On March 14, 2019 the Board of Commissioners for Oakland County entered into an agreement per MR #19040 –
Department of Economic Development and Community Affairs – Approval of 2019 NOHAZ Interlocal Agreement.
As required by Urban Cooperation Act 7 of 1967 - MCL 124.510(4), a copy of the signed agreement with the County of
Oakland and the Charter Township of Orion, and the authorizing Board of Commissioners Resolution are enclosed for
filing by your office.

1. CALL TO ORDER. The Charter Township of Orion Board of Trustees held a regular meeting
on Monday, December 17, 2018 at the Orion Township Hall, 2525 Joslyn Road, Lake Orion,
Michigan. Supervisor Barnett called the meeting to order at 7:00 p.m.
BOARD MEMBERS PRESENT: Chris Barnett, Penny Shults, Donni Steele, Brian Birney,
Julia Dalyrymple, John Steimel
BOARD MEMBERS ABSENT: Mike Flood (with notice)

2. INVOCATION AND PLEDGE
Treasurer Donni Steele gave the Invocation. Boy Scout Troop 128 led the Pledge of Allegiance.
3. CITIZEN OF THE MONTH: Supervisor Barnett recognized John Cooper for his selfless
contribution to the Orion community through support of the Holly, Jolly, Folly and the Orion
Lighted Parade.
4. APPROVAL OF BILLS. Moved by Treasurer Steele, seconded by Trustee Steimel to
authorize payment of bills in the amount of $2,130,277.08 and payrolls in the amount of
$176,124.83, for a total disbursement of funds in the amount of $2,306,401.91, as presented.
AYES: Birney, Dalrymple, Steimel, Barnett, Shults, Steele ABSENT: Flood NAYS: None

5. BRIEF PUBLIC COMMENT. Public comment was not heard.
6. APPROVAL OF AGENDA. Clerk Shults requested the addition of Schedule Public
Hearing – Parks and Recreation Master Plan on January 7, 2019 to the Consent Agenda – Item
7.T. Also, under 7.I. - Employee Reclassification, Parks and Recreation will come out of
Budget #208-751-703, effective January 1, 2019. For the item listed as Professional Fees – New
Township Hall – this item was moved to Item 8.A. under Pending Business. For Item 7.N. –
Poverty Exemption, we will be adopting a resolution in the motion, as presented. Moved by
Clerk Shults, seconded by Trustee Dalrymple to approve the agenda, as amended.

presented.
D. Minutes, Special Meeting, Facilities Workshop, Monday, December 3, 2018. Approve,
as presented.
E. 2018 Budget Adjustments – Amend the Budget lines, as presented.
F. 2019 Electrical, Mechanical and Plumbing Contracts. Approve the 2019 Contractual
Contracts for Electrical, Mechanical, Plumbing and authorize the Supervisor to sign contracts.
G. Purchase Vehicles – Parks and Recreation. Approve the purchase of three new vehicles to
the Parks and Recreation Department: one 2019 GMC Acadia AWD and two 2019 GMC Sierra
Trucks, at a total cost of $104,779.00.
H. Purchase Gators – Parks and Recreation. Approve the Parks and Recreation Department
to purchase a XUV 590 with attachments for $15,132.89 including the trade of Massimo 500
valued at $3,600.
I. Employee Reclassification – Parks and Recreation. Approve reclassifying Jeff Jackson
from Custodian/Groundskeeper (Level 3) to Building Maintenance Worker (Level 5), effective
January 1, 2019.
J. Employee Discount for Parks and Recreation Programs. Approve an employee discount
of 15% for all Parks & Recreation programs, facility rentals, and special events for full -time and
part-time Township employees, excluding merchandise and subcontracted programs.
K. Hire Firefighters. Hire Dustin Emelian and Paige Thomas as full-time Firefighters, non-
union full-time positions, for $15.61 per hour, plus benefits, effective January 1, 2019.
L. SSH & SSH #1 Private Road Maintenance SAD #3 – Authorize Cost Estimate.
Authorize the Supervisor’s office to proceed with preparation of the cost estimate.
M. Poverty Exemption Standards for 2019 & Adopt Resolution. Amend the poverty
guidelines and use the 2018 HUD Extremely Low-Income Guidelines and use the updated
application, as presented for 2019, and adopt the resolution, as presented.
N. North Oakland County Household Hazardous Waste Interlocal Agreement. Adopt the
resolution approving for 2019 NO HAZ Agreement, authorize the Supervisor to sign it, and
appoint Michael Flood as Orion Township’s official representative.
O. Township Municipal Sites Container Service . Approve to enter into a 3-year
Environmental Services agreement, starting at a rate of $606.03/Month with Waste Management
for trash removal at six Township municipal sites and have the accounting controller make the
necessary budget adjustments.

P. Commercial Paper Maturity. Receive and file, as presented.
Q. Financial Adviser Contract Resolution, Changes, Custodial Contract. Receive and file
the changes and additions to the Financial Advisor Resolution, Changes, Custodial Contract, as
presented.
R. Clinton River Watershed Council. Authorize 2019 membership in the Clinton River
Watershed Council and the payment of $3,000 in annual dues.
S. Adopt Corrected Fire Department Wage Schedule. Adopt the corrected 2019 wage
schedule for the Fire Department, effective January 1, 2019.
T. Schedule Public Hearing – Parks and Rec Master Plan. Schedule a Public Hearing on
January 7, 2019 regarding the new 5-year Parks & Recreation Master Plan.
Moved by Clerk Shults, seconded by Trustee Birney to approve the Consent Agenda, as
amended.

8. PENDING BUSINESS
A. Professional Fees – New Township Hall. Moved by Clerk Shults, seconded by Trustee
Birney to approve the Proposal for Schematic Design Services for the new Township Hall with
AKA Architects, Inc., in the amount of $60,000; and authorize the Supervisor to sign it on behalf
of the Township, with funds coming from General Capital Improvement.

B. Senior Budget Analyst. Moved by Treasurer Steele, seconded by Trustee Birney to
authorize Human Resources to create a job description for Senior Budget Analyst, and conduct a
salary study.
