DEMOCRATIC CAUCUS MINUTES
October 23, 2019
Meeting called to order by Caucus Chairperson Gary McGillivray at 5:54 p.m. in the Courthouse Committee
Room A, 1200 N. Telegraph Road, Pontiac, Michigan.
Roll called.
COMMISSIONERS PRESENT: Jackson, Luebs, Markham, McGillivray, Miller, Nelson, Powell,
Quarles, Woodward, Zack. (10)
EXCUSED ABSENCE WITH NOTICE: Gershenson. (1)
Quorum present.
Commissioner Zack addressed the Caucus to introduce newly appointed Deputy County Executive, Rudy
Hobbs.
Rudy Hobbs, Deputy County Executive addressed the Caucus to discuss his new role in Oakland County.
Discussion followed.
Moved by Markham seconded by Miller the minutes of the October 23, 2019 Caucus be approved.
A sufficient majority having voted in favor, the minutes were approved.
The members of the Caucus discussed the Board Agenda.
Commissioner Woodward addressed the Caucus regarding Legislative Affairs and Government Operations
item b. entitled: Human Resources Department – Restatement of the Retirement Health Savings (RHS)
Plan Trust.
Commissioner Woodward addressed the Caucus regarding Legislative Affairs and Government Operations
Committee item i. entitled: Retirement and Deferred Compensation Board – Amendments to the Defined
Contribution (DC), Defined Benefit (DB), 457B Deferred Compensation and 457B (PTNE) Deferred
Compensation Retirement Plan Documents. He stated that an amendment to the resolution will be offered.

Commissioner Woodward addressed the Caucus regarding a new proposed resolution that will be added
to the Regular Agenda under Finance Committee entitled: Department of Management and Budget – Fiscal
Year 2019 Third Quarter Financial Forecast and Budget Amendments. He stated that Commissioner Zack
will be offering an amendment to the resolution.

Joellen Shortley, Oakland County Corporation Counsel addressed the Caucus to introduce new Deputy
Corporation Counsel, Pete Menna.
Commissioner Markham addressed the Caucus to inform the Commissioners that the Caucus Fundraiser
will be held on November 6, 2019.
Chairperson Gary McGillivray addressed the Caucus to remind the Commissioners that Quarterly
Campaign Finance Reports are due this week, MiCareerQuest is being held on November 8, 2019 at the
Suburban Collection Showplace in Novi and the Oakland County Democratic Party Phil Hart Dinner is being
held on November 16, 2019 at the Troy Marriott.

Commissioner Nelson addressed the Caucus regarding Youth in Government Day. The date has been set
for February 5, 2020, with an inclement weather change date of February 12, 2020.

Commissioner Zack addressed the Caucus regarding the 2020 Board of Commissioners calendar.
Discussion followed.
Commissioner Quarles addressed the Caucus to recognize Deputy County Clerk, Sandra O’Brien who will
be honored at the 25th Annual Ford Hispanic Network Heritage Gala being held on November 8, 2019.
Commissioner Woodward addressed the Caucus and stated that several proposed new resolutions will be
introduced tonight, and some of them will request suspension of the rules for immediate consideration under
New Business.

Commissioner Woodward addressed the Caucus regarding the Detroit Institute of Arts upcoming request
for renewal of their 10-year millage.
Commissioner Miller addressed the Caucus to inform the Commissioners that HB 4325 regarding the scope
of practice for Licensed Professional Counselors has passed and the Governor is expected to sign.
The Caucus adjourned at 9:19 p.m. until November 7, 2019, at 8:30 a.m.
