On February 21, 2018 the Board of Commissioners for Oakland County entered into an agreement per MR #18038 –
Sheriff’s Office – Police Dispatch Service Agreement with the City of Lake Angelus, April 1, 2018-March 31, 2021.
As required by Urban Cooperation Act 7 of 1967 - MCL 124.510(4), a copy of the signed agreement with the County of Oakland and the City of Lake Angelus, and the authorizing Board of Commissioners Resolution are enclosed for filing by
your office. Send confirmation of receipt of this agreement to:

LAKE ANGELUS CITY COUNCIL MINUTES
May 8, 2018

Mayor McNew opened the meeting at 7:00 p.m. with the Pledge of Allegiance.
Dennis Mitchell moved to approve the April 10 minutes as noted. Joe Hilger seconded and the
motion passed unanimously.
Dennis Mitchell moved to approve the March 27, 2018 minutes of the continuation of the Zoning
Board of Appeals from 3-13-2018. Gary Parlove seconded and the motion passed unanimously.
Dennis Mitchell moved to approve the March 13, 2018 minutes. Gary Parlove seconded and the
motion passed unanimously.
Annual Report/Update on Waterford Fire Department/John Lyman Chief
1. The department has 9 stations, 4 in Pontiac and 5 in Waterford.
Station 6 takes care of the east side of Lake Angelus and Station 2 takes care of the west
side of Lake Angelus
2. Two new fire trucks are ordered and will be received next month. These are the first new
fire trucks since 2002.
3. ISO does an important evaluation which effects all of our insurance rates. Waterford Fire
currently has a “4” rating which made a very big difference in the rates of insurance in
Lake Angelus. A new rating may be announced soon.
4. New “push and pull” CPR machines are in every ambulance
5. Grant writing has been very important for the department. The department is hoping for
a one-year Safer Grant extension to keep the 39 fire fighters hired using this grant.
6. Water supply for Lake Angelus is reviewed and changes are made. Every truck has the
Lake Angelus water plan.
7. There was discussion about possible discrepancies in the Lake Angelus Police report and
the Waterford Fire report on the number of dispatches. Both parties agreed this needs to
be addressed. Sometimes a citizen will call the LAPD rather than 911. Sometimes there
are cancellations. Waterford and the LAPD will try to resolve these discrepancies and
provide citizens with the correct party to call for the correct problem. And to make sure
Oakland County Dispatch, Waterford Fire, and Lake Angelus agree.
Resident/Mayoral Comments, pending Actions:
1. Kudos on the Little Free Library, Debbie and Paul McDowell
2. NoHaz event was at Oxford Middle School on April 28th. Gretchen Hurlburt invites
participation in the next NoHaz event, June 23, 2018 at Oakland University
3. No news is good news on Senate Bills 626 and 627

4. Attorney Fisher and Building Official Brian Keesey are working with Brad and Jay
Hibbard regarding the vacation of a City easement in Pontiac and ramifications for Lake
Angelus. A deed restriction or purchase has been suggested.
5. Many thanks on berm clean-up, Joe Hilger.
6. Speed limits are not being reduced on gravel roads.
7. Heidi Hoyles requested that water skiers be able to go at no wake speed on weekdays to
the waterski course at 7a.m. for the 2018 season. Joe Hilger so moved, Gary Parlove
seconded and the motion passed unanimously.
8. Joe Hilger will check on getting faucets and pipes working at the tennis courts and report
next meeting.

LAPD is working with new hires. Rebecca List and Mark Darby are long time experienced
officers. Another new hire will be soon after background check is completed.
Projects: grant for vests (some expired), new Tahoe ordered, vehicles being repaired, review of
defibrillators, fire extinguisher updating, boat and dock in, training on CPR, firearms. On 6-23
arranged to have WWAM clean up berm.

Joe Hilger is working on the security project at the LAPD building.
Boating rules need to be published in angelus. For example, under state law not having an MC#
is a misdemeanor. As a city in the state of Michigan we are bound to enforce state laws.
Reminder: to operate a boat on Lake Angelus boaters need a 2019, 2020, or 2021 sticker.
It is recommended that the LAPD keep a log in the boat and in the station to record warnings to
boaters. Then a written warning can be made by Chief Farley.
Dennis Mitchell moved to extend the meeting by one hour to 10:00 p.m. Joe Hilger seconded
and the motion passed unanimously.
A meeting was held with Oakland County Sheriff Dispatch to protest the increase in rates for
Lake Angelus. The department refused to offer an alternative. Joe Hilger moved to approve the
Sheriff Dispatch Agreement, Dan Jenaras seconded the motion and it passed unanimously. The
agreement will be signed and given to Treasurer, Julie Frakes.

Building and Permits:
New Building and Zoning Applications An electric permit was issued for 1173 N Lake
Angelus Road for a septic pump/alarm. A lot split application was submitted for 2175/2177 N
Lake Angelus Road. A plumbing permit was issued for 1160 Lake Angelus Shores. A
mechanical permit was issued for 2360 Lake Angelus Lane. A mechanical permit was issued
for 2200 Lake Angelus Shores. A building permit was issued for 2445 N Lake Angelus Road
for the new home. Soil erosion permits will be pulled before construction on the home can
begin. The Jaegar seawall SLU will need to be noticed. Brian Keesey will notice.
Ongoing Building and Zoning Activity
1. 355 Gray Woods Lane – Incarnati Addition Work is continuing in accordance with plans.
There was an inquiry about the stonework that has been arranged on the lawn – the stone
is being installed on the interior of the structure and is only being temporarily staged
outside for material selections. The Building Official will continue to monitor the site.
2. 385 Gray Woods Lane – Residence Work is continuing as expected. The Building
Official has been discussing the project with the architect and builder and has conducted
a pre-rough walkthrough to give feedback to the builder on expected
alterations/requirements.
3. 525 Gray Woods Lane – Greenlee Residence Final C of O is contingent upon several
railings that have yet to be installed and approved by the Building Official. The
temporary dock, as installed last year, was ruled not in compliance with the Zoning
Ordinance by the ZBA. The owner’s representatives have filed an appeal of this decision
with the courts. We are also anticipating a variance application to be submitted by the
owner’s representatives, although the basis/context for the variance request is unknown at
this time. There are some drain pipe problems which need to be addressed.
4. 2360 Lake Angelus Lane – Matisse Residence Progress continues to be made on the
interior and exterior of the home. Work is as expected.
5. 2384 Lake Angelus Lane – Haines Dredging We are in receipt of a dredging permit from
the DEQ, in which approximately 25 yards of soil will be removed from the lake bed and
will be placed above the seawall, where it eroded from in the first place. As this project
will not result in changes to the seawall or changes in the natural grade of the property
within the 50-foot setback, we do not find Special Land Use approval is required.
6. 2175/2177 N Lake Angelus Road – Howlett Property We have begun to process the
requested land division, which will divide a single property with two homes on it into
three distinct properties. The properties will each comply with the lot width standards for
properties in the City, but we need additional information to complete the request.
7. 2405 N Lake Angelus Road – Johnson Property We continue to hold the site completion
bond until we can confirm the site plan has been implemented and all site elements have
been inspected.
8. 2445 N Lake Angelus Road – Fair Residence The Building Official has approved the
building plans for the new home. We have requested the submission of a soil erosion
permit application; once we are in receipt of this and protections have been put in place,
construction may begin.
9. 1160 Lake Angelus Shores – Welsh Residence Interior renovations are continuing as
expected.
10. 2204 Lake Angelus Shores – Roth Residence Construction is ongoing in accordance with
the plans.

Administrative Approvals- We have been in communication with the owner of 2120 Lake
Angelus Shores regarding the installation of privacy screens on an existing deck. There are no
compliance issues with the proposal, so we have approved her plans from a zoning perspective.
General Activity and Open Planning Items
1. Additional progress has been made on the revised lakefront setback ordinance draft, and
the Planning Commission is coming close to a final draft. We have provided map
information that was requested to analyze some situations the ordinance should address
and will discuss again later this month.
2. We presented a draft of the Construction Code of Conduct one-pager that the Planning
Commission previously discussed, and several amendments were requested. This, too,
will be on the May Planning Commission agenda.
3. Now that it is back on the market for sale, we have taken several calls on parties
interested in the Fisher property on Lake Angelus Road regarding zoning restrictions
applicable to the property. We will continue to monitor activity and ensure that any
change to the property is compliant from an ordinance standpoint.
In addition to the project above, the following items require additional follow-up or may be
discussed for future consideration:
1. Lake-side setbacks – Planning Commission to review.
2. Dock Regulations – As requested by Zoning Board of Appeals.
3. Boat launch seawall – awaiting information from American Marine.
4. Construction Code of Conduct / Policies – Planning Commission to review.
5. Building bulk standards / bonus room standards – Planning Commission to review.
6. Fee schedule – Analysis ongoing.
7. Lighting Standards – Analysis ongoing.
8. Noise nuisances – Analysis ongoing.
9. Chapter 1220 – outdated Michigan Planning and Zoning act references. Will be
addressed concurrently with other amendments because they do not require significant
discussion.
10. Short-term rentals – analysis ongoing.
The Greenlee dock, 1450 square feet of dock was put in during the 2017 season, violating the
Lake Angelus dock ordinance. A letter was sent to the Greenlees and ignored. Much legal
expense has already been expended and will continue to need to be expended regarding this
matter.
Dennis Mitchell moved to extend the meeting by 1 hour to 11:30 p.m. Gary Parlove seconded
and the motion passed unanimously.
Gary Parlove moved to allow 950 square feet of dock, 750 for the dock and 200 for the already
existing platform as long as there are no future law suits regarding docks by the Greenlees. Dan
Jenaras seconded the motion and the motion passed unanimously. A time limit by which the
Greenlees must respond will be given by Attorney Fisher after which fines for violation will be
issued.
Clerk Report
1. Boating rules and equipment need to be published in angelus.
2. Harlo printing plans to have “red” books done by end of July.

3. Absolute Shreds will take care of shredding of filing project discards.
4. Dates for primary and general elections are August 7, 2018 State Primary and November
6, 2018 for general election.
5. Last day for voter registration:

Environmental Board: Dennis Mitchell
We have a healthy lake when compared to other lakes by the Cooperative Lakes Monitoring
Program. Thank you to Linda Daniels for spearheading this effort. The lake survey will be done
at the end of May for weed assessment. Two issues were brought up, noise of lawn mowers on
Sunday and seagulls. No recommendations were made.
Insurance: Dennis Mitchell
Working with insurance company on repair of vehicle.
Treasurer:
1. Financials: the goal is 83% and we are at 59% but that will change with the proposed
amended budget.
2. County has unlocked 2018 tax and assessing databases. Kim Harper and Julie will need
to ensure Lake Angelus is balanced, then can begin 2018 tax year.
3. Budget for 2018-2019 budget will be submitted for approval at the June meeting, public
hearing.

unanimously.

The Recommended Amended Budget was reviewed. Dennis Mitchell moved to approve the
amended budget. Dan Jenaras seconded the motion and it passed unanimously. The next month
meeting will be the public hearing on the 2018-2019 budget.

and it passed unanimously.
The next Council meeting will be June 12, 2018, 7 p.m. City Hall.
