DEMOCRATIC CAUCUS MINUTES
September 18, 2019
Meeting called to order by Caucus Chairperson Gary McGillivray at 6:05 p.m. in the Courthouse Committee
Room A, 1200 N. Telegraph Road, Pontiac, Michigan.
Roll called.
COMMISSIONERS PRESENT: Gershenson, Jackson, Luebs, Markham, McGillivray, Miller,
Nelson, Quarles (via conference call), Woodward, Zack. (10)
EXCUSED ABSENCE WITH NOTICE: Powell. (1)
Quorum present.
No one addressed the Caucus during Public Comment.
Chairperson Gary McGillivray addressed the Caucus to inform them we would be starting the meeting by
discussing the FY 2020-2022 County Budget.
Commissioner Zack addressed the Caucus to update them on the FY 2020-2022 County Budget.

Commissioner Woodward addressed the Caucus regarding Budget Adjustment Items.

Commissioner Jackson addressed the Caucus regarding the Democratic FY 2020-2022 Budget Priorities
list.

Hilarie Chambers, Deputy County Executive addressed the Caucus to announce Dave Coulter, Oakland
County Executive has appointed two additional Deputy County Executives, Sean Carlson and Rudy Hobbs.

2022 Budget Priorities list.

Commissioner Woodward addressed the Caucus regarding prior authorization through the adoption of a
resolution by the Board of Commissioners for new contracts or a renewal of a contract for professional
services authorizing the expenditure of more than $100,000.

Commissioner Zack addressed the Caucus regarding the preliminary draft of the fiscal analysis compiled
by Robert Klein and Mitch Bean, Great Lakes Economic Consulting.

Commissioner McGillivray addressed the Caucus to introduce Dan Stencil, Executive Officer, Oakland
County Parks and Recreation.
Dan Stencil, Executive Officer, Oakland County Parks and Recreation addressed the Caucus regarding
oak wilt disease which is a fungus specific to red oaks and is a current concern here in Oakland County.

Holly Oaks ORV Park.

Commissioner Woodward addressed the Caucus regarding pension plan amendments, continuing
conversations with staff on department needs and a possible NRA Foundation grant for the Oakland County
Sheriff’s office.

Commissioner Jackson addressed the Caucus to announce the census workshop which will take place on
September 26, 2019 at 5:30 p.m.
