On December 9, 2015 the Board of Commissioners for Oakland County entered into an agreement per MR #15297 –
Sheriff’s Office – Standard Law Enforcement Services Agreement with the Charter Township of Orion, January 1, 2016 – December 31, 2016.
As required by Urban Cooperation Act 7 of 1967 - MCL 124.510(4), a copy of the signed agreement with the County of
Oakland and Charter Township of Orion and the authorizing Board of Commissioners Resolution are enclosed for filing by your office.

MINUTES, REGULAR MEETING, MONDAY, OCTOBER 19, 2015
1. – 2. CALL TO ORDER. The Charter Township of Orion Board of Trustees held a regular
meeting on Monday, October 19, 2015, at the Orion Township Hall, 2525 Joslyn Road, Lake
Orion, Michigan. Supervisor Barnett called the meeting to order at 7:00 p.m.
BOARD MEMBERS PRESENT: Chris Barnett, Penny Shults, Mark Thurber, Mike Flood,
Neil Porter, Donni Steele and John Steimel.
BOARD MEMBERS ABSENT: None

Pastor Tony Bryson from Lake Orion Baptist School gave the Invocation. All rose for the Pledge
of Allegiance, led by Lake Orion Baptist School Students.
3. RECOGNITION: Evan Krefski and Justin Sylvain were recognized for representing Lake
Orion in the International Jet Sports Boating Association World Finals Competition in Arizona.
Supervisor Barnett announced the upcoming Volunteer Recognition Event on Thursday, October
29, 2015 at the Orion Center.
4. APPROVAL OF BILLS. Moved by Clerk Shults, seconded by Trustee Steele to authorize
payment of bills in the amount of $465,971.61, and payrolls of $114,439.39, for a total
disbursement of funds in the amount of $580,411.00, as presented.
AYES: Porter, Steimel, Flood, Barnett, Shults, Thurber, Steele NAYS: None

5. BRIEF PUBLIC COMMENT. Public comment was heard.
6. APPROVAL OF AGENDA. Clerk Shults request the addition of the following three items
to Consent: Waiver of Temporary Sign Fee for Lake Orion Education Foundation; Peddler &
Solicitor License: Willie Wilson of Iowa Steaks; MTA 2016 Conference & Expo. Treasurer
Thurber requested Item 7B: Corridor Improvement Authority – Member Terms, and Item 7G:
Adopt Corridor Improvement Authority Bylaws to be moved from Consent to Pending.
Moved by Clerk Shults, seconded by Trustee Porter to approve the amended agenda, as
amended.

7. CONSENT AGENDA
A. Minutes, Regular Board Meeting, October 5, 2015. Approve as presented.
B. Accept Employee Resignation. Accept the resignation from Lisa Blackney from the
Treasurer’s office.
C. Request for Waiver of Temporary Sign Requirements: St. Joseph’s School Craft Show.
Grant the request for waiver of Section 6C of Ord. 138, Sign Ordinance (maximum square
footage), with the understanding that all other provisions would remain in effect, for a period of
30 days, beginning November 1, 2015.
D. Environment Resources Committee Ordinance 73 Recommendations. Approve OTERC
recommendation to authorize necessary resources to review Ordinance 73 – Solid Waste and
Recyclable Materials and bring back to the Board for further discussion and possible
amendment.
E. Fire Department Request: Fill Open Full Time Position. The Fire Chief is allowed to post
within the department to promote one individual to full time status, effective January 1, 2016.
F. Establish Polling Locations: Adopt the resolution, establishing all the polling locations in
Orion Township, effective December 31, 2015 for all elections thereafter; pending further Board
action.
G. Disability Policy Update: Adopt the policies, as presented.
H. Waiver of Temporary Sign Permit Fee: Lake Orion Education Foundation: Reduce the
fee for the annual sign permit to $25.00 for the Lake Orion Education Foundation.
I. Peddlers & Solicitors License: Willie Wilson, Iowa Steaks: Approve the application for a
Peddlers/Solicitors license from Willie Wilson of Iowa Steak Company.
J. MTA 2016 Annual Conference & Expo: Authorize any Township Board member to attend
the conference and pay the necessary fees and expenses.

8. PENDING BUSINESS
A. Property Assessed Clean Energy (PACE) Act Program Participation. Moved by Clerk
Shults, seconded by Trustee Flood, to request Lean & Green Michigan provide the Township of
Orion with a copy of the proposed resolution and contract. Once the proposed resolution and
contract has been received, authorize the Supervisor and Township attorney to initiate

negotiations with Lean & Green Michigan for purposes of creating a PACE program with the

B. OCSO Contract Extension. Moved by Clerk Shults, seconded by Trustee Porter to approve
the Oakland County Sherriff’s Office Contract, as presented.

C. Amendment to Ordinance 132, Parks & Recreation: First Reading. Moved by Clerk
Shults, seconded by Trustee Porter to declare the first reading held for the Amendment to
Ordinance 132, Parks and Recreation, and direct the Clerk to publish for the second reading and
possible adoption on November 2, 2015.

D. Schedule Budget Work Sessions. Moved by Clerk Shults, seconded by Trustee Flood to
schedule budget work sessions for Wednesday, October 28, 2015 at 6:00 p.m. at Township Hall;
Saturday, October 31, 2015 at 8:00 a.m. at Township Hall; and Thursday, November 12, 2015 at
7:00 p.m. at Fire Station 3, and direct the Clerk to post the dates.

E. PC-2015-26, Township Initiated Map Amendment and Rezoning Request, Heron
Springs Township Park. Moved by Clerk Shults, seconded by Trustee Steimel to declare the
first reading of PC-2015-26, Township Initiated Map Amendment and Rezoning Request,
Rezoning Heron Springs Township Park from Office Profesional-2 (OP-2) to Recreation-2
(REC-2) for vacant sidwell #09-35-200-028 and 09-35-200-029 to have been held on October
19, 2015 and direct the Clerk to publish for the second reading and possible adoption on
November 16, 2015.

F. CPR/AED Training. Moved by Clerk Shults, seconded by Trustee Flood to schedule

G. Corridor Improvement Authority – Member Terms. Moved by Clerk Shults, seconded by
Trustee Flood to adopt the following terms for the previously appointed CIA Board members:
