Telegraph Road, Pontiac, Michigan, Roll called. JURY COMMISSION MEMBERS PRESENT: Axtell, Devine, Schell. (3) Quorum present. Also Present Wilma Cotton — Interim Deputy Clerk Joe RozaU — Director of Eleotionu, Mike Senyko — Deputy County Clerk and Jennifer Verploeg — Jury Board Administrator Moved by Axtell supported by Schell the agenda be approved as printed. AYES: Devine, Schell, Axtell. CD NAYS: None. (0) /\ sufficient majority hmvingvutedinfavor,theagendavvenopprovedoophnhad. No one addressed the Jury Commission during public comment. Moved by Axtell supported by Schell to appoint Mary (Katea) Devine as the Jury Board President be Board President Mary (Kohsy) Devine addressed the Jury Commission and asked if there were any other nominations. There were none. Vote onappointment Board President: AYES: 8oheU, AxhsU. Devine. (3) NAYS: Nona. (0) A sufficient majority having voted in fevor, the appointment of Mary (Kabav) Devine as Jury Board President was confirmed. Discussion followed. Moved by Devine supported by Axtell to appoint Arlene Schell as the Jury Board Secretary be confirmed. Board President Mary (Katey)Devine addressed the Jury Commission and asked if there were any other nominations. There were none. 1 Jury Commission Minutes Continued. (3) NAYS: None, (0) A sufficient majority having voted in favor, the appointment of Arlene Schell as Jury Board Secretary was confirmed. Board President [Wary(Kotey) Devine addressed the Jury Commission and stated that iLis noted that the Jury Commission is presently comprised of one part-time emp|oyee. Jonni#srVerp|oog. who serves as a Jury Commission Administrator and works in the office of the County Clerk. The Commission had previously been comprised of one full-time employee and one part-time employee. Board President Mary (Katey) Devine addressed the Jury Commission and stated that a letter will be sent to the District Court Clerks to clarify their responsibility in complying with MCL 800.1300 and MCL 600.1315. MCL 600.1309 references District Court Clerks forwarding the names of persons who have served as jurors in their courts to the Jury Commission. MCL 600.1315 references retention of juror qualifications and questionnaires. She also oQraod to work with Jury Commission Adminiotrator, Jennifer Verp|oegtocompose and send this letter. Board President Mary (Kotey) Devine addressed the Jury Commission and stated that their three-person Board and Jury Commission employee presently serving had previously noted that procedures/processes were not documented and available. She also stated that it has been an ongoing effort on the part of this Jury Commission to identify and document daily process associated with creating and qualifying juror pools for Oakland County Districts Courts. The Board agreed that this exercise was necessary to: 1) Ensure that juror pools for the Districts Courts are :naahad and qualified in accordance with Michigan Statues, and 2) Ensure that the qualification of juror pools is not affected by future personnel changes. Board Secretary Arlene Schell addressed the Jury Commission and stated that the Board members reviewed a document that they had written and reviewed on September 23, 2008. She stated that the document summarized the process and daily activities involved with qualifying juror pools and reflected changes resulting from the prior meeting. She also stated that the Michigan Statues were also neviewed, downloaded and printed from the website as well as a list of open issues that were reviewed. Discussion followed Board President Mary (Kotey) Devine addressed the Jury Commission and stated that the Board noted that the Michigan Statues reference Circuit Court procedures without explicit direction relating to District Court Procedures. The Board agreed that it was oUU appropriate to use these statues as its guideline to assess the procedures followed for District Courts. Discussion followed. Board President Mary (Katey) Devine addressed the Jury Commission and stated the documents written and referenced are contained in a binder and will maintain retained by each Board Member. She also stated that a binder is also available in the office ofJennifer Verp|oog. Jury Commission Administrator.
