How long have you been a resident of Oakland County?
MI
Are you an employee or independent contractor in a non -policy-making position with an agency under
contract with the Oakland Community Health Network?
No
Identify The Position You Are Seeking:
General Public
Are You Applying For Reappointment?
No
Explain Why You Would Like To Serve On The Oakland Community Health Network:
I have an aunt and two first cousins with severe developmental disabilities. Since I was a young adult I
have had friends with mental illnesses. As an 8 year old, l recall understanding what it meant to have
a developmental disability through my interaction with my aunt and close first cousins. My mother's
teaching degree was in special education. Growing up, both my parents were versed in explaining the
differences but more importantly the similarities between everyone's abilities and disabilities. At a
young age I was taught patience is more than a virtue. Patience is a way of life when your family and
friends have developmental disabilities or a mental illness. When I am with people that the OCHN
supports, and I am able to give them what they need whether it be in conversation, a hug, or
participating with them in an activity, time stands still as both our lives are immediately rewarded.
For over 30 years, I have advocated for and volunteered with people with special needs,
developmental disabilities and addictions. Through these experiences I have learned the difficult
process of receiving and keeping high quality programing for these special individuals. My goal in
requesting to serve on the Oakland Community Health Network Board would be to maintain, add and
improve successful programing, and to insure that these services stay relevant to the individual's
preferences, choices and needs. Successful services are life lines for the participants and life changing
for the individuals participating in them and the community that supports them. My true interest is to
connect and advocate for all souls that may need an additional voice to explain their unique needs to
live fulfilling lives.
Have You Previously Served On A Board/Committee/Commission?
No
Please Detail Any Prior Work -Related or Community Service Experience and Skills That May Contribute
To the Position You Are Seeking:
I am the former Board of Trustees Chair and Vice Chair of the JVS Human Service Agency. During my
tenure with JVS, they provided adults with developmental disabilities services in skill building, career
development, employment, rehabilitation services, activities and physical fitness. Through my past
involvement at JVS, I am familiar with County, State and National programs and contracts that
support services for people with developmental disabilities. In addition to volunteering with the
individuals JVS serves, as Chair of the Board, I evaluated programs, reviewed and approved budgets,
and lead the transition to a new administration team. Also, I first became aware of OCHN, when I
worked for the Oakland County Human Service Agency, OLHSA, as the affordable housing coordinator.
Most recently, I was the Executive Director of both the Michigan Israel Business Bridge and the MIBB/
MIBA Foundation. In this capacity I increased membership to the bi- state business organization by 40
%, created partnerships in water and mobility industries and guided a rebranding of the organization.
My experience with the MIBB/ MIBA and my board member roles with five other nonprofit agencies
has refined my skills in working with Board members, committees and all constituents to achieve solid
positive outcomes for those in need. My current mentoring of high school students at the Pontiac
Academy for Excellence along with raising my three children has inspired me to continue to educate
the community on the importance of supporting all children especially those with disabilities.

No
Identify The Position You Are Seeking:
General Public
Are You Applying For Reappointment?
No
Explain Why You Would Like To Serve On The Oakland Community Health Network:
Over the past 17 years I have had a career working in the courts, including court ordered mental
health treatment, criminal courts and juvenile court/youth justice.
In my experiences, I have seen a common thread of mental health issues in large populations of
people coming in and out the court systems, often times not seeing their mental health issues
properly addressed.
This is what motivated me years ago to apply and serve on the Oakland County Community Mental
Health Authority Board and still fuels my passion today.
In my view, the problems that exist in services to persons with mental health issues have many tiers
related to stigma, obtaining a proper diagnosis and access to continued services.
Not obtaining proper services can lead an individual on a very rough path that often leads to drug
addiction and eventually the criminal justice system. This is especially disturbing when children are on
that path, something I have seen a lot of in my career.
As a Court Administrator and someone that has had a career in criminal, youth justice and court
ordered mental health treatment I believe I can bring an aspect to the OCHN Board that is very
realistic and relevant to populations of individuals we serve. I would like to use my years of
knowledge and experience to help those receiving mental health services here in Oakland County.

Re: Reappointment to the OCHN Board
Esteemed members
was contacted by Ms. Pamela Worthington regarding my interest in seeking reappointment to the OCHN Board.
confirmed my interest in being reappointed because of my sincere interest in advancing quality supports and
services to the citizens served by the public mental health system in Oakland County. I also mentioned that I had
been elected Board Chair in October 2018 and it would be my honor to serve out my term.
I take the reappointment process very seriously and I have given this important matter a great deal of thought. I
had been appointed as a family member because my daughter who was challenged by multiple developmental
disabilities had been served by the network for more than 25 years. Sadly, Jennifer passed away, yet I still feel a
strong commitment to and passion for the constituency of OCHN. Although I still have a family member in the
system, I no longer experience the immediacy of the day to day encounters with network providers that I had as a
parent.
With that in mind I am asking you to please consider the following
The people we serve and the work of this Board are of great importance to me. To that end — i believe a positive
way to strengthen and add continuity to the Board and recognize the lengthy learning curve that confronts new
appointees as they strive to become engaged and effective Board members— could be to consider me to serve out
the general public term that expires in 2021. 1 am very willing to accept that position.
By doing so the remaining 4 positions would all be full 3 -year terms that will include the addition of the essential
voice of a person receiving services with lived experience or a member of their family.
As a member of the general public I will still contribute to the forward focused, outcome -based vision for the
future of the public mental health system here in Oakland County by using my 42 years of parenting experience
within the network —35 years of active advocacy for people with developmental disabilities at the local, state and
national level and all of the knowledge I have accrued during my lengthy tenure on this Board.
I appreciate being considered for reappointment and for the opportunity to share my thoughts on my possible role
with OCH N as we move forward.
Respectfully,
Judith Summers
