IN RE: SHERIFF'S OFFICE — FY2019 DRUG RECOGNITION EXPERT (DRE) CALL OUT
REIMBURSEMENT AGREEMENT — GRANT ACCEPTANCE
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the Sheriffs Office will receive funding from the Office of Highway Safety Planning (OHSP) for
the period of October 1,2018 through September 30, 2019; and
WHEREAS this grant funding will be used for the reimbursement of up to four hours of overtime to
Michigan certified Drug Recognition Experts (DRE) in good standing to respond to a request for service
related to drugged driving cases; and
WHEREAS no county match is required; and
WHEREAS the grant agreement has completed the Grant Review Process and is in compliance with
Miscellaneous Resolution #19006.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the
funding from the Office of Highway Safety Planning (OHSP) for the period of October 1, 2018 through
September 30, 2019.
BE IT FURTHER RESOLVED that the Chairperson of the Board of Commissioners is authorized to
execute the grant agreement and to approve any grant extensions or changes, within fifteen percent
(15%) of the original award, which are consistent with the original agreement as approved.
BE IT FURTHER RESOLVED that acceptance of this grant funding does not obligate the County to any
future commitment and continuation of this program is contingent upon future levels of grant funding.
BE IT FURTHER RESOLVED a budget amendment is not required at this time.

The captioned grant materials and grant acceptance package (which should include the Board of
Commissioners' Liaison Committee Resolution, the grant agreement/contract and this Sign Off
email containing grant review comments) may be requested to be placed on the appropriate
Board of Commissioners' committee(s) for grant acceptance by Board resolution.

The Office of Highway Safety Planning will allow for the reimbursement of up to four hours of overtime to all Michigan
certified DREs in good standing to respond to a request for service. Eligibility for overtime reimbursement is listed
below:
All DREs:
1. Required DRE call out documentation includes; ORE OT Daily, ORE Face Sheet, and a copy of the DRE's work
schedule
2. You must abide by the ORE requirements for a call listed in 2019 ORE Call Out Policy
3. The ORE Daily MUST be signed by a supervisor
4. Court time due to a DRE call out is not reimbursable
S. All required documentation must be received at one time
6. Mileage for personal vehicle usage is not reimbursable in 2019
7. This is a reimbursement grant. The agency will pay the overtime and must submit for reimbursement.
8. The authorized overtime rate is the officers overtime rate at the time including fringe benefits
a. *Fringe benefit costs that are fixed or a capped monthly amount, like health insurance and or
unemployment, cannot be charged to the grant. Only those fringe benefit costs that actually increase as
a result of hours worked on this overtime can be claimed for reimbursement. Usually, FICA, worker's
compensation and retirement.
9. Although we strongly encourage DREs to respond if available, signing this understanding does not mandate
the agency send their DRE when requested.
10. All agencies must be willing to abide by federal grant management requirements and Certifications and
Assurances.
Michigan State Police DREs:
1. Submit all required OT documentation to the State DRE Program Coordinator ONLY.
NON-Michigan State Police DREs:
1. Submit all required OT documentation to the State ORE Program Coordinator ONLY.
2. In addition to the DRE call out documentation, you must include a copy of the Officer Reimbursement
Spreadsheet and a copy of the General Ledger showing that activity.
a. The Officer Reimbursement Spreadsheet should match the General Ledger
b. Your financial department will have the General Ledger documentation detailing the exact payout for
that DRE call out activity.
c. The DRE call out docurrientation, Officer Reimbursement Spreadsheet and General Ledger must be
submitted at one time.
