On December 9, 2015 the Board of Commissioners for Oakland County entered into an agreement per MR #15296 –
Sheriff’s Office – Standard Law Enforcement Services Agreement with the Charter Township of Oakland, January 1, 2016 – December 31, 2016.
As required by Urban Cooperation Act 7 of 1967 - MCL 124.510(4), a copy of the signed agreement with the County of
Oakland and Charter Township of Oakland and the authorizing Board of Commissioners Resolution are enclosed for filing by your office.

CALL TO ORDER
The November 10, 2015 Regular Meeting of the Charter Township of Oakland Board of
Trustees was called to order by Supervisor Gonser at 7:01 PM in the Township Hall,
4393 Collins Rd., Rochester, MI.
PLEDGE OF ALLEGIANCE AND ROLL CALL
Supervisor Gonser led the reciting of The Pledge of Allegiance.
Deputy Clerk Neubeck called the Roll.

A quorum was present.
ANNOUNCEMENTS AND PROCLAMATIONS
Supervisor Gonser mentioned it was the 240th birthday of the Marine Corps and
reminded everyone that tomorrow is Veterans Day. He thanked all those who have
served and are currently serving our great country.

MOTION by Bailey, supported by Buxar to approve the Consent Agenda as amended.

MOTION by Buxar, supported by Ferriolo to add under Pending Business #8 Clinton
River Watershed Discussion of Next Steps.
Motion carried unanimously.
MOTION by Buxar, supported by Bailey to approve and affirm the Settlement
Agreement with the Clinton River Watershed Counsel and affirm the execution of the
Settlement Agreement by Interim Township Manager, Jamie Moore.
Motion carried unanimously.
MOTION by Giannangeli, supported by Buxar to approve the GenPower Generator
Inspection Agreements.
Motion carried unanimously.
PENDING BUSINESS
1. Public Hearing – 2016 Community Development Block Grant (CDBG)
Supervisor Gonser opened the Public Hearing at 7:20 PM.
The Board heard public comment from:

Supervisor Gonser closed the Public Hearing at 7:25 PM.
2. Building Department Request for Updated Engineering Fees

MOTION by Bailey, supported by Ferriolo to adopt the updated fees submitted by PEA
in its memo dated November 5, 2015.
Motion carried unanimously.
3. Safety Path and Trails Committee Request-SE Corner of Silverbell &
Brewster Roads.
MOTION by Buxar, supported by Ferriolo to approve the construction of an asphalt
safety path at 2451 Silverbell Road with necessary alignment connections on the
adjacent corner of Brewster Road by authorizing the Township Manager, upon
recommendation by the Safety Paths and Trails Committee, to approve the contractor,
contingent on all permits and easement documents executed to the satisfaction of the
Township Manager and legal consul.

Motion carried unanimously.
4. 2016 Sheriff Contract Approval & Request for 2 Additional Personnel
MOTION by Ferriolo, supported by Buxar to approve the Oakland County Sheriff’s
Office 2016 Law Enforcement Services Agreement and to authorize Manager Stuart to
sign.
Motion carried unanimously.
MOTION by Ferriolo, supported by Buxar to approve the request for two additional
deputies for the 2016 contract.
Motion carried unanimously.

6. Preliminary Draft 2016/17 Budget
The Board discussed the preliminary budget.
7. 401(a) Defined Contribution Plan Amendment
MOTION by Bailey, supported by Buxar to approve Resolution 15-16 Defined
Contribution 401(A) Plan.
Motion carried unanimously.
8. Clinton River Watershed Discussion of Next Steps
MOTION by Ferriolo, supported by Buxar to change the membership of the Mill Race
subcommittee.
Motion carried unanimously.
MOTION by Ferriolo, supported by Bailey to appoint Supervisor Gonser, Trustee Bailey
and Trustee Giannangeli to the Mill Race subcommittee.
Motion carried unanimously.

Mr. Stuart updated the Board on the following:

BOARD REPORTS & CORRESPONDENCE
Trustee Bailey – complimented on the great job done by our Parks and Recreation
Department.
He further commented on how impressed he is with Manager Stuart and how he has
exceeded his expectations.
Trustee Buxar – Daily Tribune noted that Oakland Township is amongst the safest in
Michigan.
She further commented that she is unable to arrange the Christmas party and is looking
for volunteers.
Supervisor Gonser – announced that there is a Veterans Day ceremony tomorrow at
Great Lakes National Cemetery at 11:00 AM.
He also commented on the letter received from MIOSHA.
Trustee Ferriolo – commented on the letter received from MIOSHA.
Trustee Giannangeli – wished the residents a Happy Thanksgiving.
Clerk Reilly – stated the Township had a 24% turnout of the registered voters for the
November 3rd election. County wide the turnout was 21.13%
