DEMOCRATIC CAUCUS MINUTES
January 22, 2020
Meeting called to order by Caucus Chairperson Gary McGillivray at 6:14 p.m. in the Courthouse
Committee Room A, 1200 N. Telegraph Road, Pontiac, Michigan.
Roll called.
COMMISSIONERS PRESENT: Gershenson, Jackson, Luebs, Markham, McGillivray, Miller,
Nelson, Powell, Quarles, Woodward, Zack. (11)
EXCUSED ABSENCE WITH NOTICE: None. (0)
Quorum present.
Moved by Miller seconded by Nelson the minutes of the December 12, 2019 Caucus be approved.
A sufficient majority having voted in favor, the minutes were approved.
Moved by Jackson seconded by Nelson to nominate Marcia Gershenson as Caucus Vice-Chairperson.
A sufficient majority having voted in favor, Marcia Gershenson was selected Caucus Vice-Chairperson.
The members of the Caucus discussed the Board Agenda.
Michael Timm, Director, Information Technology addressed the Caucus regarding Economic Growth and
Infrastructure Committee item c. entitled: Information Technology – Resolution Approving Building
Authority Contract of Lease for the New County Radio Communications System. He gave a brief overview
regarding funding and replacement of the current system.

Commissioner Quarles addressed the Caucus regarding Legislative Affairs and Government Operations
Committee item b. entitled: Board of Commissioners – Appointment to the Parks and Recreation
Commission.
Discussion followed.
Chairperson Gary McGillivray addressed the Caucus regarding the millage renewal the Parks and
Recreation Commission is expected to request on the August 2020 primary election ballot.
Discussion followed.
Commissioner Miller addressed the Caucus and stated that he will request the agenda for the Board of
Commissioners meeting be amended to add MR #19416 – Board of Commissioners – Adoption of
Responsible Contractor and Best Value Bid Evaluation Standards for Construction Projects Policy.

Commissioner Woodward addressed the Caucus regarding the State of the County address being held
on February 12th, the State of the State address being held on January 29th and the Caucus retreat being
held March 14th and 15th.

Commissioner Gershenson addressed the Caucus regarding the development of the Democratic Caucus
rules and the roles of the Commissioners.

Commissioner Luebs addressed the Caucus regarding possible County assistance to local jurisdictions
on the issue of flood litigation.

Commissioner Powell addressed the Caucus regarding septic tanks.

Commissioner Zack addressed the Caucus regarding the public hearing of the Fair Housing Study.

Hilarie Chambers, Deputy County Executive Addressed the caucus regarding the Fair Housing Plan.
Commissioner Nelson addressed the Caucus regarding two new proposed miscellaneous resolutions she
will introduce tonight entitled: Board of Commissioners – Support for Michigan Senate Bill 116 and House
Bill 4212 – Holding Polluters Accountable and Board of Commissioners – Require Restaurant and Food
Safety Inspection Reports to be Posted on Searchable Online Database.
Commissioner Markham addressed the Caucus and stated that the 20,000 Oaks Subcommittee has sent
request forms for oak tree seedlings to school districts, cities, villages and townships in Oakland County,
and informed the Caucus she could not attend the OCHN meetings.

Commissioner Miller addressed the Caucus regarding a new proposed miscellaneous resolution he will
introduce tonight entitled: Board of Commissioners – Oakland County Welcomes Bidders to Voluntarily
Pay Prevailing Wages to Contractors and Subcontractors who Perform County Construction Work.
Commissioner Jackson addressed the Caucus to express thanks to the County Executive and Deputy
County Executives for their participation in the Martin Luther King, Jr. Day events that were held across
Oakland County.

Commissioner Miller addressed the Caucus regarding Senate Bill 2728 entitled: Homeland Security
Counterintelligence Threat Reduction Act.

Commissioner Woodward addressed the Caucus regarding a new proposed resolution being introduced
tonight entitled: Board of Commissioners – Extension of Deadlines for the Recommendations of Ad Hoc
Committee on Investment of Public Funds and Reauthorization of the List of Official Depositories.
Chris Ward, Board of Commissioners Chief of Staff addressed the Caucus regarding the Caucus Memo.

Michael Timm, Director, Information Technology addressed the Caucus regarding the recent Microsoft
patch.
Sean Carlson, Deputy County Executive addressed the Caucus regarding Workforce Development.
The Caucus adjourned at 10:24 p.m. until February 6, 2020, at 8:30 a.m.
