DEMOCRATIC CAUCUS MINUTES
September 5, 2019
Meeting called to order by Caucus Chairperson Gary McGillivray at 8:46 a.m. in the Courthouse Committee
Room A, 1200 N. Telegraph Road, Pontiac, Michigan.
Roll called.
COMMISSIONERS PRESENT: Gershenson, Jackson, Luebs, Markham, McGillivray, Miller,
Nelson, Powell, Quarles, Woodward, Zack. (11)
EXCUSED ABSENCE WITH NOTICE: None. (0)
Quorum present.
No one addressed the Caucus during Public Comment.
Moved by Powell seconded by Luebs the minutes of the August 16, 2019 Caucus be approved.
A sufficient majority having voted in favor, the minutes were approved.
Moved by Miller seconded by Nelson the minutes of the August 21, 2019 Caucus be approved.
A sufficient majority having voted in favor, the minutes were approved.
The members of the Caucus discussed the Board Agenda.
Chairperson Gary McGillivray addressed the Caucus to inform them that Commissioner Middleton will be
giving the invocation, the presentation scheduled by Jocelyn Benson, Michigan Secretary of State has been
cancelled and Salvador Salort-Pons, Director of the Detroit Institute of Arts will be giving a presentation.
Commissioner Luebs addressed the Caucus regarding Healthy Communities and Environment Committee
item b. entitled: Parks and Recreation – Approval of Assignment of Logo to the Holly Area Chamber of
Commerce.

Commissioner Miller addressed the Caucus to inform them of the plans for the first Oakland County
Welcoming Week event. The Friendship Games will be held on Saturday, September 14th at Harrison High
School in Farmington Hills.

Commissioner Powell addressed the Caucus regarding the success of the “Pedals for Pontiac” Community
Biking Event and the “Loving Our Community Block Party” that were held on August 31, 2019. She also
thanked all of the divisions from Oakland County who participated.
Commissioner Markham addressed the Caucus to express appreciation for the quality and volume of work
that the BOC Staff has done on the budget.

Commissioner Zack addressed the Caucus regarding the budget process and to inform them that the
budget meeting scheduled for September 18, 2019 has been postponed until September 25, 2019.

Commissioner Woodward addressed the Caucus to let the Commissioners know that the Caucus
scheduled for September 18, 2019 will likely still be held to discuss budget issues and requested that the
Commissioners keep that date open.

Chris Ward, Board of Commissioners Chief of Staff addressed the Caucus regarding the Caucus Memo.

Michael Timm, Director, Information Technology addressed the Caucus regarding the tablet upgrade for all
of the commissioners.

Commissioner Zack addressed the Caucus to introduce Hilarie Chambers, Deputy County Executive.
Hilarie Chambers, Deputy County Executive addressed the Caucus regarding the Executive Office
transition.

Commissioner Nelson addressed the Caucus regarding moving forward as a collaborative unit and
presented the Commissioners with copies of the book entitled: “Leaders Eat Last” by Simon Sinek.

Commissioner Powell addressed the Caucus regarding scheduling meetings.

Commissioner Gershenson addressed the Caucus to inform them of a Patriot Week event being hosted by
the Women’s Suffrage Ad Hoc Committee and the Patriot Week Foundation on Saturday, September 28th
at the Hoffman Farms Winery.
Commissioner Woodward addressed the Caucus regarding the Motion to Discharge MR #19248.

Commissioner Woodward addressed the Caucus regarding a new proposed resolution that will be
introduced today entitled: Board of Commissioners – Designating September 11–17, 2019 as Michigan
Patriot Week in Oakland County.

introduced today entitled: Board of Commissioners – Designation of September 9–15, 2019 as Suicide
Prevention W eek in Oakland County.
Commissioner Woodward addressed the Caucus regarding the Michigan Association of Counties invitation
to create a federal delegation to visit the W hite House on October 3, 2019.
