Telegraph Road, Pontiac, Michigan. Roll called. COMMISSIONERS PRESENT: Gershenson, Jackson, Luebs, Markham, McGillivray, Miller, Nelson, Powell, Quarles, Woodward, Zack. (11) EXCUSED ABSENCE WITH NOTICE: None. (0) Quorum present. Moved by Zack seconded by Markham the minutes of the November 7, 2019 Caucus be approved. A sufficient majority having voted in favor, the minutes were approved. The members of the Caucus discussed the Board Agenda. Commissioner Miller addressed the Caucus regarding Public Safety and Social Justice Committee item c. entitled: Sheriff’s Office, Prosecuting Attorney – Fiscal Year 2020 Oakland County Narcotics Enforcement Team (NET) Byrne Grant Acceptance. Discussion followed. Commissioner Quarles addressed the Caucus regarding Legislative Affairs and Government Operations Committee item f. entitled: Fiscal Years 2019, 2020 and 2021 Collective Bargaining Agreement for Employees Represented by the Oakland County Employees Union Affiliated with International Brotherhood of Electrical Workers Local 58, AFL-CIO (OCEU). She stated that the resolution will be moved from the Consent Agenda to the Regular Agenda and an amendment offered. Commissioner Luebs addressed the Caucus regarding Legislative Affairs and Government Operations Committee item b. entitled: MR #19349 – Board of Commissioners – Election Day in November as an Official County Holiday for Oakland County Employees. Discussion followed. Commissioner Woodward addressed the Caucus regarding Legislative Affairs and Government Operations item g. entitled: MR #19369 – Board of Commissioners – Authorizing Oakland County Art Institute Authority Millage Question to be Placed on March 20, 2020 Election Ballot. He stated that there will be an amendment offered to correct the election date. Democratic Caucus Minutes Continued. November 20, 2019 684 Hilarie Chambers, Deputy County Executive addressed the Caucus regarding support for the Regional Transit Authority and the press conference that was held on November 18, 2019 on the steps necessary to move forward on this issue. She also stated that the County will be searching for an expert on public transit and mobility for the position of Transit Operations Manager. Discussion followed. Commissioner Woodward addressed the Caucus regarding a proposed Miscellaneous Resolution he will introduce tonight entitled: Board of Commissioners – Support for House Bill 5229, Revising the Municipal Partnership Act. Commissioner Markham addressed the Caucus regarding Public Act 51 which governs how state revenue for roads and bridges is allocated and spent and requested a Caucus be scheduled on this topic. She also informed the Commissioners that Deputy Clerk Sandy O’Brien will be hosting a Holiday Party for the Northville Democratic Club on December 6th and the Commissioners are invited. Discussion followed. Commissioner Powell addressed the Caucus to announce that she has received a letter of support from the County Executive Office for the Carriage Circle Project. She also thanked April Lynch, Deputy County Executive and the Human Resources Department for their participation in employment discussions with local high school students. Commissioner Nelson addressed the Caucus regarding the Mental Illness Policy Organization Conference she attended with Commissioner Luebs. Discussion followed. Commissioner Powell addressed the Caucus to express thanks to everyone who has supported the Carriage Circle Project. Commissioner McGillivray addressed the Caucus regarding the Caucus Memo. Commissioner Miller addressed the Caucus regarding a campaign fundraiser being held at the Michigan Growler Beer Company in Beverly Hills on December 10, 2019.
