(HOME) AND EMERGENCY SOLUTIONS GRANT (ESG) PROGRAMS
To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen:
WHEREAS the U.S. Department of Housing and Urban Development (HUD) requires Oakland County to
estimate Community Development Block Grant (CDBG) Home Improvement Program (HIP) Revolving
Loan Fund (RLF) and HOME Investment Partnerships Act Grant Program Income (PI) at the time of each
Annual Action Plan application and Oakland County reconciles actual RLF and PI at the end of each
program year; and
WHEREAS the 2017 Annual Action Plan (MR #17335) estimated Community Development Block Grant
(CDBG) Home Improvement Program (HIP) Revolving Loan Fund (RLF) revenue of $700,000 and HOME
Investment Partnerships Act Grant Program Income (PI) revenue of $800,000; and
WHEREAS in PY 2017 Oakland County received Community Development Block Grant (CDBG) Home
Improvement Program (HIP) Revolving Loan Fund (RLF) revenue of $1,241,794.59 and the HOME
Investment Partnerships Act Grant Program Income (Pi) revenue of $1,862,470.91; and
WHEREAS the Oakland County Board of Commissioners authorized submittal of the Oakland County 2018
Annual Action Plan to the U.S. Department of Housing and Urban Development (HUD); and
WHEREAS the 2018 Annual Action Plan contains a consolidated Federal grant application for activities
designed to accomplish the goals and objectives for the Community Development Block Grant (CDBG)
Program, HOME Investment Partnerships Act (HOME) Program and the Emergency Solutions Grants
(ESG) Program; and
WHEREAS HUD by letter dated October 18, 2018 transmitted to the Community & Home Improvement
Division a Program Year 2018 consolidated allocation of $8,832,963 including $5,439,436 for CDBG,
$3,066,105 for HOME and $327,422 for ESG, for the program year period of July 1, 2018 through June 30,
2019; and
WHEREAS this is the 44th year of grant funding and acceptance for these programs; and
WHEREAS total program revenue for the 2018 CDBG Program will be $6,439,436 including $5,439,436
grant allocation and $1,000,000 in estimated CDBG Revolving Loan Funds; and
WHEREAS the CDBG grant is 100 percent federally funded and no County funds are required; and
WHEREAS total program revenue for the 2018 HOME Program will be $5,113,523 including $3,066,105
HOME grant allocation, $651,548 grant match and $1,395,870 in estimated HOME Program Income; and
WHEREAS funding for the HOME program match is appropriated in the Oakland County 2019 Adopted
Budget; and
WHEREAS total program revenue for the 2018 ESG Program will be the grant allocation of $327,422; and
WHEREAS the ESG grant is 50 percent federally funded and the match source is in-kind services or cash
with no County funds required; and
WHEREAS fund schedules and program descriptions for the 2018 CDBG, HOME and ESG programs
appear in Attachment A; and
WHEREAS the grant funds will continue to cover the following 22 Special Revenue (SR) positions in the
Economic Development & Community Affairs/Community & Home Improvement Division (1090611): one
(1) C&H I Assistant position 5413, one (1) Grant Compliance & Program Coordinator position 1370, four (4)
Community and Home Improvement (C&HI) Coordinator positions 1279, 3231, 3430, 6098, one (1)
Supervisor C&HI Administrative Services position 1371, two (2) C&HI Technician positions 3230,1768, two
(2) Supervisor C&HI positions 0999, 3182, three (3) Senior C&HI Specialist positions 3567,10806, 0730
one (1) Housing Counseling & Homeless Services Supervisor position 3354, two (2) C&HI Field Technician
positions 1457, 9578, one (1) Chief C&HI position 1708, one (1) Manager C&HI position 0993, two (2)
Senior C&HI Field Technician positions 2426, 9522, one (1) Student position 5341; and WHEREAS the
grant funds will continue to cover 50% of one (1) General Fund/General Purpose (GF/GP) Accountant Ill
position (1020615-02558) in the Management & Budget/Fiscal Services Division for grant accounting
services; and
ECONOMIC DEVELOPMENT AND COMMUNITY AFFAIRS COMMITTEE

WHEREAS HUD requires Oakland County to have annual Agreements with each Subrecipient; and
WHEREAS it is the purpose and intent of each Subrecipient Agreement to enable Oakland County to pass
responsibilities to each Subrecipient to carry out the project(s) described in the CDBG application which
was approved and funded by Oakland County; and
WHEREAS Subrecipient Agreements have been reviewed by Corporation Counsel; and
WHEREAS the Oakland County Executive is the authorized signator of the CDBG Subrecipient
Agreements; and
WHEREAS the CDBG, HOME and ESG grant agreements have completed the Grant Review Process in
accordance with the Board of Commissioners Grant Acceptance Procedures.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners recognizes the
receipt of PY 2017 Community Development Block Grant (CDBG) Home Improvement Program (HIP)
Revolving Loan Fund (RLF) revenue of $1,241,794.59 and the PY 2017 HOME Investment Partnerships
Act Grant Program Income (PI) revenue of $1,862,470.91.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners accepts consolidated
CDBG, HOME and ESG grant funding from the U.S. Department of Housing and Urban Development in
the amount of $8,832,963, $1,000,000 in estimated Home Improvement Revolving Loan Funds, $1,395,870
in estimated HOME Program Income and HOME County match of $651,548 for a consolidated 2018
program year grant package totaling $11,880,381.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners authorizes both the Board
of Commissioners Chairperson and the County Executive to execute the grant agreements and to approve
amendments and extensions up to fifteen (15) percent variance from the award, consistent with the
agreement as originally approved.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners recognizes the Oakland
County Executive as the authorized signator of the CDBG Subrecipient Agreements.
BE IT FURTHER RESOLVED that acceptance of these grants does not obligate the County to any future
commitments and continuation of the Special Revenue positions is contingent upon continued future levels
of grant funding.

Grant Agreement: This Grant Agreement between the Department of Housing and Urban Development (HUD) and the above named Grantee is made pursuant to the
authority of Title I of the Housing and Community Development Act of 1974, as amended, (42 USC 5301 et seq.). The Grantee's submissions for Title I assistance, the
HUD regulations at 24 CFR Part 570 (as now in effect and as may be amended from time to time), and this Funding Approval, including any special conditions, constitute

8. Special Conditions.
(a) The period of performance for the funding assistance specified in the
• Funding Approval ("Funding Assistance") shall begin on the date
specified in item 4 and shall end on September 1, 2025. The Grantee
shall not incur any obligations to be paid with such assistance after
September 1, 2025.
(b) The Recipient shall attach a schedule of its indirect cost rate(s) in the
format set forth below to the executed Agreement that is returned to
HUD. The Recipient shall provide HUD with a revised schedule when
any change is made to the rate(s) described in the schedule. The
schedule and any revisions HUD receives from the Recipient shall be
incorporated herein and made a part of this Agreement, provided that the
rate(s) described comply with 2 CFR part 200, subpart E.

Instructions: The Recipient must identify each agency or department of the
Recipient that will carry out activities under the grant, the indirect cost rate
applicable to each department/agency (including if the de minimis rate is used per

In addition to the conditions contained on faun HUD 7082, the grantee
shall comply with requirements established by the Office of
Management and Budget (OMB) concerning the Dun and Bradstreet
Data Universal Numbering System (DUNS); the System for Award
Management (SAM.gov .); the Federal Funding Accountability and
Transparency Act as provided in 2 CFR part 25, Universal Identifier and
General Contractor Registration; and 2 CFR part 170, Reporting
Subaward and Executive Compensation Information.
(d) The grantee shall ensure that no CDBG funds are used to support any
Federal, State, or local projects that seek to use the power of eminent
domain, unless eminent domain is employed only for a public use. For
the purposes of this requirement, public use shall not be construed to
include economic development that primarily benefits private
entities. Any use of funds for mass transit, railroad, airport, seaport or
highway projects as well as utility projects which benefit or serve the
general public (including energy-related, communication-related, water-
related and wastewater-related infrastructure), other structures
designated for use by the general public or which have other common-
carrier or public-utility functions that serve the general public and are
subject to regulation and oversight by the government, and projects for
the removal of an immediate threat to public health and safety or
brovvnfield as defined in the Small Business Liability Relief and
Brownfields Revitalization Act (Public Law 107-118) shall be
considered a public use for purposes of eminent domain.
The Grantee or unit of general local government that directly or
indirectly receives CDBG funds may not sell, trade, or otherwise
transfer all or any such portion of such funds to another such entity in
exchange for any other funds, credits or non-Federal considerations, but
must use such funds for activities eligible under title I of the Act.
E.O. 12372-Special Contract Condition - Notwithstanding any other
provision of this agreement, no funds provided under this agreement
may be obligated or expended for the planning or construction of water
or sewer facilities until receipt of written notification from HUD of the
release of funds on completion of the review procedures required under
Executive Order (E.0.) 12372, Intergovernmental Review of Federal
Programs, and HUD's implementing regulations at 24 CFR Part 52. The
recipient shall also complete the review procedures required under E.O.
12372 and 24 CFR Part 52 and receive written notification from HUD of
the release of funds before obligating or expending any funds provided
under this agreement for any new or revised activity for the planning or
construction of water or sewer facilities not previously reviewed under
E.O. 12372 and implementing regulations.
CDBG funds may not be provided to a for-profit entity pursuant to
section 105(a)(17) of the Act unless such activity or project has been
evaluated and selected in accordance with Appendix A to 24 CFR 570 -
"Guidelines and Objectives for Evaluating Project Costs and Financial
Requirements." (Source P .L. 113-235, Consolidated and Further
Continuing Appropriations-Act, 2015, Division K, Title II, Community
Development Fund).

This Agreement between the Department of Housing and Urban Development (HUD) and the Participating Jurisdiction/Entity Is made pursuant to the authority of the HOME
Investment Partnerships Act (42 U.S.C. 12701 et seq.). The Participating Jurisdiction's iEntitys approved Consolidated Plan submission/Application and the HUD regulations at 24
CFR Part 92 (as is now in effect and as may be amended from time to time) and this HOME Investment Partnership Agreement, form HUD-40093, Including any special conditions,
constitute part of this Agreement. Subject to the provisions of this Agreement, HUD will make the funds for the Fiscai Year specified, available to the Participating Jurisdiction/Entity
upon execution of this Agreement by the parties. All funds for the specified Fiscal Year provided by HUD by formula reallocation are covered by this Agreement upon execution of
an amendment by HUD, without the Participating Jurisdiction's execution of the amendment or other consent. HUDis payment of funds under this Agreement is subject to the
Participating Jurisdiction's/Entity's compliance with HUD's electronic funds transfer and information reporting procedures issued pursuant to 24 CFR 92.502. To the extent authorized
by HUD regulations at 24 CFR Part 92, HUD may, by its execution of an amendment, deobligate funds previously awarded to the Participating Jurisdiction/Entity without the
Participating Jurisdiction's/Entity's execution of the amendrnefcl or other consent. The Participating Jurisdiction/Entity agrees that funds invested in affordable housing under 24
CFR Part 92 are repayable when the housing no longer qualifies as affordable housing. Repayment shall be made as specified in 24 CFR Part 92. The Participating Jurisdiction
agrees to assume all of the responsibility for environmental review, decision making, and actions, as specified and required in regulation at 24 CFR 92.352 and 24 CFR Part 58.
The Grantee shall comply with requirements established by the Office of Management and Budget (OMB) concerning the Universal Numbering System and System for Award
Management (SAM) requirements in Appendix A to 2 CFR part 25, and the Federal Funding Accountability and Transparency Act (FFATA) in Appendix A to 2 CFR part 170.
The Period of Performance for the funding assistance shall begin on the date specified in Item 12 and shall end on September le of the 55 fiscal year alter the expiration of the
period of availability for obligation. Funds remaining in the account will be cancelled and thereafter not available for obligation or expenditure for any purpose. Per 31 U.S.C, 1552.
The grantee shall not incur any obligations to be paid with such assistance after the end of the Period of Performance.

General Terms and Conditions: This Agreement between the U.& Department of Housing and
Urban Development (HUD) and the Recipient is made pursuant to the authority of Subtitle B of
Title IV of the McKinney-Vento Homeless Assistance Act (42 U.S.C. 11371 et seq.) and is subject
to the applicable annual appropriations act. The Recipients Consolidated Plan submissions
(including the Recipients approved annual Action Plan and any amendments completed in
accordance with 24 CFR Part 91), the Emergency Solutions Grants Program regulations at 24
CFR Part 576 (as now in effect and as may be amended from time to time), and this Agreement,
including any special conditions attached to this Agreement, constitute part of this Agreement.
Subject to the terms and conditions of this Agreement, HUD will make the funds for the specified
Fiscal Year available to the Recipient upon execution of this Agreement by the Recipient and
HUD. All funds for the specified Fiscal Year that HUD provides by reallocation are covered by this
Agreement upon execution of an amendment by HUD, without the Recipients execution of the
amendment or other consent. The Recipient agrees to assume all of the responsibilities with
respect to environmental review, decision making, and action required under the HUD regulations
at 24 CFR Part 58. Nothing in this Agreement shall be construed as creating or justifying any claim
against the federal government or the Recipient by any third party. To the extent authorized by
HUD regulations at 24 CFR Part 576, HUD may, by its execution of an amendment, deobligate
funds previously awarded to the Recipient without the Recipient's execution of the amendment or
•other consent.

In 1975, the Oakland County Board of Commissioners
voted to have the county participate in U.S. Department
of Housing and Urban Development (HUD) community
planning and development programs. The overall goal
is to strengthen neighborhoods by supporting local
revitalization, home improvement and public service
for senior citizens, low-income persons and families,
disadvantaged youth and disabled residents.
As a HUD entitlement county, Oakland County receives
funds on a formula basis to meet the national objectives
of four federal grants: the competitive Comprehensive
Housing Counseling Grant, Community Development
Block Grant (CDBG), HOME Investment Partnerships
Program (HOME) and Emergency Solutions Grant (ESG).
These programs have invested about $324 million in
Oakland County communities since the program began
more than 40 years ago.
Two-thirds of CDBG funds received by Oakland County
are used to fund local community revitalization projects
involving public facilities, infrastructure, housing and
public service activities. Citizen input is included in
decision-making through the Citizens Advisory Council
and the development of our five-year consolidated plan.
Pages 6-11 of this report project how CDBG funds will
be used in 2018.
Eligibility for many of the local programs is based on
gross household income limits set by HUD (see chart).
Households that meet the "Low-Income" limit also
may be eligible for the county's Home Improvement
Program. Housing counseling is provided free to all
Oakland County residents regardless of income.

Since 1968, equal access to rental housing and homeownership
opportunities IS THE LAW, Oakland County is committed to
ensuring fair and equal housing opportunities for all, Fair housing
laws guarantee all citizens equal opportunity in securing housing
of their choice regardless of race, color, sex, national origin, age,
marital status, religion, disability or family status. Laws apply to
the sale, rental, financing and advertising of housing nationwide.
.Karry Rieth, manager of the Oakland County Community & Home
Improvement Division, said the 50-year milestone should be
celebrated for the impact it has had on communities. "The Fair
Housing Act remains the foundation for the work we are doing
to promote fair, inclusive housing, free from discrimination for
all Oakland County residents through our housing and community development programs," Rieth said."Every year,
Oakland County and our participating local communities work to heighten public awareness of their protected rights
under fair housing laws." The Oakland County Community & Home Improvement Division can assist residents in cases

CERTIFIED liOUSING COUNSELORS
A recent change in federal law requires anyone who is
employed as a housing counselor to pass a two-hour
proctored exam no later than July31, 2020 There are
only a few hundred out of the nearly 4,500 counselors
in the nation who have passed the exam. Oakland
County's Community & Home Improvement Division
is now in the unique position of having three housing
counselors pass their HUD certification tests.
• Housing counselors provide information, education
and referral on a wide variety of housing topics They
deal with rental issues and educate families on the
homebuyer process and financial management—
including budgeting, credit and how to navigate the tax
and mortgage foreclosure process The counselors assist
families applying for mortgage modifications to avoid
foreclosure, including speaking with their lenders and
Michigan's Hardest Hit Program for tax and mortgage
foreclosure They also provide reverse mortgage
counseling for seniors.
• Free appointments are required for in-depth
counseling; although, staff will respond to specific
telephone inquiries The division completes 200 home
improvement jobs each year For information or to

Oakland County housing counselors can provide
referrals to various agencies for short-term help to
prevent homelessness or quickly rehouse individuals
through the Emergency Solutions Grant (ESG) program.
Financial assistance is available to help pay rent utilities
and moving expenses as well as security and utility
deposits. Housing relocation and stabilization services
also under the program include case management,
outreach and engagement and housing search and
placement Support is given:to area homeless shelter
providers for operations, Maintenance and essential
services. ESG funded emergency shelters in Oakland

HOME IMPROVEMENT PROGRAM
Qualified homeowners may receive loans of up to
$18,000 to make needed home repairs, including barrier-
free access and energy saving upgrades. There are no
monthly payments, and the total loan is due and payable
only when you no longer live in your home. Oakland
County staff is with you all the way from helping you
apply for the loan to overseeing all repair work and
paying pre-screened contractors.
To qualify, you must own and live in your own home in
Oakland County,* meet gross household income limits
set by the federal government (see page 2) and needed
improvements must be eligible under the program.
Repairs must result in the home being "decent, safe
and sanitary." Based on home improvement needs,
financial situation and availability of funds at the time

HOME IMPROVEMENT DIVISION - 2018 ANNUAL ACTION PLAN ACCEPTANCE FOR COMMUNITY
DEVELOPMENT BLOCK GRANT (CDBG), HOME INVESTMENT PARTNERSHIPS ACT PROGRAM
(HOME) AND EMERGENCY SOLUTIONS GRANT (ESG) PROGRAMS
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed the above referenced
resolution and finds:
1. Oakland County has received program year (PY) 2018 funding from the U.S. Department
Housing and Urban Development for the Community Development Block Grant (CDBG), Home
Investment Partnership Program (HOME), and Emergency Solutions Grant (ESG) grants for the
program year period of July 1,2018 through June 30, 2019.
2. The total grant award of $11,880,381 includes $8,832,963 in Federal funding for CDBG
$5439,436, HOME $3,066,105, and ESG $327,422 awards, $1,000,000 in estimated CDBG
Revolving Loan Funds, $1,395,870 in estimated HOME Program Income and $651,548 required
County match for HOME.
3. The Federal award of $8,832,963 is $1,305,125 more than the 2017 program year award of
$7,527,838.
Local County match of $651,548 (25%) is required for grant funding allocated to housing
rehabilitation and/or new construction activities for HOME, an increase of $156,530 over the PY
2017 County Match of $495,018
County Match of $651,548 is available in the Non Departmental Grant Match line item of the FY
2019 General Fund Budget.
Indirect costs associated with this grant are not paid due to administrative and planning limits.
The grant funds 50% of one (1) General Fund/General Purpose (GF/GP) Accountant III position
(1020615-02558) in the Management & Budget/Fiscal Services Division for grant accounting
services.
Grant funding continues to cover the following 22 Special Revenue (SR) positions in the
Economic Development & Community Affairs/Community & Home Improvement Division
(1090611): one (1) Community & Home Improvement (C&HI) Assistant position 5413, one (1)
Grant Compliance & Program Coordinator position 1370, four (4) Community and Home
Improvement (C&HI) Coordinator positions 1279, 3231, 3430, 6098, one (1) Supervisor C&HI
Administrative Services position 1371, two (2) C&HI Technician positions 3230,1768, two (2)
Supervisor C&HI positions 0999, 3182, three (3) Senior C&HI Specialist positions 3567,10806,
0730 one (1) Housing Counseling & Homeless Services Supervisor position 3354, two (2) C&HI
Field Technician positions 1457, 9578, one (1) Chief C&HI position 1708, one (1) Manager C&HI
position 0993, two (2) Senior C&HI Field Technician positions 2426, 9522, one (1) Student
position 5341.
The FY 2019— FY 2021 Special Revenue budgets are amended per the attached Schedule A. to
reflect the PY 2018 grant award of $11,880,381.

After the second resolved clause, add:
BE IT FURTHER RESOLVED acceptance of grant funding is contingent upon the Community and
Home Improvement Division developing and reporting to the Board of Commissioners an amended
future annual action plan within 90 days that would allow applicants to utilize grant funding to
access a broader variety of housing options, including a minimum of 20% of program funds for
rental and/or multi-family units.
