DEMOCRATIC CAUCUS MINUTES
December 12, 2019
Meeting called to order by Caucus Chairperson Gary McGillivray at 8:45 a.m. in the Courthouse
Committee Room A, 1200 N. Telegraph Road, Pontiac, Michigan.
Roll called.
COMMISSIONERS PRESENT: Gershenson, Jackson, Luebs, Markham, McGillivray, Miller,
Nelson, Powell, Quarles, Woodward, Zack. (11)
EXCUSED ABSENCE WITH NOTICE: None. (0)
Quorum present.
No one addressed the Caucus during Public Comment.
Moved by Miller seconded by Jackson the minutes of the November 20, 2019 Caucus be approved.
A sufficient majority having voted in favor, the minutes were approved.
The members of the Caucus discussed the Board Agenda.
Commissioner Woodward addressed the Caucus regarding Legislative Affairs and Government
Operations Committee item a. entitled: Board of Commissioners – Correcting the Authorization of the
Oakland County Art Institute Authority Millage Question to be Placed on March 10, 2020 Election Ballot.
Commissioner Zack addressed the Caucus regarding Finance Committee item c. entitled: Management
and Budget – Changes to FY 2019 Apportionment of Local Tax Rates. She stated that an amendment to
the resolution will be offered.

Commissioner Zack addressed the Caucus regarding Finance Committee item d. entitled: Department of
Management and Budget – Fiscal Year 2019 Year-End Report and Budget Amendments.

Commissioner Zack addressed the Caucus regarding a new proposed resolution that will be added to the
Regular Agenda under Finance Committee entitled: Board of Commissioners – Establishment of a
Bicentennial Oak Tree Program Policy.

Commissioner Quarles addressed the Caucus regarding Legislative Affairs and Government Operations
Committee Report entitled: Board of Commissioners – Appointments to the Oakland Community Health

Meeting and appointments will be reconsidered.

Commissioner Woodward addressed the Caucus regarding MR #19367 - Board of Commissioners –
Resolution Acknowledging a Climate Emergency and Creating an Energy and Environment Infrastructure
Plan in Oakland County.
Commissioner Woodward addressed the Caucus regarding MR #19385 - Board of Commissioners –
Support for House Bill 5229, Revising the Municipal Partnership Act. Commissioner Gingell will offer an
amendment to the resolution.

Administration – Creation of Chief Diversity, Equity and Inclusion Officer Classification and Position
Creation.

Support for the “Drive Safe” Package of Bills – Michigan Senate Bills 631 and 632 and House Bills 5192

Commissioner Gershenson addressed the Caucus to voice her appreciation for being able to serve as
Vice-Chairperson and announced she will be running for Commissioner in 2020.
Commissioner Gershenson addressed the Caucus regarding the Oakland County Commissioners
Democratic Caucus Winter Fundraiser which will be held January 27, 2020 at Dick O’Dows with special
Guest, Dave Coulter, Oakland County Executive.

Commissioner Gershenson addressed the Caucus to announce the Detroit Institute of Arts will be offering
free busing and tours honoring the Centennial of Women’s Suffrage.

Commissioner Woodward addressed the Caucus regarding Finance Committee item c. entitled:
Management and Budget – Changes to FY 2019 Apportionment of Local Tax Rates. He stated that an
amendment to the resolution will be offered.
Commissioner Powell addressed the Caucus requesting formal descriptions of leadership roles and
responsibilities.

Chairperson Gary McGillivray addressed the Caucus to announce the 2019 annual campaign finance
statements close of books is December 31, 2019 and statements are due January 31, 2020.
Chairperson Gary McGillivray addressed the Caucus to announce the upcoming National Association of
Counties Conference and the Michigan Association of Counties Conference.

Commissioner Miller addressed the Caucus to introduce a new proposed resolution entitled: Board of
Commissioners – Adoption of Responsible Contractor and Best Value Bid Evaluation Standards for
Construction Projects Policy.
Commissioner Woodward addressed the Caucus and stated he would be introducing resolutions and
requesting Suspension of the Rules for a resolution to appoint a committee to review the County’s
depositories.
