforce consultant will monitor the performance of the project and provide, no less than quarterly, reports on the performance outcomes, return on investment of grant funds compared to earnings of the participants after completion of training. This report will include a comparative analysis of cost of incarceration vs. cost of the training and annual earnings of the graduates. These reports will be developed with input from JobLink staff and Oakland County Sheriff's Office staff. The Oakland Intermediate School District shall be reimbursed at the rates outlined in Exhibit A, "Equipment Reimbursement", attached hereto for the purchase of equipment named in B.3 of this MOU. No more than once per month shall the Oakland Intermediate School District invoice the Oakland County Sheriff for payment of services/training provided to participants. The invoice shall include as back-up documentation a 1 • Statement of Work & Training Outline for each participant payment is requested for. The Parties understand and agree that the fees will vary depending upon the services/training required for each participant. The determination for services to participants will be made jointly by the JobLink staff and the Sheriffs Office staff. Proper notification shall be given to the Sheriffs Office staff regarding any unusual expenses or excessive costs for participants that may not be covered under the grant funds. C. MUTUAL AGREEMENT AND UNDERSTANDINGS It is further mutually agreed and understood that: 1. Every effort will be made by the Oakland Intermediate Schools JobLink Career Center to exhaust all other Federal, State, and local funding prior to invoicing the Oakland County Sheriff requesting payment from the funds provided through the 2006 BJA Congressionally mandated award. 2. Indirect costs are not allowable through the use of these funds. 3. The Sheriffs Office staff will provide transportation of the participants to/from the JobLink Career Center, educational institutions, job interviews, etc. 4. The Sheriffs Office will provide office supplies, printer cartridges, copy paper, resume paper, envelopes, postage, CDRW's, etc. for use by participants in the program. 5. The laptop computers will be property of the Oakland County Sheriff but will be maintained and supported by the Oakland Schools Intermediate School District Information Technology Department during the period of this Agreement. 6. Purchase of clothing, license fees, etc. for the purpose of assisting the participants in furthering their education and seeking employment will be provided by the Oakland County Sheriffs Office. 7. The estimated number of participants in this program is 78. The amount of training funds available for these participants is estimated to be $298,026. D. AGREEMENT PERIOD This agreement is in full force and effect through the period of the Award commencing June 1, 2006 through May 31, 2008. This agreement can be extended or modified by mutual agreement of the parties.
