The whole number of votes given for and against the MILLAGE PROPOSITION in this column
This proposal is tor millage intended to replace a building and site maintenance
millage which expired with the 2002 levy and will not be renewed. The former
building and site millage was for a total amount of 1.4 mills, of which .8224 mills
were levied in 2002. This proposal is for millage which, if approved, will be
levied only against non-homestead property (business, commercial, rental and
seasonal homes). Together with other millage authorizations, it will allow the
Ferndale Public Schools to levy up to, but not more than, the statutory millage
rate for non-homestead property of 18 mills required for the School District to
receive revenues at the full foundation allowance permitted by the State. It is
expected that approximately .85 mills of this millage will be levied in 2003.
Shall the constitutional limitation on the amount of taxes which may be levied
against all non-homestead property in the Ferndale Public Schools, Oakland County,
Michigan, be increased by 2.0 mills on each dollar ($2.00 on each $1,000) of the
taxable valuation, as finally equalized, of all property in the School District
other than homestead property, for a period of thirteen (13) years, from 2003
through 2015, both inclusive? This millage will raise, if approved and levied in
its entirety in 2003, approximately Four Hundred Twenty Thousand Dollars
($00,000.00) in increased revenues. However, it is anticipated that only _
approiii-atelY .85 mills of the 2.0 mills will be levied in 2003, which will raise
aliProximateliT-One Hundred Seventy-Eight Thousand Dollars ($178,000.00). Revenues
will be disbursed to the Ferndale Public Schools for the purpose of providing
fhnds-f-Oifthe operating expenses of the District. 1

Shall the Ferndale Public Schools, County of Oakland, State of Michigan borrow
the sum of not to exceed Thirteen and One-half Million Dollars ($13,500,000.00)
and issue its general obligation unlimited tax bonds therefor, in one or more
series, for the purpose of defraying the costs of: , 1
..- - Preparing, developing and improving school sites, or parts of or
additions to sites, including athletic fields, playgrounds,
structures, or other facilities;
• Remodeling, equipping and reequipping, furnishing and refurnishing
school buildings, or parts of those facilities, including the
erection, completion, furnishing and equipping of an addition to
the High School building;
• Acquiring and installing technology and equipping or reequipping
school buildings for technology, so as to upgrade existing hardware;
together with all necessary and related costs? I
The estimated millage that will be levied for the proposed bonds in the first
year that the levy is authorized is zero (0.00) mills, and the estimated
simple average annual millage that will be required to retire the debt over a
period of not to exceed twenty-one (21) years, is approximately one and . .

will be-required to levy more than the seven (7) mills for debt retirement .
