Allegan Lansing, MI 48918 Dear Office of the Great Seal: On July 20, 2016 the Board of Commissioners for Oakland County entered into an agreement per MR #16163 – Department of Information Technology/CLEMIS Division – Livescan System Upgrade Interlocal Agreement with the County of Washtenaw. As required by Urban Cooperation Act 7 of 1967 - MCL 124.510(4), a copy of the signed agreement with the County of Oakland and the County of Washtenaw, and the authorizing Board of Commissioners Resolution are enclosed for filing by your office. Rozell, CERA Director of Elections Cc: Pat Davis, Corporation Counsel, Oakland County Donna Dyer, Corporation Counsel, Oakland County Kim McCabe, Project Specialist – CLEMIS Division Enclosures A RESOLUTION AUTHORIZING THE COUNTY ADMINISTRATOR TO SIGN THE 2015 HOMELAND SECURITY GRANT PROGRAM INTERLOCAL FIDUCIARY AGREEMENT WITH MACOMB COUNTY FOR THE PERIOD OF SEPTEMBER 1, 2015 THROUGH MAY 31, 2018 IN THE AMOUNT OF $471,148 TO REIMBURSE WASHTENAW COUNTY FOR APPROVED HOMELAND SECURITY PLANNING, TRAINING, EQUIPMENT AND PERSONNEL EXPENSES; AND AUTHORIZING THE ADMINISTRATOR TO SIGN THE DELEGATE CONTRACTS WASHTENAW COUNTY BOARD OF COMMISSIONERS March 16, 2016 WHEREAS, Washtenaw County has received pass-through funds supporting Emergency Management operations since 1979; and WHEREAS, Washtenaw County has received homeland security grant funds to purchase Weapons of Mass Destruction response equipment, enhance emergency planning and coordination, improve disaster exercise design and participation, and for local hospitals and public health preparedness activities since 2001; and WHEREAS, the United States Department of Homeland Security has created these pass-through grants to reimburse Emergency Management jurisdictions, through state agencies, for approved homeland security project expenses; and WHEREAS, Washtenaw County’s 2015 homeland security allocation is $471,148 for approved homeland security projects that will continue to improve our response capability; and WHEREAS, the Washtenaw County Homeland Security Task Force has developed and unanimously recommended 10 projects to enhance Washtenaw County’s preparedness for acts of international and domestic terrorism, and emergencies in general; and WHEREAS, this agreement will fund 2.5 FTE positions in the Sheriff’s Office Emergency Services Division; and WHEREAS, the Southeast Michigan Urban Area Security Initiative board has selected Macomb County to act as grant fiduciary for the entire region; and WHEREAS, the Sheriff’s Office Emergency Services Division in conjunction with the Homeland Security Task Force and the regional fiduciary will jointly administer this agreement; and WHEREAS, this matter has been reviewed by Corporation Counsel, Human Resources, the Finance Department, the County Administrator’s office, and the Ways & Means Committee NOW THEREFORE BE IT RESOLVED that the Washtenaw County Board of Commissioners hereby authorizes the County Administrator to sign the 2015 Homeland Security Grant Program Inter-local Fiduciary Agreement with Macomb County for the period of September 1, 2015 through May 31, 2018 for $471,148. BE IT FURTHER RESOLVED that the Board of Commissioners authorizes the Administrator to sign delegate contracts in conformity with the application/award upon review of Corporation Counsel, to be filed with the County Clerk.
