MINUTES OF THE BOARD OF COUNTY ELECTION COMMISSIONERS
CALL TO ORDER:
The Board of County Election Commissioners meeting was called to order by Clerk Brown on May 10,
2019 at 1:39 p.m., in the Elections Division, Board of Canvassers/Training Room, 1st floor, West Wing
Extension, 1200 N. Telegraph Rd., Pontiac, MI 48341.
ROLL CALL:
MEMBERS PRESENT: Brown, Meisner. (2)
ABSENT: Ryan. (1)
OTHERS PRESENT: Joseph J. Rozell, Director of Elections; Heather Kadulski, Election Specialist;
Sandy Hughes O’Brien, Deputy County Clerk; Jessica Cooper, Prosecutor; Stephen Rideout, Assistant
Corporation Counsel; and Joellen Shortley, Corporation Counsel.
Moved by BROWN supported by MEISNER to appoint Jessica Cooper as a Member of the Commission.
Motion carried.
Prosecutor Cooper assumed the role of Chairperson.
APPROVAL OF AGENDA:
Moved by MEISNER seconded by BROWN to approve the agenda. Motion carried.
APPROVAL OF MINUTES:
Moved by MEISNER seconded by BROWN to approve the minutes of the April 22, 2019 Board of County
Election Commissioners Meeting. Motion carried.
NEW BUSINESS:
Prosecutor Cooper advised that proper notice had been given for today’s meeting for the recall of Rose
Mary Hammonds, Board Member, School District of the City of Hazel Park and Kristy Schlak, Board
Member, School District of the City of Hazel Park. She also advised that the purpose of today’s meeting
according to MCL 168.952 of Michigan Election Law, is that the Commission shall meet and determine
whether each reason for the recall stated in the petitions is factual and of sufficient clarity to enable the
officer(s) whose recall is being sought and the electors to identify the course of conduct which is the basis of
the recall.
A. RECALL OF ROSE MARY HAMMONDS
“On February 11, 2018, Trustee Rose Mary Hammonds voted to extend the superintendent’s contract
despite deterioration of the district of Hazel Park since the superintendents hiring in 2015. The deterioration
is evident from the loss ov over 347 staff members since September of 2015, the proficiency in state
mandated test scores has dropped since 2015 and the graduation rate for the 2017-2018 school year is
47%.”

Prosecutor Cooper asked if there was anyone present who wished to come forward to speak as a
proponent of the petition. No one spoke as a proponent of the petition.
Prosecutor Cooper asked if there was anyone present who wished to come forward to speak in opposition
to the petition. Jeffrey Schroder spoke in opposition of the petition.
Discussion followed.
Moved by MEISNER seconded by BROWN that the petition submitted by Deborah LaFramboise for Rose
Mary Hammonds, Board Member, School District of the City of Hazel Park be disapproved.
VOTE ON ROSE MARY HAMMOND PETITION: AYES: MEISNER, BROWN, COOPER
NAYS: NONE
The petition was DISAPPROVED.
B. RECALL OF KRISTY SCHLAK

Moved by MEISNER seconded by BROWN that the meeting be adjourned. Motion carried.
Prosecutor Cooper adjourned the meeting at 1:53 p.m.
