DEMOCRATIC CAUCUS MINUTES
April 2, 2019
Meeting called to order by Caucus Chairperson Gary McGillivray at 6:04 p.m. in the Courthouse Committee
Room A, 1200 N. Telegraph Road, Pontiac, Michigan.
Roll called.
COMMISSIONERS PRESENT: Gershenson, Jackson, Luebs, Markham, McGillivray, Miller,
Nelson, Powell, Quarles, Woodward, Zack. (11)
EXCUSED ABSENCE WITH NOTICE: None. (0)
Quorum present.
No one addressed the Caucus during public comment.
Pledge of Allegiance.
Moved by Miller seconded by Markham the minutes of the March 14, 2019 Caucus be approved.
A sufficient majority having voted in favor, the minutes were approved.
The members of the Caucus discussed the Board Agenda.
Commissioner Luebs addressed the Caucus regarding Healthy Communities and Environment Committee
item c. entitled: Parks and Recreation Commission – Approval of Operating Agreement with the Michigan
Department of Natural Resources for an Off-Road Vehicle Park in Groveland and Holly Townships.
Commissioner Luebs addressed the Caucus regarding Healthy Communities and Environment Committee
item b. entitled: Department of Health and Human Services/Health Division – 2019 Michigan Medical
Marihuana Operation and Oversight – Grant Acceptance.

Commissioner Zack addressed the Caucus regarding Finance Committee item a. entitled: Department of
Management and Budget – Fiscal Year 2019 First Quarter Financial Forecast and Budget Amendments.
Commissioner Zack addressed the Caucus regarding Finance Committee item b. entitled: Corporation
Counsel – FY 2019 Michigan Indigent Defense Commission Grant Program Acceptance.

Committee item a. entitled: Board of Commissioners – Appointments to the Oakland Community Health

Commissioner Powell addressed the Caucus regarding the National Association of Black County Officials
Conference, the National Association of Counties Conference and the Michigan Association of Counties
Conference.

Commissioner Miller addressed the Caucus regarding the workshops he attended while at the National
Association of Counties Conference and the Michigan Association of Counties Conference.
Commissioner Nelson addressed the Caucus regarding the National Association of Counties Conference.

Conference

Chairperson Gary McGillivray addressed the Caucus regarding a new proposed Miscellaneous Resolution
being introduced today by Commissioner Miller entitled: Board of Commissioners - Recognizing Oakland
County as a W elcoming County. Commissioner Miller will request the Resolution be referred to the
Economic Growth and Infrastructure Committee.
Chairperson Gary McGillivray addressed the Caucus regarding a new proposed Miscellaneous Resolution
being introduced today by Commissioner Quarles entitled: Board of Commissioners – Delete, Create and
Reclassify Existing Positions. Commissioner Quarles will be requesting Suspension of the Board Rules for
Immediate Consideration.

Chairperson Gary McGillivray addressed the Caucus regarding a new proposed Miscellaneous Resolution
being introduced today by Commissioner Nelson entitled: Board of Commissioners – Designation of April
2, 2019 As World Autism Day in Oakland County. Commissioner Nelson will be requesting Suspension of
the Board Rules for Immediate Consideration.
Chairperson Gary McGillivray addressed the Caucus regarding a new proposed Miscellaneous Resolution
being introduced today by Commissioner Weipert entitled: Board of Commissioners – Designation of April
as Fair Housing Month in Oakland County. Commissioner Weipert will be requesting Suspension of the
Board Rules for Immediate Consideration.
Chairperson Gary McGillivray addressed the Caucus regarding the Caucus Memo.
Chairperson Gary McGillivray addressed the Caucus regarding the Great Marshmallow Drop on April 19,
2019. The event will be held this year at Worden Park in Royal Oak at 10:00 a.m.
Commissioner Woodward addressed the Caucus regarding an event that will be held at the Oakland County
Circuit and Probate Courts to review the Court process on April 24, 2019.
Commissioner Powell addressed the Caucus to thank Jordie Kramer, Director of Human Resources for
bringing Human Resources to her local High Schools to inform students about summer employment.
Commissioner Zack addressed the Caucus regarding the current measles outbreak in Oakland County and
to thank the Health Division for the efforts to inform and protect citizens during this crisis.

Leigh-Anne Stafford, Health Officer, Health and Human Services addressed the Caucus regarding the
current measles outbreak in Oakland County and vaccination clinics.
John Paul Torres addressed the Caucus regarding his proposed appointment to the Oakland Community
Health Network.
Commissioner Woodward addressed the Caucus regarding Special Committees and setting up a Census
Committee and Animal Welfare Committee in the near future.
Clerk Lisa Brown addressed the Caucus to inform them that her office has begun preparing for the Census.
Commissioner Markham addressed the Caucus to discuss her visit to the Bio Gas Plant in Germany.
The Caucus adjourned at 7:56 p.m. until April 18, 2019, at 8:30 a.m.
