DEMOCRATIC CAUCUS MINUTES
November 7, 2019
Meeting called to order by Caucus Chairperson Gary McGillivray at 8:41 a.m. in the Courthouse
Committee Room A, 1200 N. Telegraph Road, Pontiac, Michigan.
Roll called.
COMMISSIONERS PRESENT: Gershenson, Jackson, Luebs, Markham, McGillivray, Miller,
Nelson, Powell, Quarles, Woodward, Zack. (11)
EXCUSED ABSENCE WITH NOTICE: None. (0)
Quorum present.
Mattie McKinney Hatchett, former Oakland County Commissioner addressed the Caucus regarding
support for a proposed new miscellaneous resolution to be introduced by Commissioner Powell entitled:
Board of Commissioners – Conditional Approval of Project Funding for Redevelopment of Affordable
Housing in the City of Pontiac Located at the Carriage Circle Project.
Moved by Luebs seconded by Jackson the minutes of the October 23, 2019 Caucus be approved.
A sufficient majority having voted in favor, the minutes were approved.
The members of the Caucus discussed the Board Agenda.
Chairperson Gary McGillivray addressed the Caucus regarding Legislative Affairs and Government
Operations Committee item a. entitled: MR #19309 - Board of Commissioners – Urge Michigan
Department of Environment, Great Lakes, and Energy (EGLE) to Develop, and State House and Senate
to Pass a Statewide Septic Code. He stated Commissioner Hoffman requested it be moved to the regular
agenda and he will be offering an amendment to the resolution.

Commissioner Woodward addressed the Caucus regarding Legislative Affairs and Government
Operations Committee item d. entitled: Board of Commissioners – Amendment to the Articles of
Incorporation of the Oakland County Art Institute Authority. He stated it will be moved to the regular
agenda and an amendment to the resolution will be offered.
Commissioner Quarles addressed the Caucus regarding Legislative Affairs and Government Operations
Committee item e. entitled: Board of Commissioners – Appointment to the Michigan Department of Health
and Human Services – Oakland County Board.

Commissioner Gershenson addressed the Caucus regarding the approval of payment to set up Facebook
Media and the creation of a flyer for the Celebration of Oakland Counties 2020 Bicentennial Event.

Discussion followed.
Moved by Markham seconded by Zack to pay the fee for the setup of Facebook Media and the creation of
the flyer for the celebration.
A sufficient majority having voted in favor, the motion to pay the fee for the setup of Facebook Media and
the creation of the flyer carried.
Commissioner Woodward addressed the Caucus regarding the Detroit Institute of Arts millage renewal
and to inform the Commissioners that the DIA will be giving a presentation at tonight’s Board meeting.

Commissioner Powell addressed the Caucus regarding Commissioner support to obtain funding for a
Pontiac low income housing renovation project.

Commissioner Zack addressed the Caucus regarding a new proposed resolution entitled: Board of
Commissioners – Declare November 2019 as Homelessness Awareness Month in Oakland County.
Commissioner Quarles addressed the Caucus regarding the 50th Anniversary of Board of Commissioners
celebration event.
Commissioner Nelson addressed the Caucus regarding a new proposed resolution that will be referred to the
Healthy Communities and Environment Committee entitled: Board of Commissioners – Resolution
Acknowledging a Climate Emergency and Creating an Energy and Environment Infrastructure Plan in
Oakland County.

Commissioner Jackson addressed the Caucus regarding a position that was posted with Human Resources
for a Complete Count Committee Coordinator.
Commissioner Miller addressed the Caucus regarding a new proposed resolution that will be referred to the
Legislative Affairs and Government Operation Committee entitled: Board of Commissioners – Support for the
Reinstatement of Funding in the State Budget for the Going Pro Talent Fund Under the Department of Labor
and Economic Opportunity.
Commissioner Jackson addressed the Caucus regarding affordable housing in Pontiac.
Commissioner Miller addressed the Caucus to congratulate the Commissioners for working together for
one year since they were elected.
Commissioner Jackson addressed the Caucus requesting a copy of Legislative Affairs and Government
Operations Committee item c. entitled: Board of Commissioners – Urge Michigan Department of Environment,
Great Lakes, and Energy (EGLE) to Develop, and State House and Senate to Pass a Statewide Septic Code,
and any amendments being proposed tonight.
Chris Ward, BOC Chief of Staff addressed the Caucus regarding the Caucus Memo.

Michael Timm, Director, Information Technology addressed the Caucus regarding the Single-Sign On I.T.

Commissioner Powell addressed the Caucus to thank those that came to show support for her efforts to raise
funding for the redevelopment of affordable housing in the City of Pontiac.
Commissioner Gershenson addressed the Caucus regarding the 100th Anniversary of Women’s Suffrage
“I Voted!” Sticker Contest and to recognize the work of Barbara Winters, Senior BOC Analyst on the
contest.

Chairperson Gary McGillivray addressed the Caucus regarding the Oakland County Democratic Party
Phil Hart Dinner which is being held on November 16, 2019 at the Troy Marriott.

Hilarie Chambers, Deputy County Executive addressed the Caucus regarding MiCareer Quest
SouthEast, which is being held on November 8, 2019 at the Suburban Collection Showplace in Novi.
The Caucus adjourned at 11:59 a.m. until November 20, 2019, at 6:00 p.m.
