MINUTES OF THE BOARD OF COUNTY ELECTION COMMISSIONERS
CALL TO ORDER:
The Board of County Election Commissioners meeting was called to order by the Honorable Kathleen A.
Ryan on March 25, 2019 at 1:36 p.m., in the Elections Division, Board of Canvassers/Training Room,
1st floor, West Wing Extension, 1200 N. Telegraph Rd., Pontiac, MI 48341.
ROLL CALL:
MEMBERS PRESENT: Ryan, Brown, Meisner. (3)
ABSENT: None. (0)
OTHERS PRESENT: Joseph J. Rozell, Director of Elections; Ella Mills, Election Specialist; Ross Gavin,
Deputy Treasurer for Public Policy & Outreach; and Joellen Shortley, Deputy Corporation Counsel.
APPROVAL OF AGENDA:
Moved by MEISNER seconded by BROWN to approve the agenda. Motion carried.
APPROVAL OF MINUTES:
Moved by BROWN seconded by MEISNER to approve the minutes of the March 12, 2019 Board of
County Election Commissioners Meeting. Motion carried.
NEW BUSINESS:
Judge Ryan advised that proper notice had been given for today’s meeting for the recall of Rose Mary
Hammonds, Board Member, School District of the City of Hazel Park and Kristy Schlak, Board Member,
School District of the City of Hazel Park. She also advised that the purpose of today’s meeting according to
MCL 168.952 of Michigan Election Law, is that the Commission shall meet and determine whether each
reason for the recall stated in the petitions is of factual and of sufficient clarity to enable the officer(s) whose
recall is being sought and the electors to identify the course of conduct which is the basis of the recall.
A. RECALL OF ROSE MARY HAMMONDS
“Failure to execute policy #3362.1, which states staff members should be able to work in an environment
free of threatening speech or actions. Failure to demonstrate transparency in decision making. Failure to
demonstrate cohesive and singular direction as evidences by consistent split voting.”
Judge Ryan asked if there was anyone present who wished to come forward to speak as a proponent of the
petition. Deborah LaFramboise spoke as a proponent of the petition.
Judge Ryan asked if there was anyone present who wished to come forward to speak in opposition to the
petition. Jeffrey Schroeder spoke in opposition to the petition.

Discussion followed.
Moved by RYAN seconded by BROWN that the petition submitted by Deborah LaFramboise for Rose Mary
Hammonds, Board Member, School District of the City of Hazel Park be disapproved.
VOTE ON ROSE MARY HAMMOND PETITION: AYES: RYAN, BROWN, MEISNER
NAYS: NONE
The petition was DISAPPROVED.
B. RECALL OF KRISTY SCHLAK

Schlak, Board Member, School District of the City of Hazel Park be disapproved.
VOTE ON KRISTY SCHLAK PETITION: AYES: RYAN, MEISNER, BROWN
NAYS: NONE
The petition was DISAPPROVED.
PUBLIC COMMENT: None.
Moved by BROWN seconded by MEISNER that the meeting be adjourned. Motion carried.
Judge Ryan adjourned the meeting at 1:56 p.m.
