IN RE: SHERIFF'S OFFICE — CALENDAR YEAR 2007 AUTOMOBILE THEFT PREVENTION
AUTHORITY (ATPA) GRANT ACCEPTANCE
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the State of Michigan, Automobile Theft Prevention Authority (ATPA), awarded the Auto Theft
Unit of the Sheriffs Office funding in the amount of $873,805 for the period of January 1, 2007 through
December 31, 2007; and
WHEREAS the Waterford, Pontiac and Farmington Hills Police Departments are included in the grant
awarded to Oakland County; and
WHEREAS Oakland County has been awarded $422,211 with a required $140737 local match, the
Farmington Hills Police Department $84,685 with a required $28,228 local match, the Pontiac Police
Department $62,480 with a required $20,827 local match, the Waterford Township Police Department
$85,977 with a required $28,659 local match; and
WHEREAS the Hazel Park Police Department and Wayne County Sheriffs Office will be requesting their
own funding; and
WHEREAS a twenty-five percent (25%) county local match in the amount of $140,737 is required and
available in the non-departmental grant match account; and
WHEREAS the award provAes full time funding for the following current positions with the Sheriffs
Department one (1) Sergeant (10333) and four (4) Deputy II's (06108, 06109, 06147, 06148); and
WHEREAS the acceptance of this grant does not obligate the County to any future commitment; and
WHEREAS the continuation of the program is contingent upon future levels of grant funding.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the
Calendar Year 2007 Automobile Theft Prevention Authority Grant award in the amount of $873,805 and
that the Board Chairperson. on behalf of the County of Oakland, is authorized to execute the grant
amendment.
BE IT FURTHER RESOLVED that the future level of service, including personnel, is contingent upon
continued grant funding for this program.

A. The project number written above must be included on all correspondence addressed to the ATPA regarding this grant.
B. Change in project director, financial officer, authorizing official, or participating agency requires written notification to the
ATPA.
C. All funded jurisdictions must comply with UCFR requirements. Any jurisdiction not in compliance will be ineligible for grant
funds.
D. Grant reporting forms were discussed. The ATPA will supply a packet of reporting forms containing program progress
reports (Form EX-37), financial reports (Form EX-36), and project modification request forms (Form EX-34) with instructions.
(These forms can be downloaded from the ATPA Website-www.michigan.goviatpa.)
The grantee agrees to submit reports in accordance with the report schedule provided below.
E. Grantees will be required to provide an overview of grant activity in December. An annual summary of arrest
charges and arrest locations is required of law enforcement grants.
F. The project's measurable objectives and evaluation criteria, as stated in the original grant application, were reviewed
and modifications are indicated on attachment page 1A. The grantee agrees not to make any modification of the
approved project without the written approval of the ATPA. Program modifications will not be considered after the first quarter.
G. ATPA Funds: This fund is to be utilized solely for the benefit of auto theft prevention programs.
H. All projects must maintain adequate support documentation for financial and performance activity reported to the ATPA. Failure
to provide evidence supporting the grant's activity may adversely affect current year reimbursements and/or future funding
requests. ATPA staff will make appointments with grant personnel in order to conduct on-site project and financial reviews.
I. Membership in an ATPA Task Force: When an agency withdraws its officer from an ATPA Task Force, the approved budget for
that position will remain with the task force. The Project Director needs to inform the ATPA when the withdrawal occurs, and
the vacant position has to be replaced within the required time period.

8, FINANCIAL REVIEW AND SUMMARY
A. A separate project fund or account must be established for grant revenues ana expenditures.
B. All payments for salaries and wages must be supported by payroll records and daily activity logs. Retain
documentation in your files. Overtime hours may not exceed five percent of the total regular hours reported.
C. All payments for expenditures such as utilities, office rental, copier use, vehicle rental, furniture and equipment
purchases, etc., must be supported by an actual invoice or the method of determining cost. Supporting documentation
must be included with the financial report,
D. All overnight out-of-state travel requires prior notification to ATPA staff, anc the ATPA will only reimburse salary
expenses.
E. The grantee agrees not to maKe any budget modification of the approved project without written approval of the ATPA.
Budget modifications shalt be submitted to the ATPA in writing in advance of the need for change. All requests for
budget modifications must be received prior to the submission of the fourth quarter financial report. Any budget
modifications for 2007 grants postmarked after January 31, 2008, will not be approved.
F. Public communications materials or news releases that result from this grant mist cite the "Automobile Theft Prevention
Authority" as the source of funding and copies of the materials or news releases must be sent to the ATPA. The ATPA
also has the royalty-free right to copy, publish and distribute any data or material associated with this grant.
G. Any funds received or generated as a result of auto theft activities shall be used to enhance currently funded and/or
future auto theft prevention programs. Funds received include, but are not limited to, forfeiture of cash and receipts
from sale of property. If project enhancement activities are terminated, the unexpended revenues shall be promptly
returned to the Automobile Theft Prevention Authority, 714 S. Harrison Road, East Lansing, MI 48823.
9. PRIOR TO DISBURSEMENT OF FUNDS, THE FOLLOWING MUST BE COMPLIED WITH .
A. A complete set of the ATPA Project Orientation Meeting Report must be returned to the ATPA.

17. MEASURABLE OBJECTIVES:
The measurable objectives submitted in the grant application are revised as follows:
1) Increase the prosecution for economic auto theft by making at least 25 motor vehicle
related arrests per ATPA funded officer, and by focusing on the high point value
arrests in the ATPA arrest ranking system.
2) Reduce the economic gain associated with auto theft by recovering at least 28 stolen
vehicles or parts/equipment incidents per ATPA funded officer, and by constantly
identifying possible insurance frauds.
3) Achieve a high rate of return on the investment of ATPA grant monies by, at a
minimum, recovering more in stolen vehicles/parts/equipment value than the ATPA's
total approved budget for the project.
4) Comply with all ATPA guidelines/policies/conditions, and those of the Uniform
Crime Reporting System.
5) Maintain clear and reliable documentation for project's performance activity and
financial expenditures
6) Report dollar amount deposited into forfeiture account following auction.
7) Act as prevention/apprehension training resource for project area agencies.
8) Attend regular meetings for area detectives and insurance investigators.

DISCUSSION AND EXPLANATION FOR ORIENTATION MEETING:
ATPA Funds: This fund is to be utilized solely for the benefit of economic auto theft prevention programs,
2) Approved Budget Amount. See budget sheet. (Note I. Due to a short fall in the budget, the ATPA board of
directors disallowed the following expenditures: Retirement Medical, Clothing/Cleaning/Gun Allowance, Lump
Sum Holiday Pay, Lump Sum Vacation Pay, Lump Sum Longevity, Sick Time Buy Back, Sick Leave Incentive,
Emergency Response Comp, Show lip Pay, Educational Incentive, Professional Insurance and Indirect Cost).
3) Authorized Grant Award/Actual Expenditures: The ATPA will reimburse only expenditures incurred during the
grant period (January 1 - December 31, 2007).
4) Matching Funds is 25%: The ATPA will reimburse total actual expenditures up to 75% of the approved budget
amount.
5) Time and Attendance: Payroll expenditures must be supported by time sheet/payroll register/earning history and
duty log. These records should be retained in your file and made available to the ATPA auditor during a field
audit.
6) Fringe Benefits and overtime: Retain a copy of vendor invoice or cost allocation for fringe benefits charged to
the ATPA program in your file. Overtime hours cannot exceed 5% of total regular hours.
7) ATPA Budget Revision: The ATPA requires prior written notification to/and received approval from the ATPA
for the purpose of transferring of funds between categories. The expenditures for individual categories cannot
exceed the budget amount. Deadline for final financial modification request is January 31, 2008, and the ATPA
must receive this request prior to the fourth quarter financial report. Any modification request postmarked after
January 31, 2008, orxeceived by the ATPA after the fourth quartenfinancial report will.be-automatically-tlenied
by the ATPA.

PROJECT SYNOPSIS
The Sheriffs Office Auto Theft Unit is a twelve member multi-jurisdictional task force comprised of officers from
Oakland and Wayne Counties, the cities of Pontiac, Hazel Park Farmington Hills, and the Townships of Waterford.
The unit focuses on auto theft and auto theft related crimes. In 2005 the unit recovered over $5,000,000 in stolen cars,
parts and equipment and made 295 auto theft related arrests.

IN RE: SHERIFF'S OFFICE - CALENDAR YEAR 2007 AUTOMOBILE THEFT PREVENTION AUTHORITY
(ATPA) GRANT ACCEPTANCE
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed the
above referenced resolution and finds:
1. The Automobile Theft Prevention Authority (ATPA) awarded the Sheriff's
Office, Auto Theft Unit, funding in the amount of $873,805.
2. The Waterford, Pontiac and Farmington Hills Police Departments are
included in the award amount. The Oakland County award is $422,211 with a
$140,737 local match, the Waterford award is $85,977 with a $28,659 local
match, the Pontiac award is $62,480 with a S20,827 local match and the
Farmington Hills award is $84,685 with a $28,228 local match.
3. The twenty-five percent (25%) County local match in the amount of $140,737
is available in the non-departmental grant match account.
4. The grant continues funding for four (4) Deputy II positions and one (1)
Sergeant position. There are no changes in personnel from the previous
award.
5. A Special Revenue Fund budget amendment is recommended as follows:
