SYNOPSIS CHARTER TOWNSHIP OF HIGHLAND REGULAR BOARD OF TRUSTEES MEETING 205 N. JOHN STREET – HIGHLAND, MICHIGAN March 23, 2016
The Regular Board of Trustees meeting was called to order at 6:30 p.m. Roll Call: Present: Rick Hamill, Mary L. McDonell, Judith A. Cooper, Mary Pat Chynoweth, Charles Dittmar, Brian Howe, Russ Tierney Absent: none Visitors: 27
Approval of Agenda: Approved with removal of items 8.i. and 8.k. Consent agenda approval: Approve: March 9, 2016 Regular & Confidential Board Minutes. Receive and
File: February 2016 Building Department Report, February 2016 Treasurer’s Report, February 17, 2016 and
March 2, 2016 Zoning Board of Appeals Minutes- approved. Announcements and Information Inquiry:
a. Township Offices Closed Friday, March 25, 2016 In Observance Of Good Friday
b. Curb Side Compost Pick Up Begins Friday, April 1, 2016 c. Joint Board and Planning Commission Meeting 7:30 pm, April 7, 2016 In The Highland Activity Center
d. There will be a meeting on April 4th at 59 West to show the proposals for the former Middle School property. e. Presentation by Diane Pearson regarding Community Round Table Survey
f. Public Comment: Superintendent Baker explained the process Huron Valley Schools is undergoing regarding the Highland Middle School property. He explained that the School Board has requested a real estate evaluation and it is premature to think that they would accept either proposal they had
received for the property. Pending Business: a. Consider Approval of Employee Tuition Reimbursement Policy (tabled 3/9/2016) – discussed and
tabled. b. Closed Session Regarding Confidential Attorney/Client Privilege Opinion on Transportation
Intergovernmental Agreement (IGA) With Milford Township and Milford Village – closed session from 7:01
to 8:08 p.m. New Business:
a. Consider Approval of Resolution 16-09: Participation In Safe Routes To School Grant Program –
approved. b. Consider Renewal of Oakland County Sheriff's Marine Patrol Services Agreement for 2016-2018 –
approved.
c. Consider Approval To Purchase New Copy Machine For Fire Station 1 – tabled. d. Consider Approval of 2016 Oakland County Dust Control Program – approved four applications
Township-wide at cost of $35,731.28 and reimbursement of lesser amount of $.235 per lineal foot or 50% of total bill for private roads. e. Consider Approval of Resolution 16-08: To Authorize West Nile Virus Fund Expense Reimbursement
Request – approved. f. Consider Approval of Resolution 16-10: To Approve Bank Depositories For 2016 – approved. g. Consider Approval for Highland Activity Center Administrative Assistant to Increase hours to full time –
approved increase in hours for Valerie McCarty to full-time effective April 6, 2016. h. Consider Approval of Application for Michigan Arts Council Grant Request for Funds to Paint Murals on
the Interior and Exterior Walls of the Activity Center – approved.
i. Consider Renewal Of Metro Act Permit With McLeodUSA – removed from agenda. j. Consider Approval of Preparation of Drawings & Specifications for Cable & Secure Cabinet Installation
and Preparation of RFP by Gracon For $2,500.00 – tabled.
k. Consider Approval of Amendments to Personnel Policy Concerning Attendance and Punctuality– removed from agenda. List of Bills- March 23, 2016 – approved with additions.
Public Comment: request for plaque at Duck Lake Pines in honor of Jackson Lyons. Adjourned at 9:12 p.m.

Office – Marine Patrol Services Agreement in the Charter Township of Highland 2016-2018.
As required by Urban Cooperation Act 7 of 1967 - MCL 124.510(4), a copy of the signed agreement with the County of Oakland and the Charter Township of Highland, and the authorizing Board of Commissioners Resolution are enclosed for
filing by your office.
