Telegraph Road, Pontiac, Michigan. Roll called. COMMISSIONERS PRESENT: Gershenson, Jackson, Luebs, Markham, McGillivray, Miller, Nelson, Powell, Quarles, Woodward, Zack. (11) EXCUSED ABSENCE WITH NOTICE: None. (0) Quorum present. Nancy Susick, President, Beaumont Hospital in Royal Oak addressed the Caucus regarding MR #19214 – Board of Commissioners – Declaration of Support for the Registered Nurses of Beaumont Royal Oak Right to Organize Without Coercion, Intimidation or Other Influence. Moved by Markham seconded by Miller the minutes of the June 12, 2019 Caucus be approved. A sufficient majority having voted in favor, the minutes were approved. The members of the Caucus discussed the Board Agenda. Commissioner Markham addressed the Caucus regarding Healthy Communities and Environment Committee item d. entitled: MR #19124 - Board of Commissioners – Policy to Provide Emergency Contraception Through the Health Department. Commissioner Woodward addressed the Caucus regarding Legislative Affairs and Government Operations Committee item d. entitled: MR #19223 – Board of Commissioners – Support of Expansion of Michigan Civil Rights Laws for LGBT Individuals. Discussion followed. Commissioner Woodward addressed the Caucus regarding Legislative Affairs and Government Operations Committee item e. entitled: MR #19212 – Board of Commissioners – Support for Michigan SB 284, Banning “Conversion Therapy” as a Means of Changing an Individual’s Sexual Orientation or Gender Identity. Discussion followed. Commissioner Woodward addressed the Caucus regarding Legislative Affairs and Government Operations Committee item f. entitled: MR #19214 – Board of Commissioners – Declaration of Support for the Registered Nurses’ of Beaumont Royal Oak Right to Organize Without Coercion, Intimidation or Other Influence. Commissioner Woodward addressed the Caucus regarding a proposed new miscellaneous resolution to be introduced by Commissioner Taub entitled: Board of Commissioners – Request Michigan’s Attorney General to Cease Efforts to Shutdown Enbridge Line 5. Discussion followed. Commissioner Luebs addressed the Caucus regarding a new proposed miscellaneous resolution she will be introducing entitled: Board of Commissioners – Adoption of Non-Discrimination Policy for Oakland County. Commissioner Zack addressed the Caucus to read an amendment that will be offered by Commissioner Taub regarding MR #19212 – Board of Commissioners – Support for Michigan SB 284, Banning “Conversion Therapy” as a Means of Changing an Individual’s Sexual Orientation or Gender Identity. Commissioner Markham addressed the Caucus regarding a new proposed miscellaneous resolution she will introduce entitled: Board of Commissioners – Support for Michigan Senate Four-Bill Package – Creating the Nation’s First Statewide Electric Vehicles Charging Network. Commissioner Woodward addressed the Caucus regarding a new proposed miscellaneous resolution entitled: Board of Commissioners – Supporting House Bill 4219 – Distribution of Revenue from Sale of Foreclosure Property. Commissioner Quarles addressed the Caucus regarding a new proposed miscellaneous resolution entitled: Board of Commissioners – Tri-Party Road Improvement Program Fiscal Year 2019 Appropriation – City of Southfield – Concrete Slab Replacement Work on 10 Mile Road from Evergreen Road to Greenfield Road – Project No. 54641. Discussion followed. Commissioner Gershenson addressed the Caucus regarding a new proposed miscellaneous resolution entitled: Board of Commissioners – Tri-Party Road Improvement Program Fiscal Year 2019 Appropriation – Charter Township of West Bloomfield – Roundabout Construction on Maple Road at Middlebelt Road – Project No. 53931. Commissioner Luebs addressed the Caucus regarding a proposed amendment to the title of MR #19124 – Board of Commissioners – Policy to Provide Emergency Contraception Through the Health Department. Chairperson Gary McGillivray addressed the Caucus regarding the Caucus Memo. Commissioner Nelson addressed the Caucus to update the commissioners regarding the Invasive Species Committee. Discussion followed. Commissioner Gershenson addressed the Caucus regarding the Women’s Right to Vote Centennial Committee. Chris Ward, Board of Commissioners Chief of Staff addressed the Caucus regarding new BOC staff positions/postings and iPad training sessions. Democratic Caucus Minutes Continued. Commissioner Gershenson addressed the Caucus to introduce Maya Wolock, a high school senior who is working on a project to assist local clerks with Proposition 3 compliance. Commissioner Quarles addressed the Caucus to give an update on the Oakland County Bicentennial Committee and their search for an Event Planner. Commissioner Woodward addressed the Caucus regarding the amendment to MR #19212 that is being proposed. The Caucus recessed at 9:36 a.m. The Caucus reconvened at 12.19 p.m. Commissioner Kochenderfer addressed the Caucus regarding a proposed amendment to MR #19223 – Board of Commissioners – Support of Expansion of Michigan Civil Rights Laws for LGBT Individuals.
