PERSONNEL COMMITTEE Personnel Committee Vote: Motion carried on a unanimous roll call vote with Rogers and Coleman absent MISCELLANEOUS RESOLUTION # 07102 April 26, 2007 By: Planning and Building Committee, Sue Ann Douglas, Chairperson IN RE: DRAIN COMMISSIONER — RECLASSIFY SAFETY PROJECTS COORDINATOR POSITION TO NEW ISO AND SAFETY SYSTEMS COORDINATOR CLASSIFICATION To The Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS Miscellaneous Resolution #06235 reorganized the Drain Commissioner's Department to improve efficiencies and enhance succession planning, effective 12/23/06; and WHEREAS ISO-9000 Coordination duties have decreased from the implementation phase to maintenance phase: and WHEREAS the reorganization reclassified an ISO Coordinator position to Chief - Drain Administrative Services and consolidated several administrative functions under this position; and WHEREAS changes to a vacant position of Safety Projects Coordinator were not concluded at the time of the reorganization; and WHEREAS following discussion, the Human Resources Department and the Drain Commissioner propose to combine the functions of ISO Coordination, Safety Management, and Training by combining the ISO-9000 Coordinator and Safety Projects Coordinator classifications into one classification titled ISO and Safety Systems Coordinator, and to reclassify the existing PR-funded Safety Projects Coordinator position 6010101-10009 to the new classification; and WHEREAS 'ISO Coordination includes department-wide activities to monitor and maintain current ISO certification and implement upgrades, 'Safety management' includes inspections of above and below ground facilities to identify and reduce hazardous situations and assure compliance with safety requirements, and 'Training activities' include development, coordination, and presentation of programs relevant to Drain Commissioner employee work needs; and WHEREAS the combined duties have been determined to be at a salary grade 13, overtime non-exempt; and WHEREAS the County Executive has reviewed this proposal and concurs. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the creation of the ISO and Safety Systems Coordinator classification, overtime Non-Exempt, at salary grade 13. BE IT FURTHER RESOLVED that the PR-funded Safety Projects Coordinator position (6010101-10009) be reclassified to ISO and Safety Systems Coordinator, BE IT FURTHER RESOLVED that the ISO Coordinator and Safety Projects Coordinator classifications be deleted. DESCRIPTION GENERAL SUMMARY Under direction, maintains the Quality (1S0 9000), Environmental (ISO 14000), Safety (MIOSHA) and Training programs for the Drain Commissioner's office. Works with all department supervisors to analyze, identify and document areas for improvement in the quality, environmental and safety programs. Coordinates audits with outside firms to ensure quality (ISO 9000), environmental (ISO 14000) and safety (MIOSHA) compliance. Performs inspections of above and below ground Drain facilities to identify and reduce hazardous situations and assure compliance with safety, environmental and quality requirements. Conducts investigations of accidents and recommends methods of improving employee safety habits. Researches, coordinates, develops, maintains and conducts training programs for Drain employees including ISO, Safety, Environmental, and other job related training. Utilizes current county-wide and/or department specific software to complete assignments. SUPERVISION EXERCISED Oversees staff performing ISO related document control and internal audit functions. Exercises leadership over other staff on a project basis, but typically does not exercise formal supervision. TYPICAL DUTIES AND RESPONSIBILITIES Coordinates meetings regarding ISO, safety, and training programs, including preparing agendas, conducting meetings, generating minutes and performing follow-up activities. Coordinates internal and external audit programs including training new auditors, scheduling and conducting audits to maintain ISO certification and compliance with safety and environmental regulations. Reviews operating procedures and field practices regarding quality, environmental and employee safety and makes recommendations for modifications to assure compliance with established policies, safety practices and federal and state regulations. Identifies areas for improvement at the unit level as well as department wide, and coordinates improvement initiatives. Acts as the liaison between Drain office management, Drain office field staff and Oakland County Risk Management, Class Title: ISO and Safety Systems Coord. Page A2 Identifies departmental training needs. researches training alternatives, and coordinates or conducts training. Performs research and provides reports as requested by management related to quality assurance, environmental and safety issues, and employee training. Maintains current knowledge of pertinent federal and state laws, accepted legal interpretations, and informs supervisors/administrators of impact to their areas. Advises management of improvement opportunities. Identifies and appraises conditions which could result in accidents, illnesses and financial losses. Investigates on-the-job accidents and personal injuries of employees. Interviews employees and witnesses, reviews documentation and reports, coordinates with Risk Management and outside agencies, generates reports as required. Makes policy and procedure recommendations regarding accident prevention and loss control systems to reduce potential for future accidents and losses. Maintains documentation, records and other items needed for compliance with safety regulations and ISO environmental and quality management systems. Prepares proposals and contracts for vendor supplied safety, training, or environmental services. Evaluates Drain Commissioner work sites for contractor compliance with quality, environmental and safety processes. Utilizes current county-wide and/or department specific software to complete assignments. Possess a Bachelor's degree from an accredited college or university with a major in Public Administration, Business Administration, Communications, Occupational Safety, Environmental Safety or related area. 2. Two (2) years of responsible professional full-time work experience that involved implementation and/or maintenance of ISO management and safety systems. 3. Possess a valid motor vehicle or chauffeur's license. 4. Pass the complete examination for this classification, including the employment medical. 5. Successfully complete the six-month probationary period. B. Additional Desirable Qualifications 1. Experience in sanitary sewer, storm sewer, and water operations, maintenance and/or construction 2. Proficiency in ISO 9000 and ISO 14000 management systems. 3. Considerable knowledge of Federal, State and Occupational Health and Safety Administration standards and ability in interpreting them for administrators and employees. 4. Professional training experience, including the identification of departmental training needs, research of training alternatives, and the coordinating or conducting of employee training. 5. Possess excellent verbal, written, and training/communication skills. 6. Considerable ability to prepare, analyze and present reports and information related to a variety of Drain department programs and activities and recommend alternatives and solutions. 7. Considerable ability to establish and maintain effective working relationships with all levels of the organization, including management, field staff, administrators, insurance companies. and County officials. The Drain Commissioner is requesting to reclassify the existing proprietary funded Safety Projects Coordinator position to a new classification titled ISO and Safety Systems Coordinator to improve operating efficiencies and enhance future workload objectives. 2. Based on the Drain re-organization approved per Miscellaneous Resolution 406235, the I50-9000 Coordination position was reclassified to Chief Drain Administrative Services with enhanced workload objectives. 3. This reclassification combines the duties of the ISO-9000 Coordination position and Safety Projects Coordinator into one new position classified as ISO and Safety Systems Coordinator determined to be a salary grade 13 with overtime non-exempt. 4. The annual cost for this reclassification is $3,785 and $1,456 for the remainder of FY 2007. 5. The annual cost will be incorporated with the FY 2008 and FY 2009 County Executive Recommended Budget. 6.
