As required by Urban Cooperation Act 7 of 1967 - MCL 124.510(4), a copy of the signed agreement with the County of Oakland and the City of Keego Harbor and the authorizing Board of Commissioners Resolution are enclosed for filing by your office. Patty from Orchard Lake Art Show is on July 30th and 31st, 2016 and would like to invite everyone to come and enjoy the fine art vendors that make the art show a success each year. Chris Smith Willow Beach informed council she was not in favor of the walking path from Cass Lake next to the upholstery store going towards Fran Leaf Park. Ayes: 5 MOTION CARRIED REGULAR AGENDA: • Contract for OC Equalization Assistance Service with the City of Keego Harbor Council discussed the contract renewal with Oakland County Equalization who does the city assessing, Board of Review and work with our city attorney on the Michigan tax tribunal cases. This is a 3 year contract, which will expire June 30, 2019. Tracy Jones, Oakland County Equalization mentioned that the city records are kept at city and they are updated annually with changes and new information. Assess all the new and major remodel homes in Keego Harbor and works with the city regarding questions and research information that is needed. Resolution to approve the contract for Oakland County Equalization Division Assistance Services for all assessing needs from fiscal year July1, 2016 through June 30, 2019, by Council Member Yoder seconded by Council Member Kalman. Ayes: 5 MOTION CARRIED Motion by Council Member Yoder to add a topic for potential option for the vacant property known as 2364 Fordham; seconded by Mayor Pro Tem Rubin. Ayes: 5 MOTION CARRIED • Lot Split 2841 Stennett, lot 199 & lot 200, parcel number 18-01-159-023. Council indicated that lot split for 1241 Stennett, lots 199 & 200 owner requesting to split the lots and create 2 parcels. City Planner Sabo recommends approval of the lot splits they will be two conforming and buildable lots. T.J. Garrett is representing her father Donald Ashbeck who owns the lot and is requesting to split the lots. The lots will be sold and 2 new homes will be built. Motion to approve the lot split for 12841 Stennett lots 199 & 200, to have a separate parcel identification number on each lot; by Council Member Kalman; seconded by Council Member Berman. Ayes: 5 MOTION CARRIED Approved 6/16/2016 3 Council Meeting 4/21/2016 • Amendment to Lake Access and Docking Regulations, Chapter 25, Waterways Section 25-53 Ordinance City Attorney Ryan indicated this ordinance amendment was before council a few months ago. Before you is the amended ordinance which indicates that property owners who owns property on Cass Lake and canal would use the Cass Lake waterfront to place a dock and watercrafts. There have been issues with watercrafts impeding and watercrafts have a hard time navigating through the canal and this should help keep the canal clear for passage. Open to the public for comment: Cory Mullins - 2184 Park Circle, indicated he is in favor of this ordinance. Michael Sawula - 2174 Park Circle, does not agree with this ordinance favor of this ordinance since he would be affected by this ordinance. He puts a small dock in on the canal side to block an area for his son to swim. David Emerling 1896 Cass Lake Front some people think first come first serve when putting their docks and watercrafts in the canal. Ted Wade – Wards Point, Orchard Lake, indicated it’s hard for 2 boats to pass at the same time in the canal when you have wider boats, need a no wake zone through the canal. Closed to the public Council discussed watercrafts going to fast through the canal and during winter snowmobilers race through the canal. Officer Cote mentioned this ordinance intent was to avoid impeding of navigation, no wake signs need to be posted in the canal. There have been tickets written for impeding navigation. Motion to approve Ordinance # 459, Ordinance to amend City of Keego Harbor Municipal Code, Chapter25-53, Lake Access and Docking Regulations to be Amended adding Property owners with direct lake access to Cass Lake shall exclusively us that access for the docking of their boats or watercraft by Council Member Berman; seconded by Mayor Pro Tem Rubin. Ayes: 5 MOTION CARRIED • CDBG Reprogramming Manager Voll indicated this reprogramming is to add language of “resilient ground covering for existing playgrounds for 2014 funds and “Fran Leaf Park upgrade playground equipment and connect the accessible routes and facilities install resilient surfacing for existing playgrounds for 2015 funds. Ayes: 5 MOTION CARRIED • Budget Amendment for DTE Tree Grant tree plantings this fiscal year with reimbursement next fiscal year. Manager Voll notified Council that the tree grant the purchases will happen in 2015/2016 fiscal year and the reimbursement through the grant reimbursement program will be in 2016/2017. • 2016 Road Preservation Program, resurface and seal cracking Council discussed the information that Chris Swift provided from ASI on the street rating of the city roads. Cass Lake Road South was missing from the rating sheets and would like to know how much it would cost to do the whole road or from Orchard Lake Road to Pridham and Orchard Lake to Summers Street. Manager Voll would ask for the information for next month meeting and ask Chris Swift to be at May Study Session Meeting for questions and answers. • Discussion on Future of Keego Harbor Business District – Master Plan Update Council discussed having the Master Plan updates since it hasn’t been reviewed since 2006 and for City Planner Sabo, Wade Trim, to give us a cost quote to update the Master Plan. • SMART Credits for Memorial Day Parade Buses Manager Voll indicated this for the 2 buses for the annual Memorial Day Parade for transporting parade volunteers, residents back to the starting site from City Hall to Abbott Middle School. Motion to approve up to 2 buses for the transportation service from City Hall to Abbott Middle School for parade members, volunteers and residents. Ayes: 5 MOTION CARRIED • Ratify the purchase of tires for the DPW Backhoe Manager Voll indicated the backhoe tires have bulges in some of the tires from use and age. Seeing that it was an emergency with council consensus the tires were replaced with new turf friendly tires, which won’t make such big ruts in the lawn. Motion to ratify the purchase of 4 new tires for the city’s backhoe by Council Member Kalman seconded by Council Member Yoder. Ayes: 5 MOTION CARRIED • Banner Permit Approval o Team Keego Memorial Day Parade Banner Mayor Newberry indicated this is for the annual banner request for the Memorial Day Parade by Team Keego. Approved 6/16/2016 5 Council Meeting 4/21/2016 Motion to approve the banner sign permit for the Memorial Day Parade by Team Keego Council Member Kalman; seconded by Council Member Yoder. Ayes: 5 MOTION CARRIED o Orchard Lake Fine Art Show Mayor Newberry indicated this is for the annual banner request for the Orchard Lake Fine Art Show. Motion to approve the banner sign permit for the Orchard Lake Fine Art Show by Council Member Berman; seconded by Council Member Yoder. Ayes: 5 MOTION CARRIED • Potential option for the vacant property known as 2364 Fordham; Council discussed the offer to purchase the vacant land the city owns known as 2364 Fordham received an agreement which will be forwarded to City Attorney Ryan for review with $1,000 down payment. Motion for Manager Voll to accept the contract, which will be reviewed and approved by Attorney Ryan in the amount of $11,000 by Council Member Rubin seconded by Council Member Berman.
