DEMOCRATIC CAUCUS MINUTES
April 29, 2020
Meeting called to order by Caucus Chairperson Gary McGillivray at 10:06 a.m. via Teleconference.
Roll called.
COMMISSIONERS PRESENT: Gershenson, Jackson, Luebs, Markham, McGillivray, Miller,
Nelson, Powell, Quarles, Woodward, Zack. (11)
EXCUSED ABSENCE WITH NOTICE: None. (0)
Quorum present.
No one addressed the Caucus during Public Comment.
Moved by Zack seconded by Luebs the minutes of the March 5, 2020 Caucus be approved.
A sufficient majority having voted in favor, the minutes were approved.
The members of the Caucus discussed the Board Agenda.
Commissioner Woodward addressed the Caucus and stated that the following people will give
presentations at the Board of Commissioners meeting to update the Board on Oakland County’s COVID-
19 response:
Hilarie Chambers, Chief Deputy County Executive – CARES Act Funding
Sean Carlson, Deputy County Executive – COVID-19 Expenditures and Economic Recovery
April Lynch, Deputy County Executive – Return-to-Work Plan
Commissioner Woodward addressed the Caucus regarding the proposed restructure of the Board of
Commissioners Standing Committees from the Emergency Operations and Oversight Committee during
the COVID-19 pandemic. The new committees will be named as follows:
Pandemic Response and Economic Recovery Committee
Health, Safety and Human Services Committee
Finance and Infrastructure Committee
Discussion followed.
Moved by Markham seconded by Gershenson to support the proposed restructure of the Board of
Commissioners Standing Committees.
AYES: Gershenson, Jackson, Luebs, Markham, McGillivray, Miller, Nelson, Powell, Quarles,
Woodward, Zack. (11)
NAYS: None. (0)
A sufficient majority having voted in favor, the motion to support the proposed restructure of the Board of
Commissioners Standing Committees carried.

Commissioner Woodward addressed the Caucus to inform the Commissioners that there will be 20
proposed new miscellaneous resolutions introduced tonight and that 8 of them are related to the COVID-
19 pandemic.

Commissioner Woodward addressed the Caucus regarding the development of a Safe and Secure
Elections Committee.
Discussion followed.
Commissioner Jackson addressed the Caucus regarding the Oakland County Complete Count Census
Committee and how their outreach events have been changed due to the COVID-19 pandemic.
Discussion followed.
Chris Ward, Board of Commissioners Chief of Staff addressed the Caucus regarding the 20K Oaks
Project, telework and distancing measures used by the Board of Commissioners staff and possible
redeployment of the Law Library staff.
Discussion followed.
Chairperson Gary McGillivray addressed the Caucus regarding the Parks and Recreation Commission
millage request being moved to the November 2020 election and stated that the County wave pools will
remain closed this summer.
Discussion followed.
Commissioner Jackson addressed the Caucus regarding available assistance for essential services using
the COVID-19 Resources Information line at 248-209-2600.
Commissioner Powell addressed the Caucus regarding possible mortgage and rental assistance for
Oakland County residents.
Discussion followed.
Commissioner Woodward addressed the Caucus regarding the procedure for annual recognition
resolutions.
Moved by Jackson seconded by Markham that the Caucus recess until the 7:00 p.m. Board of
Commissioners meeting.
A sufficient majority having voted in favor, the Caucus went into recess at 11:13 a.m.
The Caucus adjourned at 11:36 p.m. until May 13, 2020, at 6:00 p.m.
