DEMOCRATIC CAUCUS MINUTES
June 12, 2019
Meeting called to order by Caucus Chairperson Gary McGillivray at 6:11 p.m. in the Courthouse Committee
Room A, 1200 N. Telegraph Road, Pontiac, Michigan.
Roll called.
COMMISSIONERS PRESENT: Gershenson, Jackson, Luebs, Markham, McGillivray, Miller,
Nelson, Powell, Quarles, Woodward, Zack. (11)
EXCUSED ABSENCE WITH NOTICE: None. (0)
Quorum present.
No one addressed the Caucus during Public Comment.
Moved by Jackson seconded by Nelson the minutes of the May 23, 2019 Caucus be approved.
A sufficient majority having voted in favor, the minutes were approved.
The members of the Caucus discussed the Board Agenda.
Commissioner Woodward addressed the Caucus regarding the remaining Tri-Party Road Improvement and
Local Road Improvement Program resolutions on the Consent Agenda.
Commissioner Quarles addressed the Caucus regarding Legislative Affairs and Government Operations
Committee item b. entitled: Bicentennial Executive Committee – Funding of Project Management for
Oakland County 2020 Bicentennial Celebration.
Discussion followed.
Commissioner Woodward addressed the Caucus to introduce Malcolm Brown, Deputy County Executive,
Oakland County and Karry Rieth, Manager, Oakland County Community and Home Improvement to discuss
a proposed Miscellaneous Resolution entitled: Support for Increased Investment in Rental Assistance for
Qualified Low-Income Residents in Oakland County and Acceptance and Affirmation of Agreement with the
United States Department of Housing and Urban Development, Office of Fair Housing and Equal
Opportunity. Commissioner Woodward stated that Commissioner Zack will introduce the resolution and
request suspension of the Board Rules for Immediate Consideration under New Business.

Commissioner Woodward addressed the Caucus regarding Miscellaneous Resolution #19192 entitled:
Board of Commissioners – Adoption of Fair Chance Hiring Policy for Oakland County Employment
Applications.

Commissioner Woodward addressed the Caucus regarding a new proposed Miscellaneous Resolution
being introduced tonight by Commissioner Zack and Commissioner Nelson entitled: Board of

Commissioners – Support for Michigan SB 284, Banning “Conversion Therapy” as a Means of Changing
an Individual’s Sexual Orientation or Gender Identity. Commissioner Zack will request the resolution be
referred to the Legislative Affairs and Government Operations Committee.

Commissioner Woodward addressed the Caucus regarding a new proposed Miscellaneous Resolution that
will be introduced by Commissioner Hoffman pertaining to the amount of equity Oakland County will retain
for delinquent tax bills on foreclosed properties.
Commissioner Woodward addressed the Caucus regarding a new proposed Miscellaneous Resolution that
he and Commissioner Gingell will introduce tonight entitled: Board of Commissioners – Sponsorship of
2019 Arts, Beats and Eats Festival. Commissioner Gingell will request the resolution be referred to the
Legislative Affairs and Government Operations Committee.
Commissioner Woodward addressed the Caucus regarding a new proposed Miscellaneous Resolution that
will be introduced tonight entitled: Board of Commissioners – Declaration of Support for the Registered
Nurses’ of Beaumont Royal Oak Right to Organize Without Coercion Intimidation or Other Influence. He
stated that he will request the resolution be referred to the Legislative Affairs and Government Operations
Committee.
Commissioner Woodward addressed the Caucus regarding a new proposed Miscellaneous Resolution
being introduced tonight by Commissioner Jackson entitled: Board of Commissioners – Designation of June
2019 as National Safety Month in Oakland County and Support of Efforts to Promote Firearms Safety.
Commissioner Jackson will be requesting Suspension of the Board Rules for Immediate Consideration
under New Business.
Commissioner Woodward addressed the Caucus regarding a new proposed Miscellaneous Resolution
being introduced tonight by Commissioner Miller entitled: Board of Commissioners – Declaration of June
20, 2019 as World Refugee Day in Oakland County. Commissioner Miller will be requesting Suspension of
the Board Rules for Immediate Consideration under New Business.
Commissioner Markham addressed the Caucus regarding development of a new budget proposal form.

Commissioner Gershenson addressed the Caucus to discuss a celebration that will take place on June 14,
2019 to mark the Centennial Anniversary of the Women’s’ Suffrage Movement and right to vote in Michigan.

Chris Ward, Board of Commissioners Chief of Staff addressed the Caucus regarding the Caucus Memo.

Commissioner Woodward addressed the Caucus regarding National Association of Counties 84th Annual
Conference, taking place July 12-15, 2019 in Nevada.
