Romulus, MI 48174 The meeting was called to order at 7:30 p.m. by Mayor Pro Tem John Barden. Moved by Abdo, seconded by Makowski to approve the minutes of the special meeting of the Romulus City Council held on October 3, 2016; 7:15 p.m. study session, DUWA. Mayor’s Report: Jazmine Danci, Community Services Director, announced upcoming City events. 16-409 5A. Moved by Makowski, seconded by Roscoe to concur with the administration and authorize the mayor and clerk to enter into an Intergovernmental Agreement with Wayne County accepting $25,314.00 grant for improvements to the Romulus Athletic Center outdoor track. Moved by Roscoe, seconded by Crout to concur with the administration and authorize the adoption of a resolution to designate Kathy Ritter as the City’s alternate representative to the Alliance of Downriver Watersheds. Moved by Makowski, seconded by Roscoe to concur with the administration and authorize the adoption of a resolution to designate Kathy Ritter as the City’s alternate representative to the Alliance of Rouge Communities. Roll Call Vote: Ayes – Abdo, Barden, Choate, Crout, Makowski, Roscoe. Nays – None. Motion Carried Unanimously. 16-412 5C. Moved by Choate, seconded by Crout to concur with the administration and authorize the mayor and clerk to enter into an Intergovernmental Agreement with Wayne County for the Eureka Road Concrete Patching Project Phase II, between Vining Road and Wayne Road with an estimated cost share of $59,450.00 with a portion (50%) of our commitment required to be paid up front as a “working capital advance.” Roll Call Vote: Ayes – Abdo, Barden, Choate, Crout, Makowski, Roscoe. Moved by Makowski, seconded by Abdo to authorize to renew the annual Downriver Community Conference Membership dues for the City of Romulus in the amount of $4,750. Roll Call Vote: Ayes – Abdo, Barden, Choate, Crout, Makowski, Roscoe. Nays – None. Motion Carried Unanimously. 16-414 5E. Moved by Roscoe, seconded by Choate to concur with the administration and approve the appointment of Charles Pecsenye to the Police, Fire and Safety Commission with a term expiring July 22, 2018. Roll Call Vote: Ayes – Abdo, Barden, Choate, Crout, Makowski, Roscoe. Nays – None. Motion Carried Unanimously. 16-415 5F. Moved by Roscoe, seconded by Crout to concur with the administration and authorize the closure of Hunt Street from Bibbins to Goddard Road beginning at 4:00 p.m. on Friday, October 14, 2016 and ending at 8:30 p.m. on Friday, October 14, 2016 for the Community Services Department Family Fall Fun Festival activities. Roll Call Vote: Ayes – Abdo, Barden, Choate, Crout, Makowski, Roscoe. Nays – None. Motion Carried Unanimously. Clerk’s Report: Clerk Ellen Craig-Bragg announced that Tuesday, October 11, 2016 is the last day to register to vote for the November Election. 16-416 6A1. Moved by Makowski, seconded by Roscoe to approve second reading, final adoption of Ordinance Amending International Property Maintenance Code, Appendix A, Board-Up Standards for Open and Unsecure Structures. This ordinance was introduced at the Council meeting of Monday, September 26, 2016. Roll Call Vote: Ayes – Abdo, Barden, Choate, Crout, Makowski, Roscoe. Nays – None. Motion Carried Unanimously. 16-417 6A2. Moved by Abdo, seconded by Roscoe to schedule a public hearing on Monday, October 24, 2016 at 6:30 p.m. to hear comments on an application from FCA US LLC, 16950 Pine, Romulus, MI for an IFTE Certificate (tax abatement). Roll Call Vote: Ayes – Abdo, Barden, Choate, Crout, Makowski, Roscoe. Nays – None. Motion Carried Unanimously. 16-418 6A3. Treasurer’s Report: 16-421 6B1. Moved by Roscoe, seconded by Choate to concur with City Treasurer, Stacy Paige, and approve an Agreement for I.T.
