The April 12, 2016 Regular Meeting of the Charter Township of Oakland Board of
Trustees was called to order by Supervisor Gonser at 7:00 PM in the Township Hall,
4393 Collins Rd., Rochester, MI.

expenditure of funds to approve the roads so named.

5. Millage Rates & Ballot Language
MOTION by Langlois, supported by Bailey to approve the following proposed language
for Police millage renewal as follows:
PROPOSED LANGUAGE FOR POLICE MILLAGE RENEWAL
Shall the Charter Township of Oakland be authorized to renew the previously
authorized levy of 1.7193 mills for a period of six (6) years, starting with the December
2017 levy to be disbursed to Oakland Township for the purpose of providing police
services; including equipment, operating costs, officer quarters and personnel costs in
the Township? This proposed millage is a renewal of previously authorized millage for
the above stated purpose. Approval of this proposal would renew the tax limitation
increase of approximately $1.7193 per $1,000 of taxable value on all taxable property in
the Township. It is estimated that this proposal would result in the authorization to
collect $2,224,309.80 in the first year, if approved and levied.

MOTION by Ferriolo, supported by Buxar to approve the following proposed language
for Safety Path and Trails millage renewal as follows:
PROPOSED LANGUAGE CHARTER TOWNSHIP OF OAKLAND
SAFETY PATH AND TRAILS NETWORK MILLAGE RENEWAL
Shall the Charter Township of Oakland be authorized to renew a levy up
to 0.17 mills for a period of ten (10) years, which represents a reduction of
the current levy of 0.2406, starting with the December 2017 levy to provide
funds for the construction and maintenance of a network of safety paths,
trails, and boardwalks to provide healthy recreational opportunities and
safe routes to schools, parks, and neighborhoods in the Township; and
acquisition of property and right-of-way for such purposes? Approval of
this proposal would authorize a tax limitation levy of 0.17 mills on all
taxable property in the Township. Approval of this proposal would
authorize the levy of approximately $0.17 per $1,000 of taxable property in
the Township. It is estimated that this proposal would result in the
authorization to collect up to $222,454.15 in the first year if approved and
levied.

MOTION by Ferriolo, supported by Bailey to approve the resolution relative to the Parks
and Recreation millage renewal language to be placed on the August 2, 2016 ballot as
follows:
PROPOSED PARKS AND RECREATION MILLAGE RENEWAL
Shall the Charter Township of Oakland be authorized to renew the current levy of 0.7307
of one mill for a period of ten (10) years beginning with the December 2017 levy for the
purpose of providing funds to be used for the support of the Oakland Township Parks and
Recreation Commission for acquisition, maintenance, operation, improvement and
management of Township parks, recreation areas, facilities, programs, recreation, and
services. Approval of this proposal would renew the tax limitation levy of 0.7307 mills on
all taxable property in the Township. Approval of this proposal would authorize the levy
of approximately $0.7307 per $1,000 of taxable property in the Township. It is estimated
that this proposal would result in the authorization to collect up to $945,418.01 in the first
year if approved and levied.

MOTION by Bailey, supported by Ferriolo to approve the resolution relative to the Older
Persons Commission transportation millage renewal language to be placed on the
August 2, 2016 ballot as follows:
PROPOSED LANGUAGE FOR OLDER PERSONS COMMISSION
MILLAGE
(Pursuant to MCL 211.24f(5), the township is authorized to submit a single question
asking for the renewal of a millage and an additional millage so long as the additional
millage is not greater than 0.5 mills. The2006 ballot approved 0.09 mills, the OPC
would like to renew that millage plus add an additional .01 mills for a total millage of 0.1
mills. As the difference between these two is less than .05 mills, the township may
pursuant to statute, request for a renewal of the present millage and additional 0.01 mils
in one ballot question.)
Shall the Charter Township of Oakland renew and continue to levy 0.09 mills ($0.09 per
$1,000) and also levy a new additional 0.01 mills ($0.01 per $1,000) for a total of 0.1
mills ($.10 per $1,000) to provide funds to the Older Persons Commission to enable it to
maintain or increase handicapped and senior transportation services, on the taxable
value of all property assessed for taxes in the Township for ten (10) years, beginning

with the December 2016 levy, which will provide an estimated revenue of $124,624.18 if
levied in full in the first year of such levy?

The Board discussed paying an incremental amount requested by the OPC with funding
from the General Fund.
MOTION by Langlois, supported by Buxar to direct the Township Attorney to prepare
the millage language for the Board to consider at its next meeting for a straight renewal
of the OPC transportation millage at the current level of 0.09 mills.

6. Agreement for CLEMIS (IT Services) with Oakland County

Services) with Oakland County.

7. Renewal of Contract for Assessing Services with Oakland County
MOTION by Langlois, supported by Bailey to approve the renewal of Contract for
Assessing Services with Oakland County.
Motion carried unanimously.
MOTION by Buxar, supported by Bailey, to authorize the Supervisor and Clerk to sign
the Contract for Assessing Services with Oakland County.
Motion carried unanimously.
8. SAD Request Stonehedge Estates Subdivision

9. Township Manager’s Performance Form Discussion
MOTION by Bailey, supported by Ferriolo to direct the Township Manager to provide the
Board, within a week, his personal evaluation and the Board will then complete its’
evaluation. The Township Attorney will notify the Manager of his review on the night of
the meeting.
Motion carried unanimously.
MOTION by Langlois, supported by Buxar to hold the Township Manager review at the
April 26th meeting in closed session subsequent to the regular meeting.

She further reported that while attending her Clerk’s Conference the week of March
20th, it was mentioned that more townships are going to a manager’s style government
type.
Treasurer Langlois – had nothing to report.
Trustee Bailey – announced that the annual Clean Scene event is scheduled for May
7th.
Trustee Buxar – gave an updated tonnage total for the RCOC Gravel & Limestone
Program.
Supervisor Gonser – reported on the Legislative Day he attended in Lansing.
