HomeMy WebLinkAboutMinutes - 2020.03.05 - 3280070 OAKLAND COUNTY BOARD OF COMMISSIONERS DEMOCRATIC CAUCUS MINUTES March 5, 2020 Meeting called to order by Caucus Chairperson Gary McGillivray at 8:32 a.m. in the Courthouse Committee Room A, 1200 N. Telegraph Road, Pontiac, Michigan. Roll called. COMMISSIONERS PRESENT: Gershenson, Jackson, Luebs, Markham, McGillivray, Miller, Nelson, Powell, Quarles, Woodward, Zack. (11) EXCUSED ABSENCE WITH NOTICE: None. (0) Quorum present. No one addressed the Caucus during Public Comment. Moved by Markham seconded by Nelson the minutes of the February 6, 2020 Caucus be approved. A sufficient majority having voted in favor, the minutes were approved. The members of the Caucus discussed the Board Agenda. Chairperson Gary McGillivray addressed the Caucus to inform the Commissioners that the Health Department will be giving a presentation at 9:00 a.m. regarding the Oakland County Coronavirus Task Force. He also informed the Commissioners that during the Board of Commissioners meeting there will be a Public Hearing on the Brownfield Plan for the City of Clawson, proclamations honoring Gerald Fisher, Oakland County Parks and Recreation Commission and Aneesa Sheikh, 2020 Miss Teen Michigan USA and that there will be a high number of proposed Miscellaneous Resolutions introduced with several requesting Suspension of the Board Rules for Immediate Consideration Under New Business. Commissioner Powell addressed the Caucus regarding a proposed Miscellaneous Resolution being introduced entitled: Board of Commissioners – Correction to MR #20024 – Contract Amendment #1 for Law Enforcement Services in the City of Pontiac 2019-2021. Discussion followed. Commissioner Markham addressed the Caucus regarding the NACo Legislative Conference that was held in Washington D.C. Discussion followed. Chairperson Gary McGillivray addressed the Caucus regarding the upcoming Michigan Association of Counties Legislative Conference being held in Lansing in April. Democratic Caucus Minutes Continued. March 6, 2020 71 Commissioner Woodward addressed the Caucus to inform the Commissioners that he along with Commissioners Zack and Spisz had met with the bond rating agencies. Discussion followed. Commissioner Woodward addressed the Caucus regarding March is Reading Month book orders and School Breakfast Week. Discussion followed. Commissioner Luebs addressed the Caucus regarding a proposed Miscellaneous Resolution being introduced entitled: Board of Commissioners – Adoption of the Eric Overall Memorial Death Benefit Policy for Oakland County. Discussion followed. Hilarie Chambers, Chief Deputy County Executive addressed the Caucus regarding the Regional Transit Authority and Municipal Partnership Act. She thanked Commissioners Woodward, Zack and Spisz for their participation in the meeting with the bond rating agencies and informed the Caucus that the Oakland County Census kickoff will be March 19th, Secretary of State Jocelyn Benson and Oakland County Clerk/Register of Deeds Lisa Brown will be meeting with the redistricting commission on March 25th, the Oakland County Bicentennial Celebration at the Detroit Zoo is being held on March 28th and the County will be hosting a group of Economic Development and Community Affairs consultants during the week of March 31st. Chairperson Gary McGillivray addressed the Caucus regarding the OLSHA Walk for Warmth. Commissioner Miller addressed the Caucus regarding two proposed Miscellaneous Resolutions being introduced entitled: Board of Commissioners – Oakland County Construction Payment and Board of Commissioners – Oppose Changes to the Inadmissibility on Public Charge Grounds. Commissioner Luebs addressed the Caucus regarding MR #20052 – Parks and Recreation Commission – Approval of Oakland County Parks and Recreation Commission 2020 Rules and Regulations. Commissioner Gershenson addressed the Caucus to introduce Jim Williams. Commissioner Markham addressed the Caucus regarding the possibility of expanding paid sick leave for County employees in the case of a widespread health crisis. Commissioner Miller addressed the Caucus regarding a proposed Miscellaneous Resolution being introduced by Commissioner Hoffman entitled: Board of Commissioners – Transparency Requirements for the Detroit Institute of Arts, Inc. Discussion followed. Commissioner Woodward addressed the Caucus regarding a proposed Miscellaneous Resolution being introduced by Commissioner Gingell entitled: Board of Commissioners – Sponsorship of the 2020 International Bocce Tournament at the Palazzo Di Bocce. Discussion followed. Commissioner Woodward addressed the Caucus to inform the Commissioners that there will be two committee meetings held immediately prior to the Board of Commissioners meeting. Commissioner Woodward addressed the Caucus to convene a joint Caucus for a presentation on the Oakland County Coronavirus Task Force. Democratic Caucus Minutes Continued. March 6, 2020 72 Commissioner Woodward addressed the Caucus to introduce Leigh-Anne Stafford, Health Officer, Health and Human Services, Tom Hardesty, Manager, Homeland Security and Rudy Hobbs, Deputy County Executive.
