IN RE: BOARD OF COMMISSIONERS — ADDITIONAL APPROPRIATION FOR THE OAKLAND
COUNTY SMALL BUSINESS STABILIZATION FUND
To the Oakland County Board of Commissioners
Ladies and Gentlemen:
WHEREAS the novel coronavirus (COVID-19) pandemic has caused an unprecedented situation in the
State of Michigan and Oakland County; and
WHEREAS the COVID-19 outbreak and numerous Executive Orders by the Governor of the State of
Michigan have caused significant economic distress in the business community, and
WHEREAS the Oakland County Board of Commissioners adopted MR# 20096, approving the creation of
an Oakland County Small Business Stabilization Fund on March 31, 2020; and
WHEREAS the initial funding of $3,000,000, consisting of $1,150,000 from the Michigan Economic
Development Corporation grant and $1,850,000 in Oakland County appropriated funding, provided small
businesses additional relief beyond the monies awarded from federal government under the Payment
Protection Program; and
WHEREAS it is necessary to ensure Oakland County small businesses affected by the onset of COVID-19
are eligible for disaster relief; and
WHEREAS the Coronavirus Aid, Relief, and Economic Security (CARES) Act included funding to assist
state and local governments with disaster relief efforts for eligible expenditures incurred from COVID-19;
and
WHEREAS additional funds of $12,000,000 are recommended to further the effort of the Oakland County
Small Business Stabilization Fund during this pandemic crisis; and
WHEREAS funding is available from the CARES Act amount allocated to Oakland County (approximately
$219,000,000) to cover the additional requested amount of $12,000,000 for the Oakland County Small
Business Stabilization Fund; and
WHEREAS the Oakland County Small Business Stabilization Fund would total $15,000,000 combining the
previous $3,000,000 approved through MR# 20096 and the additional requested funding of $12,000,000.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the
additional one-time appropriation of $12,000,000 from the General Fund (#10100) Assigned Fund Balance
titled Committed to FY 2020 (GL #383438) to further support the small business disaster relief effort and
bring the total funding in the Oakland County Small Business Stabilization Fund to $15,000,000.
BE IT FURTHER RESOLVED that the Board of Commissioners authorizes disbursement of funds to
grantees from the Oakland County Small Business Stabilization Funds contingent upon the implementation
of policies and procedures agreed upon by the County Executive, or his designee, and the Chairperson of
the Board of Commissioners.
BE IT FURTHER RESOLVED that any amounts Oakland County receives from any governmental entity for
reimbursement of amounts expended from the COVID-19 Appropriations will be allocated to the Assigned
Fund Balance line items from which the respective COVID-19 Appropriations were appropriated.
BE IT FURTHER RESOLVED that the FY 2020 budget is amended as follows:

Moved by Powell seconded by Miller to suspend the rules and vote on Miscellaneous Resolution #20123 —
Board of Commissioners — Additional Appropriation for the Oakland County Small Business Stabilization
Fund.
A sufficient majority having voted in favor, the motion to suspend the rules and vote on Miscellaneous
Resolution #20123 — Board of Commissioners - Additional Appropriation for the Oakland County Small
Business Stabilization Fund carried.
Moved by Miller seconded by Markham the resolution be adopted
