Ryan on April 12, 2018 at 3 :16 p .m., in the Elections Division, Board of Canvassers/Training Room, 1st floor, West Wing Extension, 1200 N. Telegraph Rd., Pontiac, MI 48341. ROLL CALL: MEMBERS PRESENT: Ryan, Brown, Meisner. (3) ABSENT: None. (0) OTHERS PRESENT: Joseph J. Rozell, Director of Elections; Heather Kadulski, Election Specialist; Ross Gavin, Deputy Treasurer for Public Policy & Outreach and Joellen Shortley, Deputy Corporation Counsel. APPROVAL OF AGENDA: Moved by MEISNER seconded by BROWN to approve the agenda. Motion carried. APPROVAL OF MINUTES: Moved by BROWN seconded by MEISNER to approve the minutes of the March 21, 2018 Board of County Election Commissioners Meeting. Motion carried. NEW BUSINESS: A. RECALL OF TAMRA LOCH Judge Ryan advised that proper notice had been given for today’s meeting for the recall of Tamra Loch, Council Member, City of Walled Lake. She also advised that the purpose of today’s meeting according to MCL 168.952 of Michigan Election Law, is that the Commission shall meet and determine whether each reason for the recall stated in the petitions is of factual and of sufficient clarity to enable the officer(s) whose recall is being sought and the electors to identify the course of conduct which is the basis of the recall. TAMRA LOCH, PETITION #1 Judge Ryan asked if there was anyone present who wished to come forward to speak as a proponent of the petition. Susan Helke spoke as a proponent of the petition. Judge Ryan asked if there was anyone present who wished to come forward to speak in opposition to the petition. Vahan C. Vanerian spoke in opposition to the petition. Discussion followed. Helke for Tamra Loch, Council Member, City of Walled Lake be disapproved. VOTE ON TAMRA LOCH PETITION #1: AYES: MEISNER, RYAN, BROWN NAYS: NONE The petition was DISAPPROVED. TAMRA LOCH, PETITION #2 Judge Ryan asked if there was anyone present who wished to come forward to speak as a proponent of the petition. No one spoke as a proponent of the petition. Judge Ryan asked if there was anyone present who wished to come forward to speak in opposition to the petition. Vahan C. Vanerian spoke in opposition to the petition. Discussion followed. Moved by BROWN seconded by MEISNER that Petition #2 submitted by Susan P. Helke for Tamra Loch, Council Member, City of Walled Lake be disapproved. VOTE ON TAMRA LOCH PETITION #2: AYES: BROWN, MEISNER, RYAN NAYS: NONE The petition was DISAPPROVED. TAMRA LOCH, PETITION #3 Judge Ryan asked if there was anyone present who wished to come forward to speak as a proponent of the petition. Susan Helke and Denis Curran spoke as a proponent of the petition. Judge Ryan asked if there was anyone present who wished to come forward to speak in opposition to the petition. No one spoke in opposition to the petition. Discussion followed. Moved by MEISNER seconded by BROWN that Petition #3 submitted by Susan P. Helke for Tamra Loch, Council Member, City of Walled Lake be approved. VOTE ON TAMRA LOCH PETITION #3: AYES: MEISNER, BROWN, RYAN NAYS: NONE The petition was APPROVED. TAMRA LOCH, PETITION #4 Judge Ryan asked if there was anyone present who wished to come forward to speak as a proponent of the petition. No one spoke as a proponent of the petition. Judge Ryan asked if there was anyone present who wished to come forward to speak in opposition to the petition. Vahan C. Vanerian spoke in opposition to the petition. Discussion followed. Helke for Tamra Loch, Council Member, City of Walled Lake be disapproved. VOTE ON TAMRA LOCH PETITION #4: AYES: BROWN, MEISNER, RYAN NAYS: NONE The petition was DISAPPROVED. B. ALLOTMENT OF DEMOCRATIC PRECINCT DELEGATES Moved by BROWN seconded by RYAN that the allotment of Democratic Precinct Delegates for the August 7, 2018 Primary Election be approved as presented. VOTE ON ALLOTMENT OF PRECINCT DELEGATES: AYES: BROWN, RYAN, MEISNER NAYS: NONE The allotment was APPROVED. PUBLIC COMMENT: None. Moved by RYAN seconded by BROWN that the meeting be adjourned.
