DEMOCRATIC CAUCUS MINUTES
February 6, 2020
Meeting called to order by Caucus Chairperson Gary McGillivray at 8:35 a.m. in the Courthouse
Committee Room A, 1200 N. Telegraph Road, Pontiac, Michigan.
Roll called.
COMMISSIONERS PRESENT: Gershenson, Jackson, Luebs, Markham, McGillivray, Miller,
Nelson, Powell, Quarles, Woodward, Zack. (11)
EXCUSED ABSENCE WITH NOTICE: None. (0)
Quorum present.
Leigh-Anne Stafford, Health Officer, Oakland County Health and Human Services addressed the Caucus
to give an update on the Coronavirus and discuss the flu outbreak in Oakland County.
Lisa Brown, Oakland County Clerk/Register of Deeds addressed the Caucus regarding ballot orders for
the March 10, 2020 Presidential Primary Election.
Chairperson Gary McGillivray addressed the Caucus regarding the Caucus Memo.
Commissioner Nelson addressed the Caucus regarding Youth in Government day.
Discussion followed.
Moved by Nelson seconded by Markham the minutes of the January 22, 2020 Caucus be approved.
A sufficient majority having voted in favor, the minutes were approved.
The members of the Caucus discussed the Board Agenda.
Commissioner Zack addressed the Caucus regarding Finance Committee item a. entitled: Treasurer’s Office
– Board of Commissioners Approval to Waive Interest and Fees for Certain Qualifying Taxpayers Through
April 30, 2020.
Commissioner Luebs addressed the Caucus regarding MR #20032 - Board of Commissioners – Support for
Michigan Senate Bill 116 and House Bill 4212 – Holding Polluters Accountable.

Commissioner Nelson addressed the Caucus regarding MR #20033 - Board of Commissioners – Require
Restaurant and Food Safety Inspection Reports to be Posted on Searchable Online Database. An
amendment to the resolution will be offered.

Chairperson Gary McGillivray addressed the Caucus regarding Public Safety and Social Justice Committee
item e. entitled: Sheriff’s Office – FY 2018 State Criminal Alien Assistance Program (SCAAP) Reimbursement
Grant Acceptance.

Commissioner Woodward addressed the Caucus regarding a memo from the Republican Caucus
Chairperson regarding Board Rules and Practices.

Hilarie Chambers, Chief Deputy Executive, Oakland County addressed the Caucus to announce the Grand
Opening of Michigan Works in Waterford Michigan.
Hilarie Chambers, Chief Deputy Executive, Oakland County addressed the Caucus to inform them that the
Michigan Department of Environment, Great Lakes, and Energy (EGLE) will be coming Monday to brief the
County on the current chemical spill in Madison Heights.
Hilarie Chambers, Chief Deputy Executive, Oakland County addressed the Caucus to introduce Ashley
McBride, Community Affairs Manager, Oakland County.
Hilarie Chambers, Chief Deputy Executive, Oakland County addressed the Caucus to discuss 2020 Oakland
County State of the County address which will be held Wednesday, February 12th at The Flagstar Strand
Theatre in Pontiac at 7 p.m.
Hilarie Chambers, Chief Deputy Executive, Oakland County addressed the Caucus to congratulate
Commissioner Nelson for being selected for the Oakland County Executive’s Elite 40 Under 40 Class of
2020.
