The former building and site millage was for a total amount of 1.4 mills, of which .8224 mills were levied in 2002. This proposal is for millage which, if approved, will be levied only against non-homestead property (business, commercial, rental and seasonal homes). Together with other millage authorizations, it will allow the Ferndale Public Schools to levy up to, but not more than, the statutory millage rate for non-homestead property of 18 mills required for the School District to receive revenues at the full foundation allowance permitted by the State. It is expected that approximately .85 mills of this millage will be levied in 2003. Shall the constitutional limitation on the amount of taxes which may be levied against all non-homestead property in the Ferndale Public Schools, Oakland County, Michigan, be increased by 2.0 mills on each dollar ($2.00 on each $1,000) of the taxable valuation, as finally equalized, of all property in the School District other than homestead property, for a period of thirteen (13) years, from 2003 through 2015, both inclusive? This millage will raise, if approved and levied in its entirety in 2003, approximately Four Hundred Twenty Thousand Dollars ($00,000.00) in increased revenues. However, it is anticipated that only _ approiii-atelY .85 mills of the 2.0 mills will be levied in 2003, which will raise aliProximateliT-One Hundred Seventy-Eight Thousand Dollars ($178,000.00).
