On March 14, 2019 the Board of Commissioners for Oakland County entered into an agreement per MR #19040 –
Department of Economic Development and Community Affairs – Approval of 2019 NOHAZ Interlocal Agreement.
As required by Urban Cooperation Act 7 of 1967 - MCL 124.510(4), a copy of the signed agreement with the County of
Oakland and Rose Township, and the authorizing Board of Commissioners Resolution are enclosed for filing by your
office.
Send confirmation of receipt of this agreement to:

Supervisor Scheib-Snider called the regular meeting of the Rose Township Board of Trustees to order
at 7:00 p.m. at the Rose Township Hall, 9080 Mason Street, Rose Township, Michigan and led in the
Pledge of Allegiance.

A. Clerk Requests $50,000.00 for a New Cemetery Fence
Obtaining prices and material samples for new fencing for all cemeteries. Insurance company waiting
on quotes for damaged fence at Beebe Cemetery

NEW BUSINESS:
A. No-Haz 2019 Resolution
Scheib-Snider states there were 30 cars in 2018, 4,000 pounds of material, 69% of 30 cars were new
participants.
Moved by Noble, seconded by Blaska, motion carried to approve the No-Haz 2019 Resolution
with no charge to residents as submitted.

B. Recreation Marihuana Opt-Out Discussion
Board consensus to take no action on this matter until more information is obtained from the State
level.
C. Closed Session with Attorney Pursuant to MCL 15.268(d) to Discuss the Investigation
and Purchase of Real Property
Moved by Scheib-Snider, seconded by Gambka, motion carried to go into closed session at
7:18 p.m.

Moved by Scheib-Snider, seconded by Blaska, motion carried to resume open session at 7:46
p.m.

purchase offer for the property discussed in closed session and pursuant to the terms
discussed therein.

ANNOUNCEMENTS:
A. Next Regular Planning Commission Meeting – February 7, 2019 – 7:00 p.m.
B. Zoning Board of Appeals Meeting, January 8, 2019 at 7:00 p.m.
C. NOCFA Board Meeting – December 20, 2018 at 3:00 p.m. – Rose Township Offices
D. Assessing Office – 2nd Tuesday every month – 9:00 a.m. – 4:00 p.m. – Rose Township
E. Next Township Regular Board Meeting – January 9, 2019 at 7:00 p.m.
MISCELLANEOUS REPORTS:
A. NOCFA – Looking for a Citizen at Large.
B. Planning Commission – Approved the Sign Ordinance and sending to Township Board. Solar
panel documents to be reviewed.
C. Holly Area Youth Assistance (HAYA) – Working on toy project (donations accepted), Friday
9:00 a.m. – 6:00 p.m. families can shop for toys for their children. Next meeting January 3,
2019 at Carl Richter.
D. Cemetery Committee – Meeting, December 13, 2018 at 10:30 a.m., fencing issue.
E. Parks and Recreation – Grant/plan submitted to State of Michigan.
F. Heritage Committee – None.
G. Supervisor’s Report – Michigan State Police is building new offices/fire station. MTA Larry
Merrill is retiring. Oakland County Road Commission bid process. Fire well completed and
tested. Rose Township received a good neighbor award. Highland Equestrian Conservancy is
closing after 16 years.
BRIEF PUBLIC COMMENT – General Items NOT on Agenda (limit comments to 3 minutes each
item):
Gisela King, Resident Sunday, the Audubon Society is holding a Christmas Bird Count. Artic birds
winter in this area. Rose Center Rd. has been destroyed by OCRC trimming tools, leaving a mess
and destroying habitat, etc. This property is owned by residents, what rights do the property owners
have? We need to protect natural resources which include native vegetation along roadsides.
Scheib-Snider states OCRC perform a brush hog removal every 7 years and it falls within a right-of-
way.
John Mulvihill, Esq. (Township Attorney) will be providing lunch for the Township office on December
19, 2018.
Linda Dagenhardt, Resident states several residents object to the Township’s above-mentioned
property purchase. Resident does not feel the Township should be in the real estate business and
that it does not maintain the property it does own.
